中欧生物多样性项目招聘启事

  中国——欧盟生物多样性项目是欧盟和联合国开发署共同资助、由国家环保总局和联合国开发署共同实施的环境保护对外合作项目。项目将在国家和地方层面开展技术援助,提高中国生物多样性管理的能力,加强中国履行《生物多样性公约》和生物多样性保护的协调机制,建立有效的监测和信息反馈机制。根据工作需要,项目拟招聘一名项目经理、一名信息官员和一名机构政策专家,请申请人将求职信和个人中英文简历的电子版在12月31日之前发送至zhang.sainan@sepafeco.org.cn.


  Job Vacancy

State Environmental Protection Administration of China (SEPA) is looking for suitable candidates for 3 posts for the EC-China Biodiversity Programme (ECBP), a EUR 50million joint initiative of the European Commission (EC), UNDP China and the State Environment Protection Administration (SEPA) to enhance China’s implementation of the UN Convention on Biological Diversity through improved environmental governance at national and local levels. All interested candidates should send an application letter and their CV to zhang.sainan@sepafeco.org.cn before 31 December 2005 and indicating the job title. Only short-listed candidates will be invited for interview. Successful candidates will work in Programme Management Office (PMO) located in Foreign Economic Cooperation Office of SEPA in Beijing.

NATIONAL PROGRAMME MANAGER (NPM)

General

The National Programme Manager (NPM) will take on many of the practical responsibilities assigned to the National Programme Director (NPD) and delegated to him/her by the NPD. The duties and responsibilities itemised below therefore are not limiting and may be added or deleted at the discretion of the NPD in accord with the Terms of Reference assigned to the NPD.

Duties and responsibilities

  · The NPM will work in the PMO under the supervision of and is answerable to the NPD

  · The NPM will ensure that the Programme management framework and activities respond to its strategic direction

  · Establish institutional links with units in key ministrerial leve bodies and other organisation in and outside governement, including NGOs

  · The NPM will work closely and in tandem with the Chief Technical Advisor (CTA), where the NPM will undertake responsibility for the administrative and financial management of the Programme and the CTA shall be primarily responsible for technical advice to the Programme. The NPM will be responsible, inter alia, for:
    o Efficient operation of the PMO,
    o Administrative and financial control of Technical Service Providers, other sub-contractors;
    o Identifying, contracting, supervising and supporting short-term national and international experts in technical coordination with the CTA;
    o Supporting the Calls for Proposals;
    o Facilitating advocacy and networking elements of the programme

  · The NPM will provide administrative support and advice as required to develop and ensure smooth implementation of the activities and outputs of the Programme. Inter alia, he or she will, through the NPD, advise and support the Programme Steering Committee (PSC). The NPM will also provide key support to the NPD.

  · Although not directly responsible for the administrative and financial work of the Visibility and Awareness Component (VAC) nor the UNDP Country Office Support Unit (COSU) he or she will work closely with the VAC and COSU and advise as necessary to ensure their compatibility with other elements of the Programme.  
    o Review existing national biodiversity-related policies, their strengths, overlaps gaps, contradictions (all relevant sectors);
    o Review international biodiversity-related to trade policy;
    o Review the national response to international agreements;
    o Make recommendations to SEPA's governing body;
    o Establish institutional links with units in key ministerial level bodies and other organisation in and outside government, including NGOs.
    o Establish a group to monitor implementation and feedback of policies;
    o The NPM shall together with the CTA make a substantial contribution to the development of the Programme Implementation Plan (PIP), in this respect he/she shall: Prepare biodiversity strategies and action plans for key sectors; and form a working group for each sector.
    o Facilitate the policy dialogue on biodiversity between the EU and China;
    o Prepare guidelines and procedures for EIA and SEA;
    o Initiate a trend towards routine public scrutiny of documents, budgets & expenditure and publish popular editions of key documents, ensuring that the documents are available (Internet, brochures) and that their availability is publicly known;
    o Encourage establishment of neutral and independent bodies for independent review of environmental impacts policy, laws and their implementation (all sectors);
    o Closely integrate with outputs from Visibility & Awareness Component;
    o Encourage public discussion of environmental implications of legal issues

Qualifications

  · University Degree in biodiversity, conservation, natural resources management, or environmental management

  · At least 10 years of relevant professional experience, including project management experiences.

  · Substantial experience and familiarity with the Chinese administration in order to facilitate policy and technical dialogues with high ranking officials in the PRC and the international community

  · Verified excellent project management, team leadership, and facilitation

  · Ability to coordinate a large, multidisciplinary team of experts and consultants

  · Fluency in Chinese and English

Duration of Assignment

  One year contract renewable with the possible total contract duration of 60 months.

  

NATIONAL BIODIVERSITY INFORMATION OFFICER

Background

The National Biodiversity Information Officer in PMO will work jointly with the National Programme Manager (NPM) and Chief Technical Advisor (CTA) to establish institutional links with monitoring staff and units in key ministerial level bodies and other governmental or para-governmental bodies and organisations with an interest in or influence on biodiversity, and to develop a complete and coherent monitoring framework for biodiversity in China. The monitoring framework will include a series of overall and annual targets, indicators, means of verification and mechanisms for data collection and establish links with monitoring staff and units in other government entities (and possibly other organisations) dealing with biodiversity in China.

Duties and responsibilities

  The National Biodiversity Information Officer (NIO) will lead the tasks of developing the monitoring framework described above. To that end he/she will:

  · Jointly with the NPM and CTA establish  institutional links with monitoring staff and units in key ministerial level bodies and other governmental or para-governmental bodies and organisations with an interest in or influence on biodiversity;

  · Establish  links with the data collection units in the offices of relevant national and international NGOs with an interest in collecting and presenting biodiversity data

  · Monitor the progress and achievements of the EU-China Biodiversity Programme (ECBP) (Programme Management Office, Visibility and Awareness Component, UNDP Country Office Support Unit and field projects) on the basis of the UNDP Project Document and its associated logical framework, objectives and outputs and report to the National Programme Director (NPD)

  · Review existing data bases and their coordination and report to China Steering Committee for the Implementation of Convention on Biological Diversity (CBDSC)

  · Establish an information and monitoring system based upon a holistic approach.  (This might involve, inter alia, eco-regional mapping)

  · Coordinate closely with China Eco-regional Assessment (TNC) or similar initiatives

  · Establish indicators, mechanisms and procedures to monitor the progress of the ECBP;

  · develop recommendations to establish standard monitoring methods, scoping and indicators to permit standardised data collection at provincial and local level suitable for inputting to a national database;

  · Assist the Institutional and Policy Expert to develop methods and procedures for monitoring the implementation and effectiveness of policy relative to biodiversity.

Qualifications

  · university Degree in the field of social sciences or environmental sciences

  · substantial experience of development projects in China

  · familiarity with impact monitoring methodologies and instruments

  · experience and understanding of biodiversity concepts and measurement

  · expertise in data collection, computerised statistical analysis, data summarising and reporting

  · fluency in Chinese and English

Duration of Assignment

  One year contract renewable with the possible total contract duration of 60 months.

  

INSTITUTIONAL AND POLICY EXPERT

Background

Key objectives for EU-China Biodiversity Programme (ECBP) include strengthening the capacity of China Steering Committee For the Implementation of the Convention on Biological Diversity (CBDSC) to coordinate CBD activities amongst the various relevant ministerial level bodies and to improve the mechanisms for implementation and feedback of policy on the ground. The Programme will also examine policy relevant to biodiversity in China. An Institutional and Policy Expert (IPE) will be appointed to take a leading role in pursuing these objectives.

Duties and responsibilities

The IPE will work under the technical supervision of the Programme manager – the National Programme Manager, principally for administrative and financial matters, and the Chief Technical Advisor (CTA) for technical matters. He or she will work in close cooperation with other units of the Programme, including UNDP's Country Office Support Unit (COSU), the Field Projects and the Visibility and Awareness Component (VAC) in order to assist the CTA to develop and implement the activities of the programme in relation to the CBDSC and biodiversity-related policy. In particular, but not exclusively, the CPE will be concerned with:

  · identifying weaknesses of the CBDSC in terms of its membership, it structure as an institution, and its position in the overall system of government;

  · examining the relationship between the CBDSC and ministerial-level bodies with and interest in or influence on biodiversity;

  · developing and implementing activities to strengthen the capacity of the CBDSC;

  · examining policy in relevant sectors, its strengths, weaknesses, gaps and contradictions in relation to biodiversity in China.

  · The CPE will examine the mechanisms of policy implementation, from national to provincial levels and from provincial level to field implementation;

  · For the latter he or she will cooperate closely with the Field Projects, in which connection he or she will provide technical input to the Independent Grant Review Committee to ensure that the design of their field activities tests policy, its appropriateness and implementation and feedback mechanisms.

  · The IPE will examine monitoring and feedback mechanisms from field to policy-maker, and the incentives at local level for policy implementation

  More generally, the IPE will contribute to the development of the strategy and programming of Programme activities, particularly for those related to CBDSC and policy.  He or she will also contribute other normal duties a member of the PMO, including regular reporting.

Qualifications

  · University degree in a related field

  · substantial experience in institutional development at national level in China or elsewhere

  · demonstrated experience in policy formulation and assessment in China

  · the ability to initiate technical dialogues on institutional and policy matters at senior level in China and abroad

  · fluency in Chinese and English

Duration of Assignment

  One year contract renewable with the possible total contract duration of 60 months.

只是提供一个信息,怎么都想去呢?想得比较远,不过想得远也是好事呀,有奋斗目标了。知道做NGO也是要求很高的,所以现在要好好努力呀!
