UNV VOLUNTEER TERMS OF REFERENCE

Preamble:
The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development, and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.
In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UNV volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.
In all assignments, UNV volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UNV volunteers even more rewarding and productive.

3.  Project Title:                           UNDP-Zhou Xun ‘OUR PART’ Initiative

4.  Duration:                                1 year           

5.  Location, Country:                  Beijing, China                                                                                    

6.  Expected starting date:           Beginning July 2010

7.  Brief Project Description:   

To address the imperative of engaging the Chinese public in the fight against climate change, UNDP China engaged renowned Chinese actress Zhou Xun as its first National Goodwill Ambassador with a special focus on environmental awareness. The result of this collaboration has been a highly impactful, innovative, and widespread national multimedia awareness campaign entitled OUR PART. UNDP’s involvement in the OUR PART initiative is making a difference by bringing the problem of climate change home to people across China. The campaign is effectively raising the public’s awareness of climate change and encouraging simple, eco-friendly lifestyle changes that all Chinese people can employ. By empowering people to act in their everyday lives, OUR PART is helping to combat the inertia that arises in the face of massive global problems such as climate change; through it, the Chinese public can understand that doing OUR PART to protect the environment can be easy, modern, stylish, and can truly make a world of difference.

9.  Organizational Context:      

UNDP is the UN's global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. UNDP is on the ground in 166 countries, working with them on their own solutions to global and national development challenges. As they develop local capacity, they draw on the people of UNDP and its wide range of partners.
In China, UNDP fosters human development to empower women and men to build better lives. As the UN’s development network, UNDP draws on a world of experience to assist China in developing its own solutions to the country’s development challenges. Through partnerships and innovation, UNDP works to achieve the Millennium Development Goals and an equitable Xiao Kang society by reducing poverty, strengthening rule of the law, promoting environmental sustainability, and fighting HIV/AIDS.



10. Description of Duties:

Under the direct supervision of the UNDP China Communications Officer, the UNV volunteer will undertake the following tasks:

·                Coordinate communications, media, and fundraising strategies to promote and advance public understanding and support for OUR PART.   
·                Develop advocacy/media/fundraising materials and publications.
·                As the focal point for the OUR PART portfolio, work with public and private partners to identify, coordinate, and support their communication, media, and fundraising needs.
·                Proactive use of knowledge systems and tools for developing communications, media and fundraising materials and partnerships.
·                Coordinate, develop, nurture and maintain communications partnerships with individuals, groups and organizations whose support is essential to the achievement of OUR PART's advocacy, media, and fundraising objectives.
·                Assume responsibility for ensuring media coverage with a view to advancing knowledge of OUR PART and building support among policy makers and the public.   
·                Establish and maintain effective working relationships and communication channels with representatives of all types of media, to ensure best possible cooperation with OUR PART; act as OUR PART’s spokesperson as requested.
·                Prepare clear and consistent messages to media including formal statements.
·                Develop new partnerships with the private sector.   
·                Support OUR PART fundraising initiatives.
·                Carry out other tasks assigned by the Communications Officer.

Furthermore, UNV volunteers are encouraged to:



·             Strengthening their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking active part in UNV activities (for instance in events that mark IVD);
·             Getting acquainted with and building on traditional and/or local forms of volunteerism in the host country;
·             Reflecting on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
·             Contributing articles/write-ups on field experiences and submitting them for UNV publications/websites, newsletters, press releases, etc.;
·             Assisting with the UNV Buddy Programme for newly-arrived UNV volunteers;
·             Promoting or advising local groups in the use of online volunteering, or encouraging relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

11.  Results/Expected Output:

·         Overall enhanced visibility of OUR PART.
·         Enhanced media visibility of OUR PART.
·         Enhanced fundraising support for OUR PART.
·             Strengthened coordination between OUR PART’s fundraising, media, and communication components.
·             Coordinating, media, and fundraising efforts have an impact on the creation of effective communications and dissemination of information on OUR PART.
·             A final statement of achievements towards volunteerism for development during your assignment such  as specific quantification of mobilized volunteers, activities, capacities.


12.  Qualifications/Requirements:

·         Bachelor or higher degree in communications, media relations, journalism, marketing, advertising, public relations or a related field;
·         Excellent communication and drafting skills in English and Chinese;
·         Minimum 25 years old and above;
·         Minimum of two years work experience in communications, media, or fundraising;
·         Good coordination and organizational skills;
·         Ability to work under pressure;
·         Have supportive and cooperative relationships with other colleagues on the team;
·         Willingness to learn new things and update knowledge and skills regularly;
·         Good familiarity with social development and experience working in climate change is an asset;
·         Experience and familiarity with UNDP procedures is an asset.

13.  Living Conditions:            

Beijing is a modern city with relatively high-quality public infrastructure and services. It is the foremost political and cultural metropolis in China. The city has excellent health services available.
14.  Conditions of Service
A 12-month contract; monthly volunteer living allowance (VLA) intended to cover housing, basic needs and utilities, equivalent to 3,000 RMB; settling-in-grant (if applicable); life, health, and permanent disability insurance; return airfares (if applicable); resettlement allowance for satisfactory service.


15.  Application procedures

Interested Chinese candidates should include detailed curriculum vitae (CV) and cover letter (both in English and Chinese) marked in the subject: “Application for the NUNV Programme Associate ( OUR PART ) Assignment” to  unv.china@undp.org
