Location: Kunming FuPinBan Cooperation Project Office
Reports to: Directly to Humana People to People (HPP) Country Director
Hours of duty: Monday – Friday – 0830-1730 hrs.
(Must be prepared to accept occasions when work will also need to performed outside of normal working hours, including at times, weekends)
Regarding the cooperation program:
The Federation for Associations connected to the International HUMANA PEOPLE TO PEOPLE Movement (FAIHPP) - www.humana.org - is an international membership organization, which at present comprises 28 national associations working in 36 countries on four continents. The members are all non-profit organizations, working in the field of international development co-operation. They maintain Solidary Humanism as a basis for their international efforts.
The members presently run more than 200 projects within various development sectors (education, poverty Alleviation, rural development, HIV/AIDS prevention) benefiting more than 5 million people.
The development projects are located in 10 countries in Africa (Angola, Botswana, Democratic Republic of Congo, Guinea Bissau, Malawi, Mozambique, Namibia , South Africa, Zambia, Zimbabwe), 2 in Latin America (Belize, Brazil) and in India and China.
The Humana People to People Cooperation Project Office of Yunnan Province (CPO) works together with Foreign Capital Poverty Alleviation Project Management Center of Yunnan Province/ Yunnan Province Government Poverty Alleviation and Development Office on poverty alleviation through
*Job preparedness Training and Vocational Centers
*Community Basic Health (Prevention of infectious diseases: HIV/AIDS, TB & Malaria)
*Community Ability Development - Rural development projects (sustainable agriculture, renewable alternative energy, water & sanitation, etc)
The CPO work is to design projects, find funding and then to implement them.
Essential Duties & Responsibilities include the following. Other duties may be assigned.
Administration:
Provide administrative support, such as organizing meetings, purchasing project equipment, tracking expenses vs. budgets, serving as administrative contact for local project offices or collaborators, or other duties as requested by project teams.
Train field project offices in administrative skills
Liaise between field project offices and financial office
Liaise on all administrative matters between HPP and FuPinBan
Maintain bank accounts and administrate project disbursements
Check financial and project progress reports from field offices
Prepare monthly expense reports
Check and verify weekly financial reports from financial office
Implement payroll, social insurance, benefits and labor distribution system.
Support field project offices in administrative and legal matters
Liaise with accounting/legal firm(s) regarding office and project registration and tax exempt status; track annual registration renewals and tax requirements; and maintain office registration documentation.
Draft personnel and administration manuals
Provide budgets as needed for annual planning or project fundraising proposals.
Support outward travelling HPP staff or visitors to HPP office as needed, including but not limited to, meeting organization, visa invitations, hotel reservations, internal travel, etc
Assist HPP Representative with meetings and translation as needed.
Perform translation and interpretation services, and translation verification when needed;
Facilitate internal (to projects) and external communication (to partners, authorities & donors).
Provide advice on administrative and legal policies and procedures as they apply to China.
Follow-up of the changes, evolution regarding FuPinBan, Ministry of Health, Ministry of Civil Affairs, and other related agencies’ policies, programs & protocols
Participate in the processes, outcomes and follow-up to meetings and other interactions between HPP, its partners, the administration and individuals as delegated.
Manage office systems (e.g., communications, equipment, IS, facilities, payments)
Serve as office receptionist (e.g., answer phone, greet visitors).
Liaise with vendors as needed to ensure smooth office/program operations.
Provide additional support as needed.

Solid administrative foundation of all projects;
Establishment of HPP Representative Office Legal status in China;
Development of administrative system;
Development of the communication channels; and
Development of political advocacy strategy.
Qualifications Required:
Work Experience
Five-years of experience with Office/program administrative & logistic management
Prerequisite
Three-years of experience with English translation & interpretation work

Experience with Poverty Alleviation, Rural Development, Public Health issues

Experience working with international organizations

Knowledge of INGO and NGO in China

University Degree, major in English, Office Management, public administration
