乐施会是一个独立的发展及人道救援机构，致力于消除贫困，以及与贫穷有关的不公平现象。我们认为贫穷多源于不公平，要消除贫穷，必须配以经济、社会和结构性的改革。我们与面对贫穷的人和伙伴机构合作，一起推动发展项目、人道主义项目、政策倡议及公众教育等工作。乐施会的总部位于中华人民共和国香港特别行政区，并在全球10多个城市设有办事处，先后在全球超过70个国家推行扶贫及救灾工作。 “助人自助，对抗贫穷”是乐施会的宗旨和目标。香港乐施会是国际乐施会的成员之一。
现在我们正为以下的职位进行招募：

扶贫政策研究官员——中国项目部

（1名，两年合约驻北京）

研究项目官员将负责制定与执行乐施会关注中国贫穷与发展的研究与倡导策略。具体工作范围包括：从宏观与微观角度研究中国贫穷与发展的趋势及其挑战，扶贫政策发展；制定相应的深入研究策略、政策建议与及探讨创新的扶贫发展办法以及策略性传播;为乐施会以至中国的发展工作社群提供参考。

一、工作职责：
1. 通过与科研机构，政府相关部门或及民间组织合作开展研究，在项目的审批、审核、评估过程中掌握及执行相关研究策略。
2. 独立进行研究项目。
3. 推动发展工作研究与实践的交流平台。
4. 具备策略性支持能力，与科研机构、政府部门或民间组织发展积极合作关系。
5. 与机构其它部门如筹款部、政策倡导部、及其他相关乐施会的工作人员联系与合作，支持相关的宣传、教育及政策倡导工作。
6. 向扶贫政策团队经理负责。
7. 需要经常性出差。
二、任职资格：
1.硕士或以上学历、具有发展研究的相关学术背景，如社会学、人类学、传播学、发展学、社会工作、或相关社会科学。
2.至少具备三年（含）以上在社会团体、民间组织的相关工作经验。
3.具备对中国扶贫政策、社区发展、民间组织扶贫经验等研究范围进行议题策划的能力。
4.具备独立设计、评估与进行研究的能力。
5.具备对以上研究范围进行策略性传播的能力。
6.对公益性社会团体的环境与工作有所认识。
7.具备有社会文化敏感性和创造性的沟通技巧。
8.主动及独立工作的能力，及团队合作的积极态度和能力。
9.流利的普通话及优秀的中文读写能力，有良好英语能力更佳。
10.适应经常性的出差。

如应聘者未能达到项目官员职级的要求，乐施会亦会考虑为其提供助理项目官员的职位。

Oxfam Hong Kong is an independent development and humanitarian organization working against poverty and related injustice. We work with people facing poverty and with partner organizations on development, humanitarian, policy advocacy and public education programmes.
Oxfam's headquarters is located in Hong Kong SAR of the People's Republic of China, and more than 10 cities around the world set up offices, and more than 70 countries implemented poverty alleviation and disaster relief work successively. " Working with people against poverty" is Oxfam's aims and objectives. Oxfam Hong Kong is an member of international Oxfam.

We are recruiting the following member to join us in our anti-poverty work:

Policy Research Officer – China Programme Unit

(1 position, 2-year contract)

Policy Research Officer who is responsible for formulating research and advocacy strategy on the changing and emerging trends of poverty, poverty reduction policy, and thus the challenges, in-depth research and policy research recommendations, explorations of innovative approaches, for Oxfam and the development community of China as reference.

A．Responsibilities

1.To manage and implement the research strategy by working closely with research institutions, related government bodies, or other NGOs, in the process of project management and joint work.

2.To conduct research independently.

3.To develop an exchange platform for development researchers and practitioners.

4. To develop and maintain positive working relations with government and non-government groups through strategic funding and non-funding support.

5. . To liaise with other staff in fundraising and related units as well as with relevant Oxfam affiliates for informational, educational and policy advocacy needs in areas under her/his responsibilities.

6. Report to the manager of Domestic Policy Research Team.

7. Frequent travels are required for the position.

B. Requirements

1.A master degree or above, with relevant academic background in development studies, sociology, anthropology, communication, economics, social work, or related social sciences disciplines; related research experience, or working experience in development work is preferable.

2.At least 3 years of relevant working experience in NGOs, research setting, or news media.

3.Excellent analysis and strategizing on the research areas such as policy of poverty reduction in <st1:country-region w:st="on">China, community development, poverty reduction experiences by NGOs.

4.Competence in formulating, review and conducting research independently.

5.Familiarity with NGO setting and work.

6.Skilled in persuasion work that is culturally sensitive and creative.

7.Self-motivated and with ability to work independently, and also in team work.

8.Fluency in written Chinese and spoken Putonghua is a must. Have knowledge of English is desirable.

9.Ability to travel frequently as required.

If the candidate who fails to meet the requirements of Programme Officer, Oxfam will also consider to provide Assistant Programme officer’s position.
