乐施会香港是一个独立的发展及人道救援国际机构,致力于消除贫困,以及与贫穷有关的不公平现象。我们认为贫穷多源于不公平,要消除贫穷,必须配以经济、社会和结构性的改革。我们与面对贫穷的人和伙伴机构合作,一起推动发展项目、人道主义项目、政策倡议及公众教育等工作。乐施会香港的总部位于中华人民共和国香港特别行政区,并在全球10多个城市设有办事处,先后在全球超过70个国家推行扶贫及救灾工作。 “助人自助,对抗贫穷”是乐施会的宗旨和目标。乐施会香港是乐施会国际联会的成员。
现在我们正为以下的职位进行招募:

招聘职位一:
项目官员——社会性别平等
(1名,三年合约驻北京)

项目官员——社会性别平等隶属于乐施会中国部项目支持与本土政策研究团队,向项目支持与本土政策研究经理汇报,并与社会性别团队其它成员,中国部其它团队,还有国际乐施会成员共同工作。

一、工作职责:

1. 作为社会性别团队一员并承担团队经理分派的工作;
2. 由团队经理指导,推进中国的社会性别主题项目,并支持中国部跨团队的社会性别主流化工作;
3. 根据策略规划的进程、相关的项目政策、行政及管理要求,促进项目或合作关系的发展;
4. 根据社会性别主流化指引,支持中国部跨团队的社会性别主流化工作,包括协作社会性别干预的策略性分析和项目设计、社会性别主流化的问责和学习。

二、任职资格:
1. 认同乐施会的宗旨及理念,尤其是社会性别公正及参与式发展战略;
2. 在社会性别分析和干预方面,具备战略性及批判性视角和实践的经验;
3. 具有2-3年民间组织工作经验,社会性别项目实践,尤其在妇女赋权的项目经验;
4. 成熟、可靠、有责任心,具内驱力,并能够独立工作;
5. 具备极强的团队精神,能够与不同背景的团队及人员合作;
6. 具备良好的中文阅读及写作能力,有运用英语沟通的能力;
7. 熟悉Office办公软件等计算机系统;
8. 能够经常出差。

如应聘者未能达到项目官员职级的要求,乐施会亦会考虑为其提供助理项目官员的职位。

We are recruiting the following member to join us in our anti-poverty work:


Programme Officer ——Gender Equity
(1-position, based in Beijing office)
(3-year contract)


A. Title:            Programme Officer——Gender Equity
B. Location:          China, Beijing
C. Responsible to:     Programme Quality Support & Domestic Policy Research Manager

D. Main Responsibilities
1.Specially assigned by the Programme Quality Support & Domestic Policy Research Manager to work in the gender team;
2.Led by the team manager, to advance gender program in China, and to support the cross-team gender mainstreaming work within China Unit
3.To contribute to projects or partnership development according to the processes and procedures of strategic planning, relevant programme/project policies, administration and management requirements.
4.To provide support to the cross-team gender mainstreaming work within China Unit according to the gender mainstreaming guidelines, ranging from facilitating strategic analysis and program design in gender intervention, to gender mainstreaming in accountability and learning.        

E. Relationship with Others:
1.This position reports to the Programme Quality Support & Domestic Policy Research Manager , and work with China Programme Officer on Gender as a team.
2.In relation to project cycle management, s/he will work closely with supervisors and programme officer in the programme planning, processing communicating and preparing of proposals for appraisals and approval of the gender program.
3.In relation to the cross-team gender support work, s/he will work closely with programme staff to meet the needs of other teams in program design or learning of gender mainstreaming.

F. Duty Statements:
1. To keep abreast of the relevant analysis of the development particularly on gender issues, policy and situations of China;
2. To contribute to the gender program, and to provide support to the gender mainstreaming work across teams in the China Unit
3. To contribute to the gender program by:
    To identify project partners and their capacity building needs, and to develop the strategies for partners development and management;
    To assess, process and prepare project proposals according to the organization’s standard; to administer processes or procedures after proposals are approved.
    To monitor assigned programmes or projects in terms of progress, content and financial aspect;
    To evaluate the impact of the projects and strategic partnership and to synthesize experiences and reflect in trip reports, half-yearly, annual and other relevant reports;
    To communicate the programme strategies and information from partners and other networks to the Fundraising and PCC units in a way, which can achieve the strategic aims of the China Unit and/or enable the other two units to fulfil their fundraising, advocacy and education roles.
4. To provide support to the gender mainstreaming work across teams in the China Unit:
    To facilitate strategic gender analysis and intervention in Oxfam programmes;
    To coordinate the development and provision of gender learning programs for Oxfam colleagues;
    To contribute to the development of gender sensitive monitoring, evaluation and impact assessment indicators.

G. Requirements of the person:
1. commit to Oxfam’s mission and vision. Especially gender justice and participatory development
2. Strategic, critical and practical knowledge of gender analysis and intervention, especially the empowerment approaches of women.
3. At least 2-3 years of NGO working experiences in gender program, with the specialty of promoting of women’s rights and empowerment.
4. Mature, reliable, responsible, self-motivated, with ability to work independently.
5. Possesses strong capacity to collaborate with people with diverse background in team work.
6. Fluency in written Chinese and spoken Putonghua is a must. Knowledge of English is required.
7. Ability to travel frequently as required.

No expatriate package will be provided for the position

Programme Officer – Corporate Social Responsibility (CSR - Overseas)
China Unit (based in Beijing office)
(2-year contract)


A.    Title: Programme Officer – Corporate Social Responsibility (CSR - Overseas) - China Unit

B.    Location:     Based in Beijing Office   

C.    Responsible to: Manager, Public Education, Policy and Communications (PEPC) Team, China Unit

D.    Relations with others:
The Programme Officer is a member of the PEPC Team of the China Unit, and reports to the PEPC Manager. S/he is required to work closely and collaborate with other PEPC members, other teams of Oxfam Hong Kong (OHK), as well as Oxfam International and Affiliates.

E.    Responsibilities:
1.    To develop overall advocacy/campaign strategies for the CSR work primarily focusing on Chinese companies investing outside China, together with other concerned fellow colleagues, teams and units of OHK;
2.    To deliver the agreed strategies and operation plans with fellow colleague(s);
3.    To conduct research on CSR issues;
4.    To build and consolidate relationship and/or partnerships with concerned stakeholders such as government departments, enterprises, think tanks, researchers and civil society organizations, as required by the operation plans;
5.    To coordinate the priorities and concerted efforts among relevant units in OHK and Oxfam International and Affiliates through proactive and effective communications;
6.    To provide support for policy initiatives of OHK’s regional teams and partners;
7.    To undertake any duties, as appropriate to the post, as delegated by the line-manager.


F.Requirements and Qualifications:
Knowledge
1    Demonstrated knowledge of and identification with the values of OHK;
2    Strong knowledge in CSR issues;
3    Good knowledge in Chinese overseas investment;
4    Basic knowledge about the civil society and non-profit sector in China.
   
Skills
1    Strategic thinking and analytical skills;
2    Strong oral and written communication and presentation skills;
3    Advanced command of English and Chinese (Mandarin) use;
4    Ability to work both in team and independently;
5    Proficient skills in Microsoft office applications;
6    Ability to work under pressure and meeting deadlines.

Qualifications
1    Work experiences in Chinese/international civil society organizations is an asset;
2    Preferably Bachelor degree in development studies or other related social sciences;
3    Ability to travel frequently as required.

If the candidate who fails to meet the requirements of Programme Officer, Oxfam will also consider to provide Assistant Programme officer’s position.
