WWF, the global conservation organization that has been working in China for 30 years, is looking for a highly skilled professional to be a Programme Officer – TRAFFIC Programmefor WWF China Office to be based in Kunming. This position will report toHead of TRAFFIC China Programme and cooperate with staff from related departments and programme officers within WWF CPO.

Programme Officer – TRAFFIC Programme (Kunming)

Background:

TRAFFIC, the wildlife trade monitoring network, is a specialized joint programme of WWF and IUCN, which works to ensure that trade in wild animals and plants, is not a threat to the conservation of nature. TRAFFIC’s work includes active monitoring and investigations of wildlife trade dynamics, providing information to diverse audiences worldwide as a basis for effective conservation policies and programmes. The organization was founded in 1976 and has grown into an international network, with 30 offices worldwide, organized in eight regional programmes.

In China, TRAFFIC has been working since 2001 as an integrated programme of WWF China Programme Office, as part of the TRAFFIC East Asia regional programme.

Responsibilities:

·          Works in close collaboration with the Director to follow a list of key tasks and deliverables in terms of teamwork, technical assistance and programme support;

·          Responsible for TRAFFIC research and analysis in south and west China regarding trade flows of wild species from Great Mekong Sub-region and South Asia;

·          Communicates with colleagues in TRAFFIC’s teams in China, Greater Mekong and South Asia in co-ordinating the research on China-Great Mekong Sub-region and China-South Asia trade links. Networking with relevant WWF counterparts in China, Greater Mekong and Nepal will also be necessary;

·          Support south and west China’s enforcement officials and policy makers through trade monitoring and analysis, focusing on issues highlighted by TRAFFIC’s global program targets, particularly transboundary trade flows;

·          Collaborate with partners in local government, academia, and other conservation organizations to synthesize information from a range of sources and comprehensively analyze China’s wildlife trade;

Specific Duties:

1. Coordinate the gathering of information about wildlife trade in South China;

2. Analyze and disseminate such information to relevant enforcement agencies;

3. Build capacity of enforcement agencies, and foster inter-agency co-operation (especially between CITES MA, Customs and Forestry Police);

4. Sensitize the provincial judiciary to enhance prosecution and sentencing of wildlife crime;

5. Support the Chinese CITES MA to engage in regular networking with Mekong countries, including through the Mekong CITES Enforcement Working Group.

Requirements:

·          A university degree in international relations, social science, law, environmental management, biology or other relevant disciplines;

·          At least 2-year broad national and international experience and familiarity in the field of environment, nature conservation, law/policy and/or economics;

·          Strong skills in project management, planning and implementation;

·          Good interpersonal skills and ability to work effectively as part of a wider team, with sensitivity to international issues and multi-cultural approaches;

·          Communications skills and experience of working with a range of programme partners (e.g. government, NGOs, private sector) and the media.

·          Free to travel frequently within south and west China, as well as to Southeast Asia and South Asia when required;

·          Fluency in English and Chinese and excellent writing skills;

·          Familiarity with standard word processing, spreadsheet, presentation and database software, and with electronic communication technology.

Deputy Head of Wuhan Office

Functions:

1.      Manage and maintain the regular running of WWF Wuhan Office, strengthening team capacity and skills for delivery of related conservation projects in the working area. (Refer to responsibility 1,2,3)

2.      Develop and update conservation strategy, project proposal, logframe, budget, M&E and work plan for related projects in the working area, under the overall framework of WWF Yangtze Strategy and Action plan, and consistent with other overall frameworks of WWF strategies and action plan(Refer to responsibility 4,5,6)

3.      Ensure the efficient and effective implementation of conservation projects, and the delivery of project results in line with principles of WWF standards. (Refer to responsibility 7,8,9)

4.      Ensure effective communication and collaboration among WWF offices, departments and programs which are in relation to the working area. (Refer to responsibility 10,11,12 )

5.      Developing and maintaining conservation partnership and network for the conservation in the working area. (Refer to responsibility 13,14)

6.      Maintaining good relationship with donors and partners for the conservation work. (Refer to responsibility 15,16)

Main Responsibilities:

1.      Supervise the WWF Wuhan Office staff, conduct annual performance appraisal and training needs assessment of Wuhan team.

2.      Develop annual training/capacity-building plan for Wuhan team, provide support, guidance and regular communication tunnel to the Wuhan team.

3.      Ensure Wuhan office on well operation in human resource management, financial management, contract management and communication etc.

4.      Lead to develop and update conservation strategies relating to climate change, footprint, freshwater and species conservation in the working area under the overall framework of WWF Strategies and Action plans.

5.      Lead and participate to develop fundraising strategy and develop project/program concepts and proposals for the Wuhan office and Yangtae EAP.

6.      Lead to develop and update project action plan, monitoring plan and operational plan for the project implementation in the working area.

7.      Lead to develop annual work plan and budget for the projects implemented by Wuhan Office.

8.      Supervise the implementation of annual work plan and third-parties contract management in Wuhan Office.

9.      Lead the regular update of M & E, technical report and materials for WWF and donor requirements.

10. Maintain effective linkage among different projects or components in Wuhan Office.

11. Lead the development of communication strategy to share information and magnify the project impacts among partners, donors and WWF network.

12. Lead the regularly sharing of information about projects progress, achievements within Wuhan team and other WWF colleagues.

13. Seek opportunities for magnifying project impact and fund leverage.

14. Develop and maintain strategic partnership for raising WWF’s profile and influence.

15. Promote the partnerships locally and nationally to facilitate the project implementation effectively and efficiently.

16. Provide effective supports to the WWF corporation staff to maintain a good relationship between WWF and donors.

17. Maintain good relationships with WWF internal and external donors to encourage their continued interest in the working area.

Supervision:

Program senior officer, communication, finance and administration staff of Wuhan Office.

Working Relationship:

1. Internal: Report to head of the Central Yangtze of WWF CPO. Regular contact with other staff of the HCPCP program core team, Freshwater, Climate Change and Energy, Species, programme etc., Shanghai, Changsha and other Offices along the Yangtze basin, and staff in Finance, Communication, Market, and HR & Administration Department.                                       

2. External: Regular contact with WWF HSBC Climate Partnership Programme Manager of WWF-UK, colleagues of WWF International; Maintain good relationship with donors, i.e. HSBC UK and HSBC Local Bank. Maintain good relationship with partners, stakeholders, and local communities.

Qualifications:

1.      Minimum of 8 years’ experience in responsible positions relevant to this post

2.      A university degree in a relevant discipline, e.g. conservation, project management or in a relevant field is preferred.

3.      Excellent written and verbal communication skills in Mandarin and English.

4.      High level of competence in project management, communications, marketing /corporate and public relations communications. Excellent ability to work cross-culturally, proposal writing, policy analysis and information management

5.      Good organisational skills and proven abilities in administration and management

6.      Excellent inter-personal skills, and team building skills including ability to transfer skills, supervise and network ability to think strategically, self-motivated and innovative and meet deadlines

7.      Good current understanding of nature conservation issues and strategies; as well as well understanding of WWF’s work in China and globally for HSBC project.

8.      Proactive, innovative and output-oriented personality

9.      A high degree of personal integrity and commitment to conservation;

10. Ability to meet deadlines and develop partnership.

This position will report to Director of Forest Programme in Beijing Office.

Programme Communications Coordinator (Expert Consultant)(Beijing)

Principal functions:

To develop the communications strategy for the forest programme during the forest year of United Nations, lead the implementation of the plan, and evaluate the effectiveness, be aligned with WWF International and WWF China communication initiatives.

Major Duties and Responsibilities:

1.      Develop and implement the communication strategy and plan for forest programme aiming at advocating forest conservation and WWF's work in this field during the forest year of United Nations, by designing corresponding activities/events around the key messages of Living Forest Report to be launched by-monthly by WWF International

2.      Draft and deliver forest communications materials such as brochures and newsletters if necessary.

3.      Prepare news, statements, Q&A, fact sheets about WWF forest programme.

4.      Contribute information to WWF website relating to forest programme.

5.      Assist with information compilation related to forest conservation advocacy, such as filing of video, slides and photo collection, and media coverage.

Qualifications:

·          Working experience in communications, for example journalism, events organization, and campaigning

·          Proficient in story writing, both Chinese and English

·          Knowledge and experience in forest communication as a plus

·          Proactive, innovative and result-oriented personality with good communication skills

·          Proficient English writing, speaking and reading skills

·          Adequate interpersonal skills, ability to work in a team with other staffs in achieving common goals and ability to meet deadlines
