Job Title
HIV&AIDS Programme Support Officer (VSO China)
Responsible To
HIV&AIDS Programme Manager
Job Purpose
The Programme Support Officer (PSO) is expected to provide administration and logistics support to Programme Manager to deliver the annual work plan in an efficient and cost-effective manner; to work closely with Programme Manager to develop and maintain partnerships; and also to support Programme Manager with volunteering administration, budgeting, information sharing, filing, and documentation.
Job Responsibilities
A) Administration Support to the Programme
PSO is expected to provide quality support to Programme Manager, including:
1. Organise workshops, meetings, and conferences in relation to the programme;
2. Assist Programme Manager to organise tour itineraries (travel arrangements and logistics, liaison with projects and partners);
3. Ensure regular programme communication, including monthly programme update by collecting and editing reports and data and sharing with partners and volunteers, and within VSO; regular communication between volunteers, partners, and external stakeholders; developing and updating programme brochures;
4. Support Programme Manager to ensure appropriate files and documents including volunteer reports, correspondence, and activities reports are maintained;
5. Support partner organisations to recruit national volunteers when required;
6. Update placement and programme information on Volzone.
B) Volunteer Support
7. Co-ordinate volunteer request forecasts and management of forecast information with Programme Manager to make sure this information is circulated and shared in the office;
8. Regularly update volunteer requests and matching information on VSO database (Starfish), and shares the information with the team regularly;
9. Ensure new volunteers acceptance procedures fulfilled, by working with projects and departments concerned;
10. Support Programme Manager to delivery In-Country Training to volunteers;
11. Support to partners in the hosting and preparation for arrival of volunteers as required;
12. Provide administration and logistical support to volunteers regarding placement support grant, end of service, in-country transfer, and extension;
13. Support volunteers for any routine issues in their placements which don’t need to be handled by the Programme Manager;
14. Work with Administration Officer to ensure volunteer address list is up to date;
15. Ensure all volunteer contact forms and Embassy Registration cards are handed in.
C) Programme Development
16. Lead on the training of trainers for HIV and AIDS education facilitators from 5 teachers colleges;
17. Develop partnerships with local CDC ( Centre for Disease Control), and link these information about the partnerships, including with 5 teacher colleges, to VSO partner organisations such as CHAIN;
18. Coordinate and implement the action plan for HIV and AIDS mainstreaming across VSO programmes;
19. Provide research and administration support to Programme Manager to work on VSO’s role in involving business sector in fighting against HIV and AIDS;
20. Support Programme Manager to work on VSO’s strategy regarding HIV and AIDS advocacy through co-ordination and communication;
21. Support Programme Manager to monitor and review the programme by chasing and collating information (from volunteers and partners), and assist with programme area review;
22. Assist with developing placement documentations, which will involve working closely with Programme Manger and partners to effectively capture the needs and communicate the information with recruitment team ( or volunteer placement advisor).
D) Financial and Budgeting
23. Support Programme Manager with VSO annual budget process, including communication with partners and collecting budget bids from partners if there is any, and check the accuracy of the budgets, and communicating the budgeting information with partners before and after the budgets are approved;
24. Assist with writing funding proposals for specific projects, draft concept notes for the new projects, and communicate with donors when necessary, prepare the data and information for the funding reports.
E) HIV&AIDS Programme Resource Management
25. Manage HIV&AIDS resources, which will include collecting relevant materials and information from VSO London, distributing and sharing VSO resources with partners and volunteers, responding to the needs of volunteers and partners on HIV&AIDS information;
26. Manage small grants to support volunteers and partners on HIV & AIDS intervention initiatives;
27. Manage the volunteer newsletter circulated among partners and volunteers.
F) Shared Team Responsibilities
28. Work with other programme officers and covering for each other when one is away from the office;
29. Translation duties as required;
30. Travel with Programme Managers as required for support;
31. Other duties as requested.
PERSON SPECIFICATION
1. Practical experience and knowledge of Development in global and China context;
2. Excellent understanding of HIV and AIDS in China and global context;
3. Excellent communicator with fluency in English and Chinese both verbal and written;
4. Excellent facilitator with evidence of being able to structure and design workshops and training sessions and effectively facilitate participatory processes;
5. Experience and practical knowledge of project and partnership management;
6. Demonstrated skills of budgeting, proposal writing, and grant management;
7. Excellent administration, organisation and time management skills, including experience in organising events e.g. workshops, conferences;
8. Ability to work independently and take initiatives and think creatively in meeting work objectives;
9. Aware of and sensitive to cross cultural and gender needs and differences and able to manage situations sensitively;
10. Openness to learning, including being flexible and adaptable, and service oriented;
11. Excellent team worker;
12. Highly motivated towards work in development and specifically to work for VSO;
13. Strong skills in using software applications such as Excel, Powerpoint and the use of databases to support work.
