Oxfam Hong Kong is an independent international development and humanitarian organization working against poverty and related injustice. We recognize that much poverty is caused by injustice and that poverty alleviation requires economic, social and structural change. We work with people facing poverty and with partner organizations on development, humanitarian, policy advocacy and public education programmes. Oxfam's headquarters is located in Hong Kong SAR of the People's Republic of China, and more than 10 cities around the world set up offices, and more than 70 countries implemented poverty alleviation and disaster relief work successively. " Working with people against poverty" is Oxfam's aims and objectives. Oxfam Hong Kong (OHK) is a member of the international confederation Oxfam.
We are recruiting the following member to join us in our anti-poverty work:
Programme Officer – Public Education, Policy and Communication
(1-position, 2-year contract)
A. Title: Programme Officer — PEPC
B. Location: Based in Beijing Office
C. Responsible to: Manager – PEPC (matrix-managed by Manager – Economic Justice Campaign)
D. Relations with others:
The Programme Officer is a member of the PEPC. Also, s/he works closely with members of the PCC Unit, but also with other colleagues in the conduct of agency activities and plans.
E. Responsibilities:
S/He is responsible for developing and implementing advocacy plans and strategies on Economic Justice, with a particular focus on food, water and climate change, including policy and lobby, communications and media, networking and partnerships, and evaluating campaign initiatives. In addition, s/he may take up some ad hoc projects necessary, as required.
F. Specific Duties:
1. S/he will strategise, plan, coordinate, and implement campaigns on specific advocacy issues identified by PEPC and the agency as a whole
2. S/he will strategise, plan, and undertake lobby initiatives
3. S/he will develop and implement strategies for mobilising campaigners on specific campaigns as well as over a longer-term period
4. S/he will strategise, plan, coordinate, and implement networking with volunteers, supporters, NGOs, and other potential allies for campaigning purposes
5. S/he will develop and implement a popular communications strategy for specific campaigns as well as over a longer-term period, and will serve as the point of contact for campaigns
6. S/he will make public presentations on campaign issues, and represent Oxfam Hong Kong in various campaign-related gatherings, as appropriate
7. S/he will work with colleagues of Oxfam affiliates and Oxfam International to plan and implement Oxfam International campaigns, as necessary
8. S/he will monitor and evaluate campaigns
9. S/he will work on any other functions as required by the Manager
G. Requirements:
1. A recognized degree with knowledge of development issues and economic justices issues, including food, water and climate change, is an advantage
2. Experience in developing and implementing advocacy and campaigning strategies including networking, lobbying, communications and popular mobilisation in Mainland context
3. Understanding and experience of gender and diversity issues, and commitment to addressing inequalities in all the key areas of responsibility
4. Strong analytical and writing skills, including communication skills for lobbying and media work, and an ability to communicate complex issues in a clear manner
5. Ability to think strategically and creatively; prioritise, plan and organise work in a complex institutional setting
6. Fluency in written and spoken English and Chinese (Putonghua)
7. Ability to work individually as well as in a team
8. Identification and knowledge of Oxfam’s mission and work
