中华青年环境地区理事会国际交流合作委员会与青年权益维护委员会共同就自然之友在东北亚会议大陆代表选拔过程中严重侵犯、损害大陆环境青年参与环境公共活动权益事件的声明及致社会各NGO公开信：
本声明及公开信于2005年8月5日晚，经20多名大陆环境青年通过电子通讯参与讨论，共同拟定。
首先，对于作为中国环保组织先驱的自然之友，我们感谢其为中国环境事业做出的贡献，也感谢其之前对我们青年和学生参与环保活动的支持和鼓励，同时，也由衷感谢其能够根据国内客观存在的现状为国内青年环境组织参加2005'TUNZA国际青年大会东北亚地区预备会（以下简称“东北亚会议”）争取与会条件的放宽。但是，我们发现，自然之友作为此次会议在中国大陆区的召集人（NFP），在选拔中国青年参会代表的过程中存在严重侵犯、损害大陆环境青年参与环境公共活动，为保证并维护青年参与环境公共活动的权利，建立公平透明的机制，中华青年环境地区理事会所属国际交流合作委员会联合青年权益维护委员会紧急召集大陆青年环境代表，充分商讨后特发表如下声明：
1、我们尊重并敬佩梁先生为中国环境保护事业做出的巨大努力与贡献，感谢自然之友长期在中国环境保护事业的促进与带动，也愿意一如既往与自然之友合作开展更多、更有价值的环境保护活动；
2、作为各区域环境青年和大学生环保志愿者代表和负责人,我们认为自然之友所推荐的人选并不能代表我们来自祖国大陆各地的环境青年。对于东北亚会议的相关活动，我们大多数人都不知道关于本次会议的的消息，也不知道选出来的代表是谁，因此也不承认他们的代表性；
3、我们强烈要求信息的公开、透明，并真诚希望自然之友公布以下相关信息：
a.自然之友向东北亚会议提交的青年参会代表的名单及其介绍；
b.相应的民主选拔过程及记录；
c.韩国主办方联系方式；
d.自然之友东北亚网络会议工作小组成员名单；
e.自然之友帮助绿石争取参会资格的相关信息证明；
4、对于自然之友无视年轻人的参与权益，私下分配名额的行为，我们深为愤怒和不解，同时希望自然之友充分尊重青年尤其是大学生环境组织的存在和我们在环境公共事务中发挥的作用；
5、我们强烈要求自然之友东北亚网络会议工作小组就自己在选拔过程中不尊重青年特别是大学生环境组织的行为做出必要的、合理的解释和说明，并向大陆青年环境组织特别是大学生环境组织做诚恳道歉；
6、我们强烈要求自然之友东北亚网络会议工作小组向受到严重不公平待遇的南京绿石代表表示道歉而不是遗憾，同时希望不再发生类似事情；
7、我们愿意就相关事宜与自然之友进一步沟通和协调，但是如果自然之友不能给我们一个合理而又令人信服的答复，我们将通过其他合法、适当的最佳途径解决此次事件；在今后与自然之友的合作中，也只能暂时持保留态度。

黄真平，我真诚的希望自然之友能够认识到自己的不足，而不是官僚十足的“遗憾”，我敬佩梁先生为中国环境保护事业做出的巨大努力与贡献，也感谢自然之友长期在中国环境保护事业的促进与带动作用，我们也愿意持续与自然之友合作开展更有价值的环境保护活动或参与其中的工作；但是任何问题的出现并不影响我们为了环境事业而团结合作，但是任何原则不因我们的友好合作而被忽视，再次向自然之友表达遗憾，我们必须为了维护青年学生的参与权益采取必要的措施；君子坦荡荡，我愿意为此次行动承担认和责任。
此稿为正式稿，开始征集联合签名与建议！

Declaration of the Selection Problems in the 2005’TUNZA Conference
And Open-Letter to the Social NGOs
By the Youth Environmental Protection Organization Region Council in (Mainland) China
This declaration and open-letter was jointly made up by more than 20 Environmental Youths in Mainland China through the participant discussion with electronical communication tool in the evening on August 5, 2005.
We acknowledge Friend of Nature (FON), the forerunner of the Chinese environmental protection organizations, for its contribution towards the Chinese Environmental Protection, for its support and encouragement to our youth activities of environmental protection and meanwhile also for its efforts of selecting the Chinese Youths to attend the 2005’TUNZA Conference.
However, we find, as the NFP of this conference in Mainland China, FON has some serious problems in its selecting procedure which badly hurt the youth students attending the environmental public activities. In order to ensure the rights of the youth to attend the environmental activities and set up the equitable and transparent systems, the International Communication and Cooperation Committee and the Youth Rights Vindication Committee attached to the Youth Environmental Protection Organization Region council in (Mainland) China now call up the youth environmental representatives to declare that:
1. We respect FON and Mr.Liang’s great efforts and contribution towards the Chinese environmental protection and we are also pleased to cooperate with FON to participate more valuable activities in the future.
2. As the principals or the Representatives of the Regional Environmental Youth Organizations and the College Environmental Volunteer Associations, we think that the Chinese Youth Representatives selected by FON who will attend the 2005’TUNZA Conference cannot represent our environmental youth around China, and most of us also didn’t know anything about it and didn’t get any information of this conference from FON.
3. We scream for all the information to be equitable and transparent and sincerely hope that FON could publicize the following information:
a. The name and detailed introduction of the 8 persons who are selected and submitted by FON;
b.The relevant procedure and its record of the democratic selection for this conference;
c. The contact methods of the Korean organizer;
d. The member-list for the 2005’TUNZA Conference of FON;
e. The related information that FON zealously helped Green-Stone to get the qualification of participating in the conference.
4. We are very indignant and disappointed that FON assigned the quota in private and ignored the youth’s participant rights, and we also hope that FON could respect the College Students’ Environmental Organizations and their great functions in Chinese Environmental Protection
5. We scream for its necessary and reasonable explanation of the FON 2005’TUNZA Conference Work Team for the problems happened in the selections and its sincere apology towards the Youth Environmental Organizations around China.
6. We scream for the sincere apology (not a pity!) from FON towards Miss Rong Lijuan who is the representative of Green-Stone and suffering the unfair treatment during the selecting procedure and we also hope that it won’t happen again similarly in the future.
7. We would like to discuss and negotiate with FON for the further details; however, if FON cannot give us a reasonable and compellent reply, we will find other legal, proper and the best approach to solve this problem. And, we can only keep conservative to cooperate with FON from now on temporally.
