乐施会招聘项目开发项目官员(截止日期为2012年9月23日)

    乐施会是独立的国际发展及人道救援机构,致力于消除贫穷及导致贫穷的不公平状况。乐施会在世界各地以多元方法解决贫穷问题,包括推行社区可持续发展项目、人道救援及灾害防治工作、本土及国际政策倡导等。香港乐施会于1976年成立以来,已在全球70多个国家/地区开展工作。香港乐施会是乐施会国际联会的创会成员,乐施会国际联会的15个成员机构在全球92个国家开展工作。
现在我们正为以下的职位进行招募:
项目官员——项目开发
1名,三年合约驻北京)



    项目开发官员隶属于乐施会中国项目部项目支持团队,向项目支持团队经理汇报,并与项目支持团队及中国项目部其它团队共同工作。

一、工作职责:
    1. 作为项目支持团队一员并承担团队经理分派的工作;
    2. 辩识中国减贫发展过程中浮现出来的新问题,包括弱势群体中出现的新需求及权利问题,并起草乐施会中国项目的干预策略建议。

    3. 根据中国项目部策略规划的进程、相关的项目策略目标,透过试点项目探索干预新贫困和发展问题的创新方法。
    4. 总结试点项目经验并与其他团队及相关群体分享和交流,作为项目手法创新的参考之一。
    5.其他由团队经理委派的工作任务。

二、任职资格:
    1. 认同乐施会的宗旨及理念,对扶贫发展工作具有使命感。
    2. 在贫困和发展议题的分析和干预方面,具备前瞻性、策略性及批判性视角和实践的经验;
    3. 具有3年以上的项目经验,尤其是以权为本的工作手法推动改善弱势群体状况和权利实现;
    4. 成熟、可靠、有责任心,具内驱力,并能够独立工作;
    5. 具有创新精神,熟悉不同类型的发展项目和干预手法,并能融会贯通,以制定改变策略。
    6. 具备极强的团队精神,能够与不同背景的团队及人员合作;
    7. 具备良好的中文阅读及写作能力,有运用英语沟通的能力;
    8. 熟悉Office办公软件等计算机系统;
    9. 能够经常出差。
    如应聘者未能达到项目官员职级的要求,但基本符合助理项目官员职级要求的,乐施会亦会考虑为其提供助理项目官员的职位。
三、福利待遇

The international andindependent development and humanitarian organisation tackles poverty in fourmain ways: sustainable development in poor communities, disaster relief, localand global advocacy, and education with HongKong youth. Established in Hong Kong in1976, Oxfam Hong Kong is a founding member ofOxfam, an international confederation that has assisted poor people in 92countries. Oxfam Hong Kong alone has supported poor people in over 70countries/regions.
We are recruiting the following member to join us inour anti-poverty work:

Programme Officer ——ProgrammeDevelopment
(1-position,based in Beijingoffice)
(3-year contract)




The Programme Development Officeris a member of the Programme Quality Support Team, China Programme Unit. S/hereports to the Manager of Programme Quality Support and work with members ofthe Programme Quality Support team and other teams of China Programme Unit.


MainResponsibilities:
1.         Specially assigned by the Managerof Programme Quality Support to work on programme development.
2.         To identify emerging issues ofpoverty alleviation and development in China, include emerging needs and rightsissues of marginalized groups, and propose intervention strategy.
3.         To explore innovativeintervention approach to emerging poverty and development issues throughvarious pilot projects in accordance to the strategic planning of ChinaProgramme Unit, relevant programme strategic objectives,.
4.         To consolidate experiences inpilot projects and communicate with other teams and relevant parties onprogramme approach initiatives.
5.         Other tasks assigned by the teammanager

Requirementsof the person:
1.    Commit to Oxfam’s values and approachto anti-poverty and development.
2.    Strategic, critical and practicalknowledge of analysis and intervention in poverty and development issues.
3.    At least 3 years of workingexperiences in development program, with the specialty of promotion of rightsbased approach in improving situations and realizing rights of marginalizedgroups.
4.    Mature, reliable, responsible, self-motivated,with ability to work independently.
5.    Has innovative spirit; befamiliar with and be able to integrate various project types and interventionapproach to formulate change strategy.
6.    Possesses strong capacity tocollaborate with people with diverse background in team work.
7.    Fluency in written Chinese andspoken Putonghua is a must. Have knowledge of English is desirable
8.    Working well with MicrosoftOffice and other relevant computer software
9.    Ability to travel frequently asrequired.
Oxfammay consider offering a post of Assistant Programme Officer to the candidatewho has good potential but does not meet the requirements of the post ofProgramme Officer at the time of application


C. Welfare:
Oxfam will provide the staff with generous welfare:
1.    Twenty days Annual Leave eachyear.

看了三个乐施会的帖子,总结出,这里貌似很不适合发  招聘启事
