October 20 The Wetland Protection Seminar to be Held in Jiangyan ( Sina Network)
Representatives from five provinces of the middle and lower reaches of Yangzi River and WWF participated the international seminar “Protect Wetland, Fight Climate Change” and the annual meeting of Yangzi River Wetland Protection Network in Jiangyan National Wetland Park in Jiangsu province from October 19-21.
Discussed topics in the conference include "acknowledgment of global climate change, the ecosystem of Yangtze River's response and adaption to climate change, changes of wetland biodiversity, the importance of the wetland to the global climate change, and the establishment of the network to protect the middle and lower reaches of Yangtze River.

October 20 NDRC Launches the Program to Supervise the Energy Consumption and Emission Reduction ( Cnfol news)
National Development and Reform Commission, Ministry of Supervision, Ministry of Environmental Protection, Ministry of Housing and Urban-Rural Development collectively launched a campaign for supervising energy consumption and emission reduction from today to early November.
The aim of this campaign is to ensure the measures proposed by the State Council to save energy and reduce emissions are materialized, to understand the progress, to discuss and solve the problems occur in policy implementation.

October 21 China Sustainable Development Forum and the Sub-Forum on Energy Saving and Emission Reduction Held In Hangzhou

October 21 China aims to Create a Legal Environment for Energy Saving and Emission Reduction

October 22 Save Energy and Reduce Emissions from Doors and Windows, 90% of Buildings Need Window Films (China construction network)
Long Wenzhi, the professor in the Technical Committee of the standard construction product, pointed out that, 90% of the windows in China need films.Every year, only 10% to 15% of the newly built buildings meet the energy conservation standards.More than 80% of the buildings are big energy consumers.Currently, building sector is the largest energy consumer, which accounts for 40% of the total domestic energy consumption.46% of energy that buildings consume lost while opening doors or because their windows are not filmed.

October 22 International Water Resources and Water Electricity Forum Held in Beijing ( People Network)
From October 17 to 18, the International Water Resources and Water Electricity Forum, hosted by the Ministry of Water Resources, and undertook by Science Academy of Water Conservation and Water Electricity, was held in in Beijing.400 experts all over the world attended the forum.
This forum mainly focused on topics such as water resources, hydro-energy resources, basin ecological environment, and response to climate change and extreme natural disaster.There were eight workshops hold simultaneously, issues included “Climate change and responsive plan,” “Water and food security,” “hydro-water, new energy and safety of dams,” “Earthquake relief and water problems,” “Flood management and drought combating,” “Water resources management,” “Water and environment,” “Water and soil conservation.”

October 22 2008 China, an Engine of Growth, Faces a Global Slump (New York Times)
For three decades, China has fueled its remarkable economic rise by becoming the world’s workshop and unleashing a flood of low-priced exports. But faced with a possible global recession and weakening demand for Chinese exports, the question now is whether the ruling Communist Party can prevent the financial crisis from derailing the country’s economic miracle.
This question is pressing not just for China but also for the rest of the world. American officials and many economists say continued Chinese growth is vital to the global economy as the United States and Europe face severe downturns.
Yet to navigate the crisis, many analysts say, China will need to recalibrate its economic model, stoke domestic investment with heavy government spending and promote policies to increase consumer demand in a nation known for high savings rates.

October 23 China Will Be the World's Largest Greenhouse Gas Emitter In 2009 (Tengxun Network)
On Oct. 22, Wang Dongmei, manager of the collaboration program in Climate Group, said in the “ICT China, 2008 Forum" that China will surpass the U.S. to be the largest greenhouse gas emitter in the world in 2009.
Wang Dongmei pointed out that through applying information communication technology (ICT) to large emitters, which are construction, transportation, industry and power grid sectors, would reduce emissions effectively.
China takes up 16% of world carbon emission, which is only less than the United States.Shifting the economy to a low-carbon pattern is a trend.It means using energy efficiently, promoting clean energy, and cutting off the connection between greenhouse gas emissions and economic growth.

October 23, Chinese Activist Wins Rights Prize ( New York Times)
Hu Jia, a soft-spoken, bespectacled advocate for democracy and human rights in China, was awarded the Sakharov Prize for Freedom of Thought, Europe’s most prestigious human rights prize, on Thursday.The award was a pointed rebuke of China’s ruling Communist Party that came as European leaders were arriving in Beijing for a weekend summit meeting.
Mr. Hu, 35, was given the prize by the European Parliament despite warnings from Beijing that his selection would harm relations with the European Union.
Last year, Mr. Hu testified via video link before a hearing of the European Parliament about China’s human rights situation.Weeks later, he was jailed and later sentenced to three and a half years in prison for subversion based on his writings criticizing Communist Party rule.

October 24, Hainan Strengthens Energy Conservation and Emission Reduction ( People News Network)
In order to strengthen the implementation of energy conservation and emission reduction, Hainan province will install automatic monitoring equipment and network for 47 pollution enterprises before the end of October and strives to finish sewage treatment in every city and county in 3 years.
At present, major enterprises in Hainan have already reinforced its management in energy consumption and pollution effluents.They made regulations on saving electricity, oil, water, adjusted electricity consumption in peak and off-peak time, used surplus heat generating electricity, built sewage treatment and installed soot-eliminating equipment.
