Programme Officer, International HIV/AIDS Alliance, Kunming
The International HIV/AIDS Alliance is an international non-governmental organisation that supports communities in developing countries to play a full and effective role in the response to HIV/AIDS. The Alliance China programme is based in Kunming and works with key populations, through collaborating partners, to strengthen the capacity of community groups and support their contribution to effective HIV/AIDS prevention and care.
We are currently recruiting the above position. The position holder will work closely with community groups among key populations to assess their technical and organisational support needs, source and provide appropriate support and training, and assist them with planning, managing, monitoring and reporting on their programmes.
The successful candidate will have:
* At least 2 years experience in HIV/AIDS project management and implementation
* A degree or equivalent qualification in Public Health/Health Promotion, Social Sciences or Management
* A strong community-focus and understanding of the importance of key population involvement in the HIV/AIDS response
* Experience providing technical support to civil society groups
* A good understanding of China’s HIV/AIDS epidemic
* Excellent spoken and written Chinese and English
* Willingness to travel frequently

Supporting Community Action on AIDS in Developing Countries

Consultant on Assessment for an Income Generation project
among PLHAs in Yunnan Province
Period of Service
January – February 2008
Objective
The objective of the assessment is to further research on identifying a potential sustainable income generation model for Injecting Drug Users Living with HIV/AIDS in Yunnan province/Southern China in order to help them improve their livelihoods and their well-being, and at the same time increasing their self-confidence and group solidarity.
Activities
To achieve the objective, the consultant will need to:
1. Do a secondary data research of any income generation models/projects with People Living with HIV/AIDS (PLHA) and IDU related projects that were previously implemented in China.
2. Conduct a community-based approach research specific for this targeted population (IDU/PLHA) in collaboration with the International HIV/AIDS Alliance and other related stakeholders, such as other USAID’s collaborating agencies and public authorities in Yunnan Province.
3. Analyze and make recommendations based on findings from research conducted. Based on the secondary data and on the community based research the analysis will include the following topics:
1. Information on any income generation models/projects and detailed IDU related projects that were previously implemented in China and lessons learnt from these experiences.
2. Constraints and opportunities for the Pact WORTH model
3. Constraints and opportunities for other income generation models for IDU/PLHIV group (such as, but not limited to, small business development, job skills trainings and job placement)
The consultant shall submit a weekly progress report and a final report of analysis and recommendations from the above activities. Both reports will need to be in English.
The successful candidates should have:
* Bachelor or Master degree in social science or diploma with equivalent field experience
* Proven strong experience in conducting research or facilitating research projects, both qualitative and quantitative as well as strong analytical skill
* A good understanding of China’s HIV/AIDS epidemic
* A strong community-focus and understanding of the involvement of affected communities in the HIV/AIDS response
* Proven a good understanding of IDU and PLHA related HIV/AID
* Strong and proven previous experiences with diverse types of income generation projects.
* Proven small business development knowledge and skills
* Proven successful experience in income generation preferred
* Excellent written and oral communication skills in English and Chinese
