全球绿色基金北京顾问委员会成员温波在16日NGO见面会上的讲话

我介绍的全球绿色基金(简称GGF)是总部在美国科罗拉多州的一个基金会。美国有很多基金会资助经过注册的组织和需要大量资金的项目,而全球绿色基金认为很多发展中国家的基层组织需要的经费资助并不很多,而且这些国家中的很多组织注册比较困难,所以GGF主要的一个角色就是帮助这些正在起步的环保社团,给予一些小额资金的支持。在美国他们规定小额资金的范围是从500美元到5000美元,其实在很多发展中国家看来这样的资金已经不算小额资金了。有些学生团体觉得这么多一笔钱不算小额资金所以不敢申请。这是由于美国的标准相对较高,根据中国的情况资金的标准降低了一些,从200美元到4千5至5千美元之间。基金的架构是在全世界范围内由5个知名的环境组织组成全球顾问委员会,他们推荐资助的对象没有局限。另外他们还在一些发展中国家和地区建立各个地区的顾问委员会,他们认为真正在地方工作的人才了解当地的需求。而且他们主要资助的地区是那些没有受过资助的地区,那些没有受过关注的人群。
基金会在中国建立了一个顾问委员会,有6个成员。顾问委员会做的工作是非常具体和琐碎的工作,比如收集表格分发表格汇款等具体的工作。我们希望多听大家的意见,也希望大家能推荐更基层的团体申请GGF的资金。这个基金是5年前才起步的。最初的工作只有一个人在做。包括像贴信封,印材料等等。现在基金的办公室已经有了8个工作人员。我今年1月份去过。这个基金会的理念是把更多的资金给最需要的人群,因此基金会本身的行政开支是非常少的。我去的时候是5个工作人员,4个全职,一个兼职。只有10平米的办公面积,只够4个人办公,第五个人来的时候只能站着办公。而他们一年资助的金额达到600万美元。我很感动。我想这样的组织是真正支持性的组织,自己很节约,而把最大的资源资助给最需要的人。
如果大家来自小规模的组织,那么小额资金会起很大作用。如果还没有得到过GGF资助的话,我想是我们的工作还没做到家,需要更多地了解各地的情况和大家所做的工作。也希望大家更多地帮助我们寻找更需要这些资金的人群。其实申请GGF资金特别容易。只要你们是真正关心环境的一群人,不管是不是注册的,如果你们觉得这种小额资金是特别有用的,那只要申请就会得到资助。因为GGF的宗旨就是帮助那些基层的真正需要资助的人群。

Our grants help fund grassroots action in some of the world's most despoiled and impoverished places where other sources of support often are not available. We believe that that grassroots groups are key to solving some of the world's most intractable problems and halting the cycle of poverty, powerlessness and environmental devastation.

To identify prospective grantees we rely on a network of nearly a hundred volunteer advisors around the world. Local scientists and activists, leaders of small networks or coalitions, teachers, journalists, engineers, physicians and international environmental leaders have teamed up with Global Greengrants Fund to identify worthy groups and projects. These volunteers allow us to capitalize on the expertise of people who know first hand where the most exciting and promising work is going on.

Why We Support Grassroots Action
We believe that grassroots efforts are key to solving many of the world's environmental problems. Local people are highly aware of environmental degradation around them, and they are usually the ones most vulnerable to its ravages.
Grassroots groups often are in the best position to identify and address root causes of degradation, and their moral authority is essential for building broader public involvement and support. Although they almost always lack financial resources, grassroots groups can be a powerful force for environmental and social progress.

To conduct research and promote awareness of the plight of the Siberian tiger, which is now down to fewer than ten individuals in Heilongjiang and Jilin provinces. $1,500
Australian Mekong Resource Centre
To conduct research on water resource management in the upper Mekong Basin of Yunnan Province and the potential effects of dams and other development. $5,000
Bird Research Group / Xinjiang Institute of Ecology and Geography
To support research on the effects of development on bird populations in Xinjiang Province. $1,000

To support the GGF China Advisory Board's efforts to identify potential grassroots grantees. $2,000

To organize teams of students to conduct field studies in nature reserves in Heilongjiang, China's northernmost province. $400

For university-level environmental education programs to promote environmental awareness and teach ecology and resource management. $1,200

To support environmental outreach and the purchase of environmental books and journals. $300
Green Path of Tongji University & Green Wisdom of Shanghai University of International Studies
To study declining bird populations on Chongming Island at the mouth of the Yangtze River. $300
Green Plateau Institute
To help preserve fragile ecosystems, protect traditional cultures, and improve the welfare of local communities in northwest Yunnan, China. $875
Green River
To support the development of the first of four planned conservation stations at the headwaters of the Yangtze River to work with local Tibetan communities. $5,000
Green Stone City of Nanjing University
To strengthen this network of student groups, improve its reach to other groups, and conduct conservation activities to protect the Luehdorfia Butterfly. $400
Green Team of Lanzhou University
For a pilot project to reduce poverty by introducing sustainable development practices to a village in northwest China. $400
Green Ürümqi Volunteers
To help this group of 40 activists organize lectures and purchase books and materials in the remote northwest China city of Ürümqi. $200

To expand efforts to collect and recycle batteries in China's schools, offices and subway stations. $375

To survey and promote local awareness of the importance of mangrove forests, and to promote better management of the mangrove nature reserve. $300

To protect swan populations at China's largest wintering area where illegal hunting is a continuing problem. $400
Tibetan Region Environment & Culture Center
To produce and distribute environmental materials to schools in Tibet to promote environmental awareness among university and middle school students. $3,000
Tibetan Antelope Information Centre
To improve the English version of a Chinese web site that distributes information about poaching of the endangered Tibetan antelope. $1,000
Wild Bird Society of Dalian
To fund a survey of bird poaching activities in Dalian and publish a poster on bird conservation. $2,500
Xinjiang Conservation Fund
To support research and production of a book on the Tarim Basin by a locally-renowned environmental writer. $1500

To develop and support a conservation and research program for the Kanas Nature Reserve. $4,500
Xinjiang Salamander Conservation and Research Group
To fund production of a book and CD about the newly rediscovered and endangered Xinjiang salamander to generate interest in protecting biodiversity in northwest China. $1,500

Center for Community Development Studies
To enable the Center for Community Development Studies (CDS) to expand World Bank monitoring to include monitoring of pesticide use in World Bank (WB) projects. The first phase of this project will include background research on WB projects and policies; identification of Southern partner NGOs; joint selection of WB projects to monitor in two to three countries; and joint development of participatory monitoring methodologies. The second phase will consist of community-based monitoring. The community-based monitoring will include training of farmer monitors; data collection and analysis; public seminars, meetings and workshops; and documentation and dissemination of results. $5,000

For the purchase of the license to air a global warming program on national Chinese TV. The distributor, Canadian Broadcasting Corporation, agreed to supply the Nature of Things video at a reduced rate. $540

For publication of the organizational newsletter, Green Bookshelf, to establish and maintain a Web Site and to organize a training camp for new student environmental groups on university campuses throughout China. $5,000

For purchase and distribution of environmental books. $400

To enable the leader of the China Green Students Forum, Li Li, to participate in an international exchange with Ecologia, a US non-profit organization. During her exchange, Li Li will attend conferences and meetings throughout the US. $1,000

For Earth Day Activities in the local community in the coastal city of Dalian. $400
Global Village of Beijing (GVB)
To support Earth Day 2000 activities in Beijing China such as an Environmental Signature Campaign, a Forum for Environmental Journalism, a downtown Earth Day ceremony, the production and broadcast of an Earth Day television program, and outreach activities in communities, schools and parks. The goals of the Earth Day activities include increased public environmental awareness, government discussion and media coverage of environmental issues, and establishment of public participation mechanisms. Green Plateau Institute
For Green Plateau Institute (GPI) to preserve the fragile ecosystem and traditional cultures, as well as to improve the welfare of local communities, in northwest Yunnan, China. The group conducts conservation awareness in local schools, capacity building for local government and teachers, scientific research and integrated conservation and development projects in Naren village. The GGF grant will allow for a full-time staff member and the construction of the GPI's web page. $3,000
Green Shield
For the translation and publication of the Student Environmental Action Handbook. $600
Ma Jun
For translation of "China's Water Crisis" from Chinese to English. This book offers the most comprehensive information on the crisis confronting water resources in China and will provide an important tool in the fight to save China's freshwater supplies. $5,000
Meinung People's Association
The proposed Meinung Dam Project in Meinung, Taiwan will damage local ecosystems and water resources. The grant will fund an international conference for experts and NGOs to develop an alternative plan for the sustainable use of Meinung's water resources. $2,300
Panjin Sauders' Gull Conservation Society
For the continued publication of a newsletter dedicated to the conservation of Saunders' Gulls. $700
Wen Bo
For research on the nature and composition of the student environmental movement in China and Korea. $2,000
Wuhan Baiji Conservation Foundation
To implement an education program at the Wuhan Science and Technology Center in Wuhan, China that will teach students and the general public about the need to protect the Yangtze River in order to save the Baiji dolphin and the Finless Yangtze porpoise. The organization will hire an environmental education consultant to design the exhibit, which will include slide, video and lecture presentations, puppet shows and photograph and specimen displays. $2,700
Yunnan Entomological Society of China
To create the "Green Action Network" in Kunming aimed at enhancing the public awareness of "green consumption," implementing ecologically-based alternatives to chemical pest control and joining the public in the effort to reduce the use of hazardous pesticides. The project will involve the design of a Web site in Chinese and English that will contain content such as pesticide related news, pesticide dangers and alternatives to pesticides. $1,000
