项目评估与学习统筹——中国项目部 (1名,三年合约)
项目评估与学习统筹向中国项目部项目支持与本土政策研究经理汇报,并与中国项目部各项目经理和乐施会内部跨部门的项目质量支持团队共同工作。他或她的驻地以北京为首选,驻地也可考虑在昆明、贵阳、兰州、成都或香港其中一个城市,具体驻地的选择由乐施会与申请人协商。需经常出差。负责中国项目的影响评估和推动项目经验学习活动。项目领域主要为农村发展、灾害管理、基础教育、城市生计、社会性别及公民社会组织发展。
一、工作职责

We are recruiting the following member to join us in our anti-poverty work:
Learning & Accountability Lead ——China Programme Unit (1-position, 3- year contract)
China Programme Unit (CPU) Learning & Accountability Leadreports to the CPU Programme Quality Support and Domestic Policy Research Manager, working with CPU Programme Managers and OHK’s Programme Quality Virtual Team , is based in Beijing/ Kunming/ Guiyang / Lanzhou / Chengdu/ Hong Kong with frequent traveling and is responsible for China Programme impact evaluation (daily project Monitoring & Evaluation is led by respective Programme Managers) and promoting China Programme expirence learning activities, especially on cross teams (intra Programme team learning to be led by respective Programme Managers). Programme themes include rural development, disaster management, basic education, urban livelihood, gender and civil society organisation development.
A.Responsibilities & duty statements:
1. Supported by theCPU Programme Quality Support and Domestic Policy Research Manager, working with respective China Programme Managers to formulate China Programme annual impact evaluation and learning plan;
2. To Implement and evaluate the annual impact evaluation and learning plan of China Programme;
3. To develop and update China programme monitoring and evaluation framework, approaches, methodologies and relevant guidelines
4. To liaise with the inter-Units’ Programme Quality Virtual Team in relation to thematic programme learning and communications.
5. To perform other relevant tasks assigned by CPU Programme Quality Support and Domestic Policy Research Manager.
B.Quality Requirements:
1. Commit to Oxfam’s values and approach to development.
2. A recognized degree with 3+ years of solid work experience in participatory and rights-based development programs;
3. Hands-on experience in participatory approaches to planning, monitoring and assessment of development programme and projects, especially impact assessment;
4. Experience in providing capacity-building and advisory support to programme officers and partners in monitoring and evaluation;
5. Excellent spoken and written Chinese (Putonghua) and English; excellent communication and presentation skills;
6. Mature, reliable, responsible, self-motivated, with ability to work independently.
7. Possesses strong capacity to collaborate with people with diverse backgrounds in team work.
8. Excellent administrative skills;
9. Able to travel intensively and work in remote areas
