国际行动援助简介
国际行动援助是一个以消除全球贫困为宗旨的公益性国际联盟组织。1972年成立于英国,2004年总部迁到了南非。30多年来,在全球 40多个国家开展工作,通过与2,000多家当地扶贫和民间组织密切合作,帮助了上千万最贫穷的人口和弱势群体,改善了他们生存和发展的状况。在未来五年的战略规划中,国际行动援助主要从事与反贫困相关的社区综合发展和政策研究和倡导工作,包括妇女权益保护、教育、公共卫生和艾滋病、粮食权、人类安全和治理等主题领域。
国际行动援助于1998年开始在中国开展工作,并于2001年在北京正式成立了国家办公室。在中国的实践中,国际行动援助中国办公室不仅努力汲取国际行动援助过去30多年来在全球积累的经验,更注重学习和研究在中国政府领导下的反贫困战略所形成的成果、经验和教训,在综合考虑中国贫困现状特点的基础上,深入贫困社区开展工作,通过多种方式与社区人民一起学习,扩展知识,培养技能,进而增强摆脱贫困的能力。

职位名称:发展示范区协调员1名 Development Area Coordinator
工作地点:广西靖西
主要职责:
• 该职位将负责制定并执行所在的发展示范区的工作计划,包括3年计划、年度计划、村级发展计划;
• 通过不同的方式方法确保社区自我发展能力的提高,确保工作区域的资金正确使用并发挥最大效力,确保工作符合国家战略的目标和质量要求。
• 在管理该发展示范区的过程中,应密切联系政府部门,与不同部门和当地的民间组织建立良好的合作伙伴关系,指导和协调县乡村级协助员按要求相关的村级工作、主题工作和儿童筹资项目所需的报告和信息收集工作。同时,能够完成机构的工作要求包括各种报告的撰写包括年度工作报告,并在机构范围内积极地开展有效的实践经验交流,促进员工相互间的学习和成长,并积极进行当地的宣传和倡导工作,筹措资金增加发展示范区工作的力度。
职位要求:
• 认同机构的价值观和理念并有能力能够严格地遵循,在发展示范区内外建立国际行动援助良好的公众形象和诚信
• 具有社会科学硕士学位以上的学历,较强的项目管理和监测评估的能力;
• 具有三年以上农村基层的项目相关工作经验,尤其是具有协作者的素质
• 具有运用参与式的方法,在项目发展,策划,管理和执行方面的能力和技能
• 自愿在边远贫困的社区和弱势人群工作,具有很强的社区组织能力

Main Responsibilities:
• To ensure the improvement of community’s self-development capacity through various approaches, ensure the fund rightly be used and promote maximum effect.
• To ensure work is true of goal and requirements of national strategy. During the management process, keeping in touch closely government, construct favorable
• Cooperation relationship with various department and local organization. Coach and cooperate the work of assistant in village level in terms of the requirement, include village work, thematic work and child sponsorship program Meanwhile, finish requirement of AAIC, include compose various report, and actively develop effective experience communication about practice within AAIC extension, accelerate studying each other develop area.

Competencies

• Willing to work with marginalized people in remote poor communities, strong community mobilization skills with eagerness to address the root causes of poverty through grassroots community actions
• Strong skills in development of projects, planning, management and implementation using participatory methodologies
• Capacity building and Rights-Based skills, good understanding of social, cultural and development issues in the project area, be able to spend sufficient time in the field working with the poor.

Position: Development Area Assistant (one position)
Location: Guanxi Ningming
Main Responsibilities:
• Assist to make and implement plan of Development area, including three-years plan, annual action plan.
• Assist and coordinate DA coordinator to draft and finalize Children Sponsorship report and children information collection
• Regular report writing, experience sharing learning and annual report writing within AAIC organization.
• Formulate and implement annual operation/action plan in line with 3 year plan of Development Area including budget planning after consultation with the communities and approved by both partners involved in agreement as well as AAIC
• Conduct and technical assistance of country and village, to provide on time information required and report on a regular basis by Child Sponsorship Department of AAIC
• Report on a regular basis and institutionalize learning through the field experience;
• Ensure the effective use of funds and maximize the impact on the areas where w are working
• To liaise with government bodies and develop their capacity
• Other works assigned based on the organizational needs
Competencies
• At least Bachelor degree in social science or relevant subject with a minimum of three years’ experience in community development work
• Excellent Mandarin and workable English language skills, report writing and documentation skills
• Willing to work with marginalized people in remote poor communities, strong community mobilization skills with eagerness to address the root causes of poverty through grassroots community actions
• Strong skills in development of projects, planning, management and implementation using participatory approaches

财务职责:
A 确保现金管理按财务政策和程序进行

• 经区域经理的批准,定期支付电话费,办公室租金,水、电、煤气费用,以确保办公室的正常运行
• 检查办公费用的支出和支付核定(员工补贴凭单),以确保各项支出符合财务政策及要求
• 确保票面数额与账面数额相同
B 确保现金账面余额与实荐余额一致
• 保证每日准确的记录账簿,包括现金账本和银行账本,人民币与外币
• 每月月底确保现金和银行账单相符
• 要求每月与所管理的发展示范区账目并保留详细记录,以确保票帐相符,总额正确
• 提高管理和使用SUN系统的知识和技能,并逐步掌握如何使用SUN系统输入现金和银行凭证
C 建立固定资产的详细账目,并保持定期更新
• 确保清楚并定期更新各办公室的详细固定资产账
• 建立办公资产变更记录,记录固定资产的变更情况并清楚地体现其变动及损坏情况
• 每月对西南区域的账目进行检查

行政职责:

Main Responsibilities:
Accounting responsibility:
A. Ensure procedures for cash management properly implemented
• Dispense funds as instructed by the regional manager on a daily basis
• Inquire office supplies and trip request and prepare the payment accordingly
• Pay regularly the telephone bills, office rent, electricity and gas at regular basis to ensure well-function based on instruction of the regional manager
• Check different kinds of office expenditure and expenses exclaims (the vouchers of staff reimbursement) to ensure it is following the financial policy and the purpose is for official use
• Make sure the invoice amount is consistent with the amount claimed for
B. Ensure the balance of all the accounting books is consistent with the physical balance
• Ensure clear and accurate records made on daily basis including cash book and bank book, including the Local currency and foreign currency
• Make cash and bank reconciliation sheets at the end of each month
• Inquire the monthly accounting from all DAs and keep the detailed record to ensure all the invoices are clearly recorded and the total amount is correct
• Improve the knowledge and skills in using Sun System so that gradually master how to use Sun System to input cash and bank vouchers
C. Ensure office equipment inventory is established and kept properly and updated regularly
• Make clear and continued inventory record for all the office asset and inventories,
• Make new inventory card for all the newly procured equipment, and record the changes for each inventory if there is a shift or damage etc.
• Implement the monthly inventory check up for Southwest office
• Keep the detailed record for any inventory while borrow and return happened
Administration responsibility:
• Ensure smooth communication system of Beijing office, include telephone transfer
• Ensure proper office supply inventory management system is established to provide materials without delay
• Ensure all AAIC office facilities and equipment are always in good condition
• To support logistic and admin matter for CD’s office, include book and arrange ticket, air-ticket, hotel
• Other tasks assigned by Southwest regional manager

Main responsibility:
• Building capacity of Village Based Organizations (VBOs) to develop, implement and monitor their development project initiatives within a Rights-Based approach
• Facilitate collaboration and networking with other actors e.g. government, NGOs
