Position: Director – Scientific Development and International Policy Unit, WWF-China Programme Office
Location: China Programme Office, Beijing
Reports to: Director of Conservation Strategy
JOB PURPOSE:

In order to move its conservation work to the next level, WWF China Programme Office (WWF CPO) needs to be able to engage the Chinese Government at a higher level on enabling conditions for - and threats to - conservation in priority Chinese Ecoregions and also work with the Government to find policies that provide an opportunity for demonstrating positive solutions for China’s environmental challenges. In addition, WWF needs to also develop high level strategic interventions on the impacts that China is having on priority ecoregions in other parts of the world in a way that helps to maintain the rich biological diversity in those ecoregions.

The focus will be on enabling conditions for, and threats to, conservation related to the following three major areas:

Trade, Investment and Finance
Poverty and Environment
Consumption and sustainable lifestyles
In all of these cases, the post will promote public participation, including strengthening civil society, increasing transparency of decision-making, insuring public involvement in environmental impact assessment, supporting more participatory planning processes at multiple levels, etc
MAJOR DUTIES AND RESPONSIBILITIES:

Develop a Policy Strategy for engaging the Chinese Government at a high level on enabling conditions for and threats to priority Chinese Ecoregions, and provide an opportunity for demonstrating positive solutions for China’s environmental challenges;
Develop high level dialogue with key WWF offices in the network (e.g. India, Indonesia, Brazil, South Africa, Tanzania, UK, US, etc.) to develop strategies for threats to conservation linked to Chinese influence abroad and represent their issues in WWF China conservation strategy team;
Assess and plan response strategies in collaboration with the rest of WWF China PO and WWF Network offices in priority ecoregions and from this to develop joint work plans for activities with other WWF network offices and partners relating to China’s influence on these priority ecoregions;
Develop engagement strategy for high level network participation in events in China and engage proactively in political processes in relation to key policies and programmes of China via dialogue and strategic frameworks in priority ecoregions;
Drive high-level strategic cooperation with national authorities, academic institution, GAAs, international organizations and other stakeholders, and establish a network of existing and potential partners in the region;
Prepare required policy, technical and briefing papers for WWF China and network with relevant programme partners;
Ensure the preparation and timely submission to the donors of annual work plans and budgets as well as technical and financial reports according to agreed network standards;
Lead in development of proposals of projects on enabling conditions for WWF China in collaboration with partners in the WWF network; Provide support and review project proposals, TORs and contracts for fundraising and interventions in the region;
Work with WWF China and network communications staff by collecting information and stories/lessons to ensure key issues, programme and conservation achievements are promoted in the WWF network and to internal audiences/media;
Based on experience gained during 2006/07 preparations, by June 2007, an analysis on future work required beyond 2007;
Liaise with international and domestic NGOs;
Represent WWF China in internal and external meetings and events on policy related issues.
Perform day-to-day management of the Unit
Fulfill other related tasks required by the supervisor and WWF CPO.
Working Relationships:
Internal:

Works closely within CPO with the Head of Conservation Strategy, Heads of Thematic Programmes and programme teams;
Manages and works closely with staff inside the Scientific Development and International Policy Unit;
Develops close working relations with Ecoregion Leaders, international policy and programme staff within WWF International and WWF NOs and POs;
Facilitates and ensures collaboration with Communication, Marketing, Finance and HR and Administration departments in the CPO.
External:
Interacts with central government authorities and GAAs in China;
Works with private sector donors, corporate partners, and other NGOs;
Manages or collaborations with external consultants; Interacts with Media, both within China and Internationally (through WWF Communications Departments).
QUALIFICATIONS
10 years working experience in policy within the fields of economics, international relations, sustainable development, or environmental sciences.
Master degree or relevant education background in sustainable development, in
The field such as development, economics, International relations and environment science or conservation, etc.
Good knowledge about international environment and sustainable development issues and the national politics within China and how it relates to other regions in the world, for example ecoregions in South East and South Asia, Africa, Pacific and Latin America.
Strong leadership, management and communication skills
Good ability to speak, read and write in English
Good ability to speak, read and write in Chinese
Strong coordination and team work experience
Dynamic, creative and outgoing personality and commitment to nature conservation.
Good computer skills (MS Office, Email, Internet).
