Background Information

　　MicroCred SA is an investment company created by PlaNet Finance that aims to create a group of commercial microfinance banks offering a broad range of financial products and services to low-income entrepreneurs in developing countries. MicroCred invests in microfinance companies or banks and provides them with the technical assistance they need to become leading microfinance institutions in their respective countries. MicroCred SA will take equity positions together with like-minded investors in at least 15 microfinance banks by 2011.　　MicroCred's first investment in China is in Nanchong, Sichuan Province. MicroCred and its investment partners created MicroCred China based in Hong Kong which will be the investment vehicle for the operation in Nanchong. MicroCred Nanchong will provide financial services to more than 20K micro and small entrepreneurs in Nanchong by 2012.  MicroCred is recruiting a Chief Operating Officer for its microfinance operation in Nanchong.

　　Tasks/Responsiblities:

　　-Direct the complete credit operation, including staffing, product development, and procedures;
　　-Ensure that:
　　MC Nanchong will offer maximally competitive credit products that support outreach maximization under the condition of profitability;
　　These products are implemented in a most efficient, client-friendly, safe, and professional manner;
　　MC Nanchong has credit staff (loan officers, credit management staff, credit back office staff and other) in adequate numbers and with excellent skills.
　　-Maximize outreach to the target group in a sustainable and profitable way;
　　-As a member of the senior management team share responsibility for the overall performance and activities of MC Nanchong, and participate in making decisions on material issues;
　　-Participate on credit committees
　　-Develop/revised credit staff incentive system
　　-Set monthly performance objectives for credit staff
　　-Supervise and develop all operations staff;
　　-Manage the development and implementation of products;
　　-Develop procedures and ensure compliance;
　　-Participate in the planning process;
　　-Participate in the general management of MC Nanchong
　　-Other duties as assigned by CEO.
　　Qualifications:

　　-Masters Degree in Business, Finance or Economics desirable;
　　-Extensive experience in management of micro lending operations;
　　-Strong business management and negotiating skills;
　　-Strong analytical and organizational skills;
　　-Excellent technical report writing skills and computer literacy;
　　-Outstanding interpersonal, communication and training skills;
　　-Familiarity with Chinese microfinance and/or banking
　　-Fluency in Chinese required; English language abilities recommended.

　　· 遵照既定的制度和流程，履行管理层的决定，确保分部管理流程得以实施
　　· 对分部的所有业务承担总责并出色实现分部制定的目标。。
　　· 确保分部之间的交易以合理的方式进行，并符合政策和流程。
　　· 审理在贷款委员会规定的授权范围内所有贷款申请，进行贷款分析，批准或拒绝申请。
　　· 签署贷款合同和贷款回收的正确执行。
　　· 确保与贷款相关的法律文件和业务文件被谨慎保管。
　　· 控制现金和监督转账。
　　· 领导层规定的其他职能。
　　职务要求：
　　· 财务、经济、管理专业大学或专科毕业。
　　· 熟悉金融行业，特别是微型和小型企业的融资及贷款的分析和批准，熟悉微型和小型企业的特点，至少5年相关实际工作经验。
　　· 有能力激发和带领一个工作团队。
　　· 具备胜任职责的能力和状态。
　　· 出色的与各阶层沟通的能力。
