济溪环境健康网建设中期总结（2008年3月-10月）济溪环境交流网络二〇〇八年十月
济溪环境健康网从2008年3月开通以来，经过八个月的建设，初步搭建了网站框架，共发布信息近400篇，及时发布了环境健康领域的各类新闻，提供了较为详实的环境健康知识，为公众了解环境健康知识、新闻、和动态，为NGO在环境健康领域的行动的信息发布与交流提供了平台，为各行业企业提供了环境健康标准，促进了环境健康领域交流。现将第一阶段的工作总结如下：
一、济溪环境健康网发展概况
2007年11月，济溪环境交流网络（现注册名：重庆济溪环境咨询中心）在济溪环境交流平台（www.gsean.org）的基础上，结合环境保护现状，朝环境健康领域发展，发起建立济溪环境健康网，在全球绿色资助基金会（GGF）的支持下，济溪环境交流网络技术团队迅速建立济溪环境健康网站，并于
2008年1月26日向环境与发展研究所申请空间、域名，1月29日签署空间域名使用协议书，
1月30日开通虚拟空间，然后进行网站搭建和内测，
3月18日架设完成并正式对外发布（www.ecohealth.ngo.cn）。
3月25日济溪环境健康网加入化学品协作网络，并联合发表《关于化学品安全和环境健康的中国民间组织共同声明》。
7月6日系统升级到VeryCMS3.3版本，更新为蓝色风格（图1），符合环境与健康概念。

二、济溪环境健康网栏目设置
通过八个月的建设，目前济溪环境健康网已经经过了两次栏目调整，日趋合理、完善，基本上已经实现了济溪建立环境健康网的第一阶段搭建信息平台的计划。目前已经开设了行业新闻、基础知识、公众行动、健康标准、绿色生活、电子通讯等栏目（表1，图2），并开设了特别专题报道，对热门的环境健康话题进行专题报道（图2）；同时环境健康网还在济溪环境交流平台搭建了“健康论坛”，与关注环境健康领域的环保志愿者在线探讨环境健康话题，并开始尝试发布环境与健康电子简报（附件1），该项工作将按月度正常化。

三、济溪环境健康网专题设置
近段时间，四川雅安江水受污染全城停水事件、云南阳宗海砷污染事件、广西河池砷中毒事件、湖北监利鱼米之乡遭钒污染事件、剧毒物料泄漏污染汉江事件、十年来重庆渝西碳酸锶污染事件、上海奉贤一废弃三氯化磷储罐泄漏事件、广州两起企业污染河水致鱼类死亡事件……大量因为环境安全引起的危害人体健康的事件已经在我们身边发生，济溪环境健康网在这些事件发生后及时跟踪报道相关信息，并且对四川雅安水污染全城停水事件、湖北监利鱼米之乡遭钒污染事件、广西河池砷中毒事件、云南阳宗海砷污染事件、江苏无锡自来水遭污染等环境健康事件以及首届中国环境与健康宣传周等重要活动进行了专题报道（图3、图4）。通过专题报道，系统、全面的将事件前后经历展现给公众，使公众较为全面的认识环境对人体健康的危害。

同时，济溪环境健康网还在交流论坛开设济溪在线大讲堂，以“水与健康，我有话要说”为主题，围绕中国环境与健康宣传周主题，探讨青年，特别是大学生在水与健康方面的认识和想法，促进公众关注“水与健康”问题。
四、济溪环境健康网财务使用状况
济溪环境健康网项目获得全球绿色基金（GGF）第一阶段支持5000美金，济溪执行委员会在新疆自然保育基金（XCF）的监管下使用该项目经费，对济溪财务使用全面负责。目前新疆自然保育基金（XCF）向济溪第一次拨付现金20000元整。
目前在该项目上，主要用于网站制作与维护、专职人员工资、办公室租金及日常开支、劳务费等方面的支出（详见表二）。

五、济溪环境健康网第二阶段发展计划
根据济溪环境健康网发展规划，第一阶段济溪将基本完成环境健康网的搭建工作，第二阶段将在进一步完善网络平台、更新环境健康信息的基础上，进行济溪环境健康网的宣传推广工作及相关实体活动。
1、济溪环境健康网宣传推广会
在全国主办五次“环境健康与NGO”主题沙龙，与NGO共同探讨在环境健康领域的工作开展与项目合作，同时宣传推广济溪环境健康网。
2、编制《环境与健康公民（法律）读本》
编制《环境与健康公民（法律）读本》，普及基本环境健康知识的法律教育手册。提高公众环境健康知识和法律维权意识。
3、制作环境健康网纪念品
制作带有济溪环境健康网Logo的纪念品，用于在网站宣传推广活动中，向网站的受众以及感兴趣者发放。
4、制作环境健康网宣传折页
济溪环境健康网宣传折页，用于在网站宣传推广活动中，向网站的受众以及感兴趣者发放。
5、开展环境健康领域研究
与国内著名的环保NGO，如自然之友、地球村及绿家园等进行合作，对目前国内NGO在环境健康领域的行动形势进行研究。
6、开展环境健康宣传活动
以济溪环境健康网为平台，辅以读本、折页等媒介，开展环境健康领域的宣传教育活动，宣传环境健康知识，提高环境健康法律维权意识。 Metaphase Summarize of GSEAN Eco-Health Website Construction

Since GSEAN Ecohealth website opened in March, 2008, it has built up a preliminary framework after 8-month constriction, released nearly four hundreds messages including various news and comparative detailed knowledge in environmental health field in time. The published messages provide a platform for the public to know about the knowledge, news and trends of environmental health, for NGO to exchange and publish information and offer various industries the reference of environmental health standard. We summarize the work at first stage as follow.
First. The development of GSEAN
In November 2007, GSEAN, (Official registered name: Chongqing GSEAN environmental consulting center) which is based on the exchange platform www.gsean.org
, set up the GSEAN ecohealth website efficiently under the support from GGF according to the current environmental protection situation with a aim to develop in environmental health area.
The technical team of GSEAN applied space and domain name form the Institute of Environmental Research and Development on January 28th 2008 and signed the protocol on using the space and domain name on January 29th. Virtual space was opened to construct and test on January 30th. Finally On March 18th, the technical team completed the establishment of the website and then opened it to public officially. On March 25th, GSEAN joined in the cooperative network of chemical and issued: Joint Statement on Chemical Safety and Environmental Health by Chinese Civil Organizations.
We make a system upgrade from Version 2008-7-6 to Version VeryCMS3.3 and a renewal of blue style (Picture 1) which is all in line with the concept of environment and health.

Second, GSEAN Environmental Health Network column set
After 2 times adjustment of the columns in 8-month construction, the current GSEAN EcoHealth Network has become more reasonable and perfect. Basically, it has achieved
the first step plan of GSEAN EcoHealth Network. Now, GSEAN EcoHealth Network has opened columns like the industry news, elementary knowledge,
public action, health standards, green life, electronic communications ，etc.(Table 1, Chart 2), and there is also a special column to report the hottest topic of environmental health (Chart 2). At the same time, environmental health network has also built a \\\"health forum\\\" at GSEAN, approaching the environmental health topics on line with environmental protection volunteers who care the field of environmental health. Meanwhile, it began to try to release Environment and Health E-newsletter (Annex 1).
The work will be monthly normalized.

Third. GSEAN special subject:
Due to deteriorating environmental conditions, a large number of incidents endangering human health have recently occurred around us, such as the river pollution in Ya’an, Sichuan Province which led to the whole city’s water outage;
the arsenic pollution in Yangzong Sea, Yunnan Province; the arsenic incident in Hechi, Guangxi Province; the vanadium pollution in Jianli, Hubei Province, a land flowing with milk and honey; the leakage of deadly toxic materials into Hanjiang River; the ten-year strontium carbonate pollution in West Chongqing; the phosphorus trichloride leakage from an abandoned tank in Fengxian, Shanghai; the two death incidents of fish in Guangzhou caused by companies’ waste emission to the river, etc. Right after these, GSEAN gives follow-up reports of the related information about these incidents. What’s more, it provides special converges of the above incidents, the first China Environment and Health Promotion Week and environmental incidents like the Yaan’s river pollution, the Jianli’s vanadium pollution, the Hechi’s arsenic toxicosis incident, the Yangzong’s sea arsenic pollution and the Wuxi’s (Jiangsu Province) tap water pollution. (Picture3 and 4) Through these special converges, eco-heath network offers the all-sided course of those events systematically in order to give the public a full realization of the harm that polluted environment may do to human health.

Meanwhile, GSEAN EcoHealth Website will hold online lectures at GSEAN on line forum with the theme of the China’s Environment and Health Week --“Water and Health, I Have Something to Say”, we probed into the understandings and ideas about the relations between water and health from the youth, especially from college students, which guide the public to focus more on the issue of “Water and Health”
Fourth. GSEAN EcoHealth Website Financial Expenditures Situation
GSEAN EcoHealth Website project achieved $5,000 granted by GGF. GSEAN Executive Committee uses the project fund under the supervision of XCF and is fully responsible for GSEAN financial expenditures. Recently, XCF has appropriated 20,000 yuan in cash to GSEAN for the first time.
Currently, the project fund is applied to expenses such as the charges for website construction and maintenance, salaries for professionals, office rent, daily expenses and service charges, etc.(Please refer to Form 2 for details)

Fifth. The second stage of development plan of GSEAN EcoHealth website
According to the development plan of GSEAN ecohealth website, GSEAN will accomplish the basic framework of ecohealth website at the first stage, and publicize the GSEAN ecohealth website as well as other relevant substantiality work on the base that it can further perfect network platform and update the information of environment and health.
1、the conference of publicity and promotion of ecohealth website
It hosts the salon with the topic about “environment and health” together with NGO five times, discussing with NGOs the practice of the job and the project cooperation in the environmental and healthy field, at the same time promoting the GSEAN EcoHealth website.
2、Compiling the civilian reading book of environment and health
The civilian reading book of environment and health is a law and instructive handbook for universalizing basic knowledge of environment and health, and improve civilian’s awareness of environment and health as well as safeguarding legal rights.
3、Making the souvenir of EcoHealth website
Making the souvenir with the logo of GSEAN ecohealth website is to popularize and promote the website, will be distributed to the accepters and those who are interested in it.
4、Making the publicity foldout of eco-health website
The foldout will be used in the publicity and promotion, and handed out to the accepters and those who are interested in the website.
5、Doing research on the environmental and healthy field
Cooperate with environmental NGO which is well-known in our country, such as Friend of Nature、Earth Village and Green Motherland, and do research on the situations of the domestic NGO’s current actions in the environmental and healthy field.
6、Launch a program to publicize environment and health
