洪湖湿地重建恢复中公众参与的激励机制调研报告


[摘要] 洪湖是湖北省重要的湿地之一，具有丰富的自然资源和深厚的文化底蕴。2004年之前，由于人们对于洪湖的过度开发——大面积的围网养殖，导致了洪湖湿地自然资源的极度破坏，由此也引发了一系列的社会公平性问题。2004年之后，湖北省省委省政府对洪湖实施抢救性保护，对过度围网养殖行为进行了制止并开始实施拆网政策，经过两年的努力，洪湖湿地的生态环境得到了较好的恢复，成为中国湿地保护中的一个亮点。在洪湖湿地的重建恢复中，公众起到了至关重要的作用，正是由于公众的参与才使保护工作得以顺利进行。公众也从一个无环境意识无参与行为的状态向有参与意识和参与行为的状态转变，这个转变过程中离不开来自政府、NGO以及一些个人的激励。本文引入公众参与理论以及激励理论对洪湖湿地重建恢复中公众参与的角色转变进行探讨和分析，对洪湖湿地重建恢复前后的公众参与进行评估，总结了在重建恢复过程中有效的激励机制并分析了其作用机理。全文共分七个部分：
第一部分是前言部分，主要说明本调研项目的调研背景和调研意义，点出本文需要探讨的主要内容。
第二部分是案例地概况，主要介绍洪湖湿地从遭受破坏到重建回复的历史过程、生物多样性变化以及重建恢复中的关键性步骤——拆网的情况。
第三部分引入公众参与理论，结合案例地情况，分析在洪湖湿地重建恢复过程的公众参与情况及其重要作用。
第四部分介绍政府在洪湖湿地重建恢复中所做的工作，分析政府在促进公众参与过程中发挥了哪些作用，分析政府采取了哪些激励机制来促进了公众参与并使得洪湖湿地的一良好恢复。
第五部分分析洪湖当地的民间组织对促进公众参与中发挥的具体激励作用。
第六部分分析总结了促进洪湖当地公众参与的激励机制的缺点和不足，并提出了相应的建议。
第七部分是结束语。对论文内容进行总结，并且提出下一步的研究展望。

[Abstract]
Hong lake is one of the important wetlands in Hubei Province, and is rich in natural resources and has a profound cultural heritage. Before 2004, owing to the over-exploitation of the song - a large fence breeding, Hong Lake wetland led to extremely damaging natural resources, it also triggered a series of social justice issues. 2004, the Hubei provincial party committee and government on the implementation of the song rescue protection, over the fence on the breeding behavior of the demolition halted, and begun the implementation of network policy, after two years of effort, Hong Lake wetland ecological environment of a good recovery to become China's wetland protection in a bright spot. In the reconstruction of Hong Lake wetland restoration, the public has played a vital role. It can proceed smoothly just because the public was able to participate in the protection work. No one from the public environmental awareness not to take part in acts of state have participated in the awareness and participation of the state changes, this change can not be separated from the process of government, NGO and some personal encouragement. This paper introduces public participation in the theory and the theory of incentive to rebuild the Hong Lake wetland restoration of public participation and to explore the changing role of the Hong Lake wetland restoration and reconstruction of public participation before and after the assessment, summed up in the reconstruction process of restoration of an effective incentive mechanism and analyzed its mechanism. The full text is divided into seven parts:
The first part is preamble of the main research projects on this research background and significance of research, this paper points out the main elements need to be explored.
The second part is to profile cases, mainly introduced from Hong Lake wetland reconstruction of the damage to restore the historical process, and changes in biodiversity restoration and redevelopment of the key steps - demolition of the net.
Part Ⅲ introduced public participation theory and connected to case, we analyze the Hong Lake wetland restoration and reconstruction process of public participation and its important role.
Part IV introduced the reconstruction in the Hong Lake wetland and restoration of the work done by the Government in the promotion of public participation in the process in which played a role taken by the Government of the incentive mechanisms to promote public participation in Hong Lake wetland and make a good restoration.
Part V analyzing the effort of the local non-governmental organizations in promoting public participation in the specific incentives.
Part VI of the song summed up the promotion of local public participation in the incentive mechanism of the shortcomings and deficiencies, and made recommendations accordingly.
Part VII is the concluding remarks. Summed up the contents of the paper, and put forward the next phase of research prospects.
