Program Manager-relief and rehab programs for Sichuan Earthquake
China Unit
(Based in Cheng Du , 3-year contract)
The Program Manager (Relief and rehab programs for Sichuan Earthquake) has overall responsibility for developing, managing and evaluating the Relief and rehab programs for Sichuan Earthquake. S/he will report to the China Unit Deputy Director on the program development and management, and also propose various kinds relevant plans, policies and new initiatives. As part of the management team of the China Unit and the whole agency, the Relief and Rehab program manager is required to assist the China Unit Director in unit- and agency-wide policy making, strategic planning and program learning, and to coordinate with colleagues from other teams and units, especially in providing information and analysis on their respective concerns. S/he will be required to attend major meetings in Hong Kong.
Responsibilities:
Develop program plans and policies: Development of program policies, guidelines, strategic and annual plans for the Relief and rehab programs for Sichuan Earthquake in consultation with the management team of the China Unit.
Develop effective strategies and achieve impact: Develop effective strategies with the Relief and rehab programs for Sichuan Earthquake team to achieve high impact; Monitoring and evaluation of program and policy work.
Develop a strong and highly motivated team with multiple skills: Team building, consensus building, institutional learning in both China and HK, staff development
Perform management and administration functions: undertake systems establishment and ensure compliance with finance, personnel, administrative policies;
Perform communication and representation functions: with Oxfam affiliates and Oxfam International; Government partners, local and regional partners and organizations, international NGOs, media, etc.
Others - Undertake any other work as requested by the China Unit Director and Deputy Director.
Requirements:
A master degree in a relevant discipline, e.g. project management or in a relevant field is preferred.
Strategic thinking and analytical skills in program and policy work in the context of China.
At least three years’ management experience of program, personnel and financial systems.
Excellent skills in leadership:
- Efficient delegation of responsibilities and decision-makings;
- Able to maintain a balance between participation, efficiency and effectiveness at various levels of decisions-making.
- Good facilitation skills in consensus building;
- Be able to create a culture of collaboration and openness towards problem solving and conflict resolution.
- Innovative in knowledge management and institutional learning
Excellent writing, communication and representational skills.
Excellent skills in Management:
- Collaborative in planning and coordination with other teams
- Able to establish appropriate and efficient human resource, financial and administrative policies, systems and procedures for high transparency and accountability standards.
Proficient in Mandarin and English is preferred.
No expatriate package will be provided for the position
