The World Society for the Protection of Animals (WSPA) (世界动物保护协会) is an international NGO with consultative status at the UN and the Council of Europe. WSPA works in partnership with more than 1000 organizations in over 145 countries. For 25 years, WSPA has aimed to promote the concept of animal welfare and protect animals through its campaigns, education, training and animal rescue initiatives.


We now are recruiting two exciting roles to join WSPA’ China team.                             


Job Title: Admin and HR Manager, WSPA China

Job Title: Finance Offer, WSPA China

Part 1: JOB PROFILE



JOB TITLE:                 Admin and HR Manager


REPORTS TO:          China Country Director


1     MAIN PURPOSE OF JOB


This post will lead and manage WSPA China administration and HR work to WSPA International standards.The purpose of the role is to develop, implement, and manage effective administration and HR systems, policies, and practices to ensure WSPA China programme and team are effectively and efficiently supported and motivated.


2     POSITION IN ORGANISATION


•      Reports to the China Country Director, WSPA


•      Works closely with the WSPA China team, and WSPA international and regional finance, HR, Admin and IT managers


•      Works in cooperation with colleagues in the regions to develop and review HR and admin policies and practices


•      Liaises closely with the HR agencies, service providers, media, animal welfare organizations, and other key organisations and key individuals


3     SCOPE OF JOB


•      HR systems, policies, and practices development and management


•      Team development and team building


•      Admin and logistics support, resource management


•      Internal & External Communication


•      IT service management


4     DIMENSIONS & LIMITS OF AUTHORITY


•      Responsible for the overall  management and leadership of HR, Admin, and IT work for WSPA China


•      Responsible for communication of WSPA China HR, Admin, and IT work.


•      Collaboration with external HR, Admin, and IT professionals and experts.


5     QUALIFICATIONS


•      Degree or equivalent experience required.


6       PERSON SPECIFICATION


EXPERIENCE AND SKILLS


•      Passionate about animal protection (essential)


•      Proven capacity of admin and HR management preferably in international organizations and multinational companies (essential)


•      Excellent communication and presentation skills – written, oral and presentation, media.


•      Team player and self-starter.


•      Proven ability to co-ordinate and contribute to diverse teams, some of whom will be based in other countries and cultures.


•      Knowledge of the internet and good general computer skills.


•      Knowledge of admin and HR polices and practices in China


•      Highly organised, ability to work to strict deadlines


•      Sensitive to social and cultural issues.


•      Fluent in both English and Mandarin (essential).


•      Flexible and able to embrace change positively.


7       OTHER

Part 2: DUTIES & KEY RESPONSIBILITIES



JOB TITLE:  Admin and HR Manager-WSPA China


DUTIES & KEY RESPONSIBILITIES:


Admin                                                                      


Purpose:to ensure WSPA China office is running efficiently and effectively


•      Manage WSPA China resources, property, filling, data, service contracts, office supplies, phone and internet systems, and routine correspondence


•      Assist China Country Director in planning and communicating on strategy development


•      Provide administrative, logistical, and IT support to progammes team in developing and implementing programme strategies


•      Carry out any other task as reasonably requested.


HR                                                                     


Purpose: to ensure that the programme office’s HR practice conforms to Chinese labour rules and regulations, and/or WSPA general policies and practice including


•      Develop and manage staff recruitment, retention, and development plans


•      Develop and review staff handbook in line with China labour law and WSPA international guideline


•      Lead and champion for a transparent and motivating organization culture


Legal Compliance                                                                                   


Purpose: to ensure WSPA China is operating with appropriate legal settings, including organization registration and contract management.


Other                                                                                                                                                   


•      Assist in the development of budgetary proposals and implementation plans for WSPA’s China operation


•      Coordinate and manage IT services and support to WSPA China


•      Other duties assigned by China Country Director

•      Works in cooperation with colleagues in the regions to develop and review financial policies and practices


•      Liaises closely with the Tax Bureau, service providers, auditing firms and accounting agencies


3     SCOPE OF JOB


•      Financial systems, policies, and practices development and management


•      Coordinating WSPA China budgeting process and managing budgets


•      Coordinate on auditing


•      Internal and external communication on financial management and budgeting and budgets


4     DIMENSIONS & LIMITS OF AUTHORITY


•      Responsible for the  overall financial management of WSPA China


•      Responsible for communicating WSPA China financial management and budgeting


•      Collaboration with external financial management professionals and experts.


5       QUALIFICATIONS


•      Accounting certificate (essential)


•      Degree or equivalent experience required

DUTIES & KEY RESPONSIBILITIES:


Financial Management                                                                      


•        Set up WSPA China financial management guidelines in line with WSPA international and regional polices and practices


•        Ensure that all financial reports to WSPA International are accurate and follow the WSPA International Policy


•        Ensure financial report audited and communicated effectively


•        Ensure that all local financial information/report/data are accurate and delivered on time; Identifying areas need for improvement in relation of the financial aspect for the whole office and make changes accordingly.


•        Ensure all the account are properly managed


•        Ensure monthly financial reports are communicated, and timely adjusted and communicated the changes


•        Ensure all the transactions, payments, and procedures follow the WSPA China Financial Policies & Procedures Manual


Budgeting:                                                                                                            


•      Ensure annual budgeting process effectively communicated to the team


•      Facilitate and prepare annual budgets


•      Monitor and review budgets regularly
