This position is  advertised under the Locally Employed Staff Program of
the United States Mission in China.  All Ordinarily Resident (OR)
applicants must already have relevant documentation to permanently and
legally reside and work in China to be eligible for consideration.

The U.S. Consulate in Chengdu is seeking one  individual for the
Scientific Affairs/Economic/Political Specialist  position with the Econ
/Political Office.



BASIC FUNCTION OF POSITION



As one of three LES in the combined POL/ECON/ESTH section, prepares
reports and provides in-depth research and expert-level analysis of
developments in the consular district (Southwest China), with particular
emphasis on Environment, Science, Technology, and Health (ESTH) issues.
This includes: collecting and analyzing statistics and other indicators;
tracking policy changes; and staying abreast of media reporting,
academic trends and public opinions.  Additionally, serves as a primary
initial contact between provincial government agencies and the Consulate
General, and maintains extensive contacts in government, academia,
private sector and NGOs.  Drafts diplomatic correspondence and, as
needed, assists with the daily preparation of an English summary of
news.  Provides interpretation service and note taking to the Consul
General, other officers and official visitors from the Embassy,
Washington and other posts.

REQUIRED QUALIFICATIONS


Applicants must address each qualification requirement detailed below
with specific and comprehensive information supporting each requirement.
Applicants who fail to provide detailed information supporting each
requirement will not be considered for this position.



Education:



*         Bachelor's degree is required in: social science, political
science (including international relations, security studies), law,
business, economics, history, literature, English language,
anthropology, linguistics, physical sciences, biological sciences,
environmental sciences, communications or journalism.



Experience:

*         Four or more years of progressive responsible experience on
positions requiring economic and political or environmental policy
analysis, policy research and official liaison work.



Language:

*       Level IV (fluent) proficiency in English is required. Advanced
native-speaker Chinese language (Level IV) skills are also required.



Knowledge:

*         Must have a strong knowledge of southwest China's economic and
political institutions, and  a thorough knowledge of current
environmental issues and trends, as well as available statistical and
biographical resources.



Abilities and skills:

*         Must have ability to interpret media coverage of significant
environmental, economic and political developments in southwest China
and prepare analytical reports drawing on statistical and biographic
data.

*          Must have ability to initiate contact with and liaise
effectively with senior officials.





SELECTION CRITERIA



When equally qualified, Appointment Eligible Family Members (AEFMs), US
Citizen Domestic Partners and U.S. Veterans who are legally residing in
country will be given preference.  Therefore, it is essential that the
candidate address the required qualifications above in the application.






ADDITIONAL SELECTION CRITERIA




*         All completed applications received by the closing date will
be reviewed by HR to determine which applicants meet the advertised
position's required qualifications. When appropriate, the HR Office will
administer necessary skill testing, such as typing, to confirm an
applicant's qualifications.



*         Management will consider nepotism/conflict of interest,
budget, and residency status in determining successful candidacy.



*         Current LES employees are ineligible to apply for advertised
positions within the first 90 calendar days of their appointment.



*         Current Ordinarily Resident employees with an Overall Summary
Rating of Needs Improvement or Unsatisfactory on their most recent
Employee Performance Report are not eligible to apply.



*         Currently employed U.S. Citizen EFMs who hold a Family Member
Appointment (FMA) are ineligible to apply for advertised positions
within the first 90 calendar days of their employment.



*         Currently employed NORs hired under a Personal Services
Agreement (PSA) are ineligible to apply for advertised positions within
the first 90 calendar days of their employment unless currently hired
into a position with a When Actually Employed (WAE) work schedule.



*         Ordinarily Resident applicants or applicants without a U.S.
social security number will be paid according to the Local Compensation
Plan in local currency (RMB).  There are no exceptions to this
regulation.

DEFINITIONS OF CATEGORIES OF LOCALLY EMPLOYED (LE) STAFF:



1.    AEFM: A type of EFM that is eligible for direct hire employment on
either a Family Member Appointment (FMA) or Temporary Appointment (TEMP)
provided s/he meets all of the following criteria:

n  U.S. citizen;

n  Spouse or dependent who is at least age 18;

n  Listed on the travel orders of a Foreign or Civil Service or
uniformed service member permanently assigned to or stationed at a U.S.
Foreign Service post or establishment abroad with a USG agency that is
under COM authority;

n  Is resident at the sponsoring employee's or uniformed service
member's post of assignment abroad, approved safehaven abroad, or
alternate safehaven abroad; and

n  Does not receive a USG annuity or pension based on a career in the
U.S. Civil, Foreign, or uniformed services.



2.    EFM: Family Members at least age 18 listed on the travel orders of
a Foreign or Civil Service or uniformed service member permanently
assigned to or stationed to a U.S. Foreign Service post or establishment
abroad with a USG agency that is under COM authority who do not meet the
definition of AEFM above.



3.    Member of Household: A MOH is a person who: 1) Has accompanied,
but is not/not on the travel orders of a U.S. citizen Foreign or Civil
Service employee or uniform service member permanently assigned to or
stationed at a U.S. Foreign Service post or establishment abroad; 2) Has
been declared by the sponsoring employee to the Chief of Mission as part
of his/her household; and 3) Resides at post with the sponsoring
employee.

4.    Domestic Partner: A Domestic Partner is a person who is a :



*         US citizen carrying a Diplomatic Passport;

*         Listed on the travel orders of a Foreign or Civil Service or
uniformed service member permanently assigned to or stationed at a US
Foreign Service post or establishment abroad with a USG agency that is
under COM authority;

*         Is resident at the sponsoring employee's or uniform service
member's post of assignment abroad, approved safehaven abroad, or
alternate safehaven abroad.



5.    Ordinarily Resident (OR): A citizen of the host country or a
citizen of another country who has shifted the main residency focus to
the host country and has the required work and/or residency permits for
employment in country.



6.   Not-Ordinarily Resident (NOR): Typically NORs are AEFMs, U.S.
Citizen Domestic Partners and EFMs of FS, GS, and uniform service
members who are on the travel orders and under Chief of Mission
authority, or other personnel having diplomatic privileges and
immunities.
