JOB DESCRIPTION


POSITION TITLE:   Yangtze River Project Policy Director


JOB FAMILY:          External Affairs/Government Relations


Location:                 Beijing


BASIC QUALIFICATIONS:


·         Master’s degree in environment science, water resources, environment policy or generic development studies with environmental specialization.


·          A minimum of 6 years of post-graduate professional experience in water resources, environment/sustainable development; including 3 years experience in an international environmental policy related field; or equivalent combination of education and experience.


·         Proven ability to reach agreement with officials and stakeholders on complicated issues.


·         Strong experience in preparing and presenting project proposals, negotiating, and/or working in partnership with government agencies or other organizations in a collaborative and advisory capacity, or related.


·         Good at developing network of contacts and able to open doors for meetings. Experienced and comfortable in interacting with senior level Chinese officials, including Ministerial level officials, eg MWR, NDRC, MEP, etc


·         Thorough technical understanding of issues related to environment and water resources, able to speaking knowledgeably about hydrology, e-flows, hydropower flood control, fisheries, etc


·         Bilingual native Chinese speaker and fluency in English.


·         Experience in designing, implementing and directing multiple projects.


·         Ability to work with partners/government agencies without violating any restrictions related to conflicts of interest, lobbying former employers, or influencing decision makers.

ESSENTIAL FUNCTIONS:


The Yangtze River Project Senior Policy Specialist further TNC’s Sustainable Freshwater Strategy including “Yangtze Hydropower Sustainability Fund” through interaction with government, enterprise and other agencies focusing on policy initiatives which provide conservation opportunities and/or impact our conservation programs. S/he identifies policy opportunities for TNC’s “Yangtze Hydropower Sustainability Fund Proposal”, negotiate it with related government agencies and enterprise and reach agreement with officials and stakeholders to realize it. S/he also serves as contact with the external professional community in the policy arena to keep abreast of new developments and opportunities that may be useful to the Conservancy and to report on and share the Conservancy’s experiences with others. Helps to raise funds for overall functional initiatives and/or specific projects, by providing input for proposal writing, negotiating with bilateral and multilateral agencies and donor cultivation as needed.


KNOWLEDGE/SKILLS:


·         Master’s degree and 6-8 years related experience, including minimum 3 years in the functional field, or equivalent. Doctor’s degree may be preferred or required.


·         Excellent negotiation skills and ability to persuade and influence others


·         Demonstrated ability to work effectively with government, enterprise and NGOs.


·         Working knowledge of current trends in relevant policy discipline.


·         Excellent communications skills in English and Chinese.


·         Demonstrated knowledge of the environment policy.


·         Supervisory experience, including ability to set objectives and manage performance.

·         Diagnoses complex problems and identifies creative solutions.


·         Negotiates complex agreements in political environments.


·         Cultivates the creative ideas of others to identify potential solutions. Experiments to find creative solutions – thinks outside the box.


·         Designs, implements and directs multiple complex projects, setting and meeting deadlines and ensuring program accountability.

COMMUNICATIONS/INTERPERSONAL CONTACTS:


·         Ability to communicate professionally with a wide variety of people of different cultures to develop, negotiate and/or implement functional programs.


·         Prepare and present project proposals and negotiate with bilateral and multilateral agencies to achieve program goals.


·         Solicit program support through clear written communications, including proposal writing and other written materials.


·         Strong communications and presentation skills;


·         Work in partnership with other organizations in a collaborative and advisory capacity.


WORKING CONDITIONS/PHYSICAL EFFORT:


·         Willingness to travel 25-40% of time.


·         Work requires only minor physical exertion and/or physical strain. Work environment involves only infrequent exposure to disagreeable elements.

·         Technical capabilities in either flood risk management and floodplain issues; or hydropower and dams, (or some of both).


·         Project management skills


·         Good communication skills and comfortable with setting up and holding meetings with related mid-upper level government agencies, eg CTGPC, CWRC.


·         Bilingual native Chinese speaker and good at English.


·         Good team work spirit.


·         Experience using common software applications such as Word, Excel, Web browsers, etc.

As part of the Yangtze River team, he/she will be responsible for environmental flow and related project implement, monitoring and management, including contribute and provide support to TNC China’s policy and research on water infrastructures and environmental flows, update TNC China’s strategy on dam and environmental flows. Develop and maintains good internal and external relationships with partners and donors.


REQUIRED KNOWLEDGE AND SKILLS:


·         Substantive knowledge on hydrology, water resources, environment science or related field.


·         Technical capabilities and knowledge in either flood risk management and floodplain issues; or hydropower and dams, (or some of both).


·         Ability and willingness to apply science to decision-making and guide activities


·         Dynamic, creative and outgoing personality and commitment to nature conservation.


·         Excellent inter-personal skill, ability to work in a big team.


·         Explaining conservation practices to technical and non-technical audiences


·         Adaptive to frequent field travel, and willing to work in the project field sites.


·         Ability to communicate and work closely with scientists


·         Completing tasks independently with respect to timeline(s) under pressure


·         Working with media and influential officials, especially governmental, to improve Conservancy programs’ outcomes

·         Networks with diverse groups, including conservation partners, government officials, donors, board members and the general public to recruit support for the Conservancy and publicize Conservancy efforts


·         Provide a variety of information to staff and others, contributing to conservation projects and assisting workflow throughout the organization.


·         Collaborates with a wide range of conservation partners to identify research needs, present technical concepts at national or international conferences, and support fieldwork


·         Ability to simplify and explain the principles of conservation science and practices to technical and non-technical audiences


·         Communicates strategic project goals and objectives.


WORKING CONDITIONS/PHYSICAL EFFORT:


The Conservation Practitioner V may work in variable weather conditions, at remote locations, on difficult and hazardous terrain and under physically demanding circumstances. These conditions:


·         require considerable physical exertion and/or muscular strain


·         present frequent possibility of injury


·         require long hours in isolated settings
