WWF, the global conservation organization has a new position for a TRAFFIC Timber Officer , China Programme Officeto be based in Beijing, China
Job Descripition:
This position will coordinate and implement projects to stop illegal trade and support sustainable trade in timber. The focus is on legality in supply chains, including CITES regulations. The position is initially for two years, commencing in June, 2005. he/she will report to TRAFFIC China Wildlife Trade Program Coordinator. This position will work closely with the China Forest and Trade Network (FTN) of WWF China, as well as the TRAFFIC focal point for timber.

Main Responsibilities:
TRAFFIC Timber Officer will be responsible for:

Assist in developing criteria and guidelines for definition and verification of legal sources of forest products and identification of policy implications (i.e., in implementation of China portion of project “Forest and Trade Networks for Legal and Sustainable Forest Management in Africa and Asia,” funded by the European Commission.)
Compile existing documentation on legal sourcing, including (but not limited to) -- Forest policies with regards to forest tenure and legal rights to harvest, including policies relating to customary rights, environment, social and conservation frameworks in relation to forests, as well as land tenure, use rights and responsibilities, and relevant laws
-- Chain of custody systems, including entire “source to market” chains from forest to processing, domestic transportation, and shipping patterns, and including domestic and international timber trade controls
-- Compile examples of official documentation for verifying legality, used at each stage of supply chains

Identify, liaise with, and network with stakeholders, particularly those involved in on-going or completed studies on national working definitions of forest product legality. (Procedures already used by some suppliers in China for certified wood, such as those used by IKEA, could provide valuable case studies.) This will be in support of development of a “Keep It Legal” manual, including
-- Identify the national and international suppliers most likely to supply legally sourced wood (and, conversely, those most likely to supply illegally sourced wood) -- Provide them with a clear understanding of what legally sourced wood is and its significance to their business
-- Help them inform their suppliers how to make simple steps toward achieving those requirements if they are currently unable to deliver “best practice”
Review of gaps and strengths of the systems, above, and outline draft criteria and guidelines for strengthening legality in timber trade chains. This review will be sent to domestic and international stakeholders for review, leading to final criteria and guidelines.
Provide support to TRAFFIC’s wildlife trade program for China, especially as it relates to wild plants
-- Take the lead in coordination and implementation of the projects on timber and plants trade within the TRAFFIC China Wildlife Trade Program
-- Help initiate and develop new proposals in relation to timber and plants, particularly relating to timber trade management and policy
-- Accurately prepare and complete projects, including project activity reports and other information as required, particularly that requested by donors and potential donors, under the direction of the China Wildlife Trade Program Coordinator
-- Provide technical assistant to the wildlife trade communication officer and communication teams within WWF, as well as assuring the accuracy and adequacy of communication with the central government, provincial governments, the academic community, and other concerned stakeholders

Qualifications:
A university degree in a relevant discipline, such as biology or forestry; an advanced degree in a relevant field is preferred.
Broad knowledge of one of the following fields: corporate social responsibility policy and implementation, Chinese law and regulation, or wood identification and classification of botany; knowledge of more than one field preferable.
Multi-cultural and bilingual: excellent spoken and written Chinese and English, and the ability to work with people from diverse backgrounds and cultures
At least three years experience in timber trade or relevant areas, with budget responsibility and supervision of staff and consultants
Ability to think strategically, excellent interpersonal and team building skills, ability to make clear and credible business case for responsible forestry at the highest level
Other important skills include making presentations, fundraising, proposal writing, policy analysis, marketing/corporate communications, and information management.
