Oxfam Hong Kong is a member of Oxfam International and an independent development and relief agency based in Hong Kong working with poor and disadvantaged people in Asia and Africa. We are recruiting the following member to join us in our anti-poverty work:
Manager for Public Education, Policy, and Campaigns (PEPC), China Unit
(3-year contract, based in Beijing)
The Manager for Public Education, Policy, and Campaigns (PEPC) reports to the China Unit Director, with matrix management from the Policy, Campaign and Communications Unit Director.
RESPONSIBILITIES
1. Develop Oxfam Hong Kong’s strategies and implementing plans in the areas of public education, policy and communications (PEPC) in Mainland China;
2. Develop Oxfam Hong Kong’s strategy and implementing activities to ensure effective governmental relations in Mainland China;
3. Recruit and manage a professional PEPC team;
4. Financial management of PEPC operations;
5. Ensure effective collaboration with relevant teams of Oxfam Hong Kong and Oxfam International;
6. Represent Oxfam Hong Kong in China with in the areas of PEPC’s work; including in bilateral relationships and agreements with government and partners; building policy lobbying linkages, taking part in policy work, and relationship building with the authorities; and represent Oxfam Hong Kong in the media and in public in China to promote PEPC objectives and impacts.
7. Develop learning and accountability strategies and implementing plans for PEPC in China.
Requirements:
A master degree in a relevant discipline with five years’ management experience of communications, personnel and financial systems;
Strategic thinking and analytical skills in advocacy, communications and public education work in the context of China;
Good understanding and experiences on governmental, public education and mass media operations;
Excellent leadership skills:
Efficient delegation of responsibilities and decision-making;
Able to maintain a balance between participation, efficiency and effectiveness at various levels of decision-making;
Good facilitation skills and consensus building approach;
Be able to create a culture of collaboration and openness towards problem solving and conflict resolution;
Innovative in knowledge management and institutional learning.
Excellent management skills:
Collaborative approach in planning and coordination;
Able to establish appropriate and efficient human resource, financial and administrative policies, systems and procedures for high transparency and accountability standards.
Excellent writing, communication and representational skills;
Proficiency in both Mandarin and English;
Able to travel extensively and work in remote areas; and
A commitment to Oxfam’s approach to development.
