September 22 Inner Mongolia Applies Technology to Overcome the Energy Conservation and Emission Reduction Difficulties (Inner Mongolia Autonomous Region News)
The technology administration of Inner Mongolia Autonomous Region applied technologies to overcome the energy conservation and emission reduction difficulties.The technologies include using the surplus industrial heat, improving energy efficiency in mechanical usage and construction, using new energy, adopting industrial cleaner production system, and managing and re-using the three wastes.
During the 11th five year plan, the region plans to launch thirty major technical energy conservation projects, select ten technical energy conservation demonstration sites, invent and promote thirty new applicable technology of improving energy efficiency and reducing emissions, and support twenty pilot enterprises which apply technologies in question.http://cnnews.nmgnews.com.cn/system/2008/09/22/010113919.shtml


September 22 State Electricity Regulatory Commission Indicated the Electricity Price Adjustment for Energy Conservation and Emission Reduction Achieved 2007 Goal
The State Electricity Regulatory Commission issued the 2007 Electricity Price Regulation Report.It indicated that changes of electricity price have helped the energy conservation and emission reduction met the anticipated goal in 2007 in the following five aspects.
First, the implementation of desulfurization electrovalence policy motivated utility companies to install the desulfurization facilities, which can efficiently reduced the sulfur dioxide emissions, because those companies can sell their electricity at higher price.
Second, the disparity electrovalence policy has helped encourage the industrial to reform, escalation and enhance the energy efficiency.
Third, the additional clause in energy electrovalence boosted the renewable energy development.
Fourth, the policy of lowering price of electricity which generated from small coal-burning power plants has hastened their closing down.

September 23 Shaoxing: Effective Energy-saving Reduces Emissions Significantly (Xinhua Net)
On September 18 and 19, Fan Jianping, the Deputy Director of the Provincial Department of Construction, led the expert group to Shaoxing to evaluate its 2007 energy saving achievement.The expert group thought that the Shaoxing municipal government attached great importance to saving energy, reducing energy consumption and implementing policy effectively.The experts also made comments and suggestions for specific problems and deficiencies.


September 23 Mexico Will Host The Main Celebrations of "World Environment Day” Next Year
United Nations Environment Program announced that the theme of the next "World Environment Day" will be “Your Planet Needs You-UNite to Combat Climate Change.”The main celebrations will be held on June 5th, 2009 in Mexico.In response to climate change, Mexico has made various efforts in conserving biodiversity which include establishing a number of wild fauna and flora reserves, and protecting forests and water resources,

September 24 Shanghai Held China Energy Conservation, Emission Reduction and Resource Utilization Forum ( Shanghai News)
The National Resources Comprehensive Utilization Association held the 2008 China Energy Conservation and Reduction, Resource Comprehensive Utilization Forum during the third Chinese Environmental Protection, the Energy and the Resource Comprehensive Utilization International Exposition, which was held in Shanghai from September 23 -25.
The forum mainly focused on presenting the technology development in energy conservation, resource comprehensive utilization, and sharing the successful experience in industries such as non ferrous mental, electric power, steel, coal, cement, sewage recycling, and clean technology.
Besides, this exposition was cosponsored by the National Resources Comprehensive Utilization Association, the Shanghai Development and Planning Commission, and the Shanghai Economic Committee.

September 24 Low-Carbon Fund Found the Opportunity to Support its Mission in China ( Soho Finance News)
The Low-Carbon Fund announced that its business has already steeped into China and has cooperated with the China Energy Conservation Investment Corporation (CECIC).
Their first research program will conduct survey on the products’ (which are composed by more than ten elements from China) carbon emission trail from supply chain.
Another program is to find the prospect of low carbon emission technology.Itincludes helping British clean energy technology companies to settle in Chinese market through supporting hatchibator enterprises and developing Environmental Technology Industry Park.
After the project, a company will be co-founded by the Low-Carbon Fund and CECIC.The company’s mission will be setting up a mechanism to label products’ carbon emission.It will provide business opportunities to new technology and related enterprises.

September 25 Spain Plans to Plant 45,Million Trees to Fight Climate Change and Desertification
The Spain Government plans to plant 45 million trees in the next four years to slow down the increasingly serious desertification caused by global warming.This large scale tree-planting program aims to reduce the amounts of carbon dioxide in the air.Carbon dioxide is one of the gases that cause global warming.


September 25 United Nations Will Help Developing Countries Reduce Carbon Emissions Caused by Deforestation and Degradation
On September 24, the UN Food and Agriculture Organization, the UNDP and the UNEP launched a cooperation project at the UN headquarter in New York City.This project is designed to strength collaboration among the United Nations, donor countries, multilateral institutions and developing countries to reduce the carbon emission caused by deforestation and degradation in developing countries.The project will firstly support nine countries including: Bolivia, Democratic Republic of the Congo, Indonesia, Panama, Papua New Guinea, Paraguay, Tanzania, Vietnam and Zambia.


September 26 Chongqing Initiates Forest Tree Planting Project to Combat Climate Change (China Meteorological News Agency )
On September 26, the leaders of Chongqing forest tree planting project, which aims to well-use the mountain resources and develop a livable city, hosted the project starting ceremony.
The project is planned from 2008 to 2012.To 2010, 110 million acres of new forest trees and 100 million acres of low productive forest tress will be planted.The forest coverage rate will increase to 38 percent.It will also benefit the forest industry and enhance its total output to 250 trillion yuan.
The urban forest coverage rate will also be largely promoted to thirty-seven percent.The urban area would be forest city at the national level; some counties would be forest city at the city level.

September 26 Emission Right Exchange Market Fasten the Energy Conservation and Emission Reduction Mechanism Being Marketized (Xinhua News Agency)
On September 25, the Tianjing Emission Right Exchange Company was established after Beijing Environment Exchange Company, and Shanghai Environment and Energy exchange company.People in this field pointed out that: apart from the national administrative order, finance and tax policy, the capital market for energy conservation and emission reduction is forming.
According to Dai Xiansheng, the chairman of the board, the newly set-up exchange company will mainly focus on trading major pollutants such as sulfur dioxide, chemical oxygen which are mature items in the market.In the future, the company will also develop trading systems for trans-province pollutant trading, certificated emission reduction and energy conservation under the government permission.

September 29 Shandong Department of Fisheries and Oceans Set Up Its Energy Conservation and Emission Reduction Goal
Department of Fisheries and Oceans in Shandong has recently set up its energy conservation and emission reduction goal which is aimed to be achieved by 2010.The Department will promote new technologies for energy conservation, environmental friendly aquaculture, and upgrading fishing vessels.In addition, Shandong will also monitor marine pollution to make sure the industries realize the goal of energy conservation and emission reduction.


September 29 The Fourth Reshaping of Environmental Assessment Tools for Sustainability Focus on Ecological Construction and Other Hot Spots
The fourth Reshaping Environmental Assessment Tools for Sustainability foreum was held in Guangzhou, Hong Kong, and Macaofrom September 25th to 28th.The theme of this year is “ Live under the same sky - sustainable development of Guangdong,Hongkong and Macao.”The idea of sustainable development was introduced in various aspects such as ecological construction,energy saving and emission reduction, regional innovation and global climate change.Zhong Qin Li, from the South China Sea Branch of the State Oceanic Administration, stressed the importance of having sustainable development strategies, and proposed suggestions to solve environmental problems.
