Habitat for Humanity China (www.habitatchina.org) is a non-profit housing organization dedicated to eradicating poverty housing and homelessness in China. We work with partners and communities to construct simple, decent and affordable housing for low-income families. Habitat for Humanity China is currently present in the provinces of Guangdong, Guangxi and Yunnan. By the end of 2007 we have built and renovated more than 600 houses for low-income families in China. Our programs provide financial and technical support to partner families to build or renovate their houses and we organize teams of volunteers to work alongside with them on the construction activities, thus reducing the costs.

Job Description

Job Summary:
Primarily responsible for managing and supervising the national organization's financial activity and accounting systems; including oversight and review of affiliate financial reports and activities related therein. This includes ensuring the accuracy and timeliness of financial statements; assessing the accuracy and completeness of all financial assets and liabilities; ascertain that all provisions and policies in the International Financial Manual and other other relevant policies and procedures are complied with in conjunction with local laws and regulations.
Responsibilities:
Prepare and review the NO/Affiliates accrual-based financial reports, including balance sheet, income statement and cash flow statement; financial (budget vs. actual) analysis; affiliate's memo / statistical reports;
Supervise and implement the internal controls relating to the physical cash of the national office (i.e., exchanging foreign monies, encashment of checks, reconciling cash advances, performing cash counts;
Review the national office's manual/computer ledgers and documents prepared by bookkeeper(s) - including cash ledgers, fixed asset registers, payroll register, and reconcile these with the general ledger
Maintain correspondence with HFHI regarding transfers, reimbursements and NO/Affiliates reports
Train NO/Affiliates finance personnel/bookkeepers
Schedule and conduct financial review of affiliates
Manage other relationships regarding Habitat's financial assets and liabilities (i.e., banks, government agencies, partners)
Ensure standard accounting recording and reporting for common program initiatives.
Facilitate technical support for accounting software for the National Organization and Affiliates.
In consultation with the Country Director, preparation of grant proposals and funds transfers. Liaise with the Asia Pacific Grant Manager and other Area Office staff, to ensure all grant proposal and funds transfer queries are followed up in a timely manner.
Facilitate year end external audit, to ensure compliance with US GAAP and completion by HFHI due date.
Ensure adherence to Government financial reporting requirements, and compliance and follow up on all finance related enquires from the local government.
Undertake other responsibilities and projects as required by the National Director.
Minimum Education Required for this Position:
Degree in Accounting from University or Diploma Awarding Institution. An understanding of both written and spoken English would be an advantage.
Minimum Number of Years Experience Required for this Position:
5+ years in the field of accounting; month-end close & financial statement preparation in accordance with GAAP; internal auditing experience would be a plus.
Skills-set Required:
MS Office (Excel, Word & Outlook); accounting packages (Sun Systems would be an advantage); aptitude to learn new computer application; willingness to affirm HFH mission, vision and principles; proficiency of the English language; able to manage & supervise staff; willingness to work "hands-on".
Interactions:
Interacts closely with National Office personnel regarding financial policies and procedures; with Board and National Director on matters regarding budget and the implementation thereof; with Affiliate Board and staff in matters related to their financial reports, performance standards, transfers and liquidation or reporting thereof, with Area Office for reporting, fund transfer request, review, and year end closing
