Oxfam Hong Kong is an independent international development and humanitarian organization working against poverty and related injustice. We recognize that much poverty is caused by injustice and that poverty alleviation requires economic, social and structural change. We work with people facing poverty and with partner organizations on development, humanitarian, policy advocacy and public education programmes. Oxfam's headquarters is located in Hong Kong SAR of the People's Republic of China, with offices in more than 10 cities around the world, implemented poverty alleviation and disaster relief work successively in more than 70 countries. "Working with people against poverty" is Oxfam's aims and objectives. Oxfam Hong Kong (OHK) is a member of the international confederation Oxfam.

We are recruiting the following member to join us in our anti-poverty work:


China Deputy Human Resources Manager
(a 3-year contract post based in Beijing)

Managed by the Head Office Human Resources and Corporate Administration (HR&CA) Unit and reporting to the HR&CA Director and/or his/her delegate directly, the Deputy HR Manager is responsible for HR planning, management and implementation of HR functions for all field offices in China and has to ensure the overall HR operation in China is in compliance with the government law and in line with Head Office policy and practices whenever applicable. S/He shall also manage the office administration of the Beijing office.

Key responsibilities are:
-    Develop and implement HR system, policies, year plan and practices that are applicable to China context and ensure they are in line with Head Office Personnel Policies. Advise managers and directors on HR matters and ensure they act on accordingly.
-    Alert Head Office HR on China HR issues promptly and ensure China field offices’ HR matters are in line with Head Office’s
-    Coordinate and communicate closely with managers and directors on managing, guiding, implementing HR-related matters.
-    Manage and maintain Beijing office administration work including providing programme administration support.
-    Manage and administer the arrangement of staff compensation and benefits including social security contribution. Liaise with local HR service providers and ensure consistency of HR practices across different field offices.
-    Responsible for staff recruitment & appointment, leave management, contract renewal and termination, staff development and training, employee retention and relationship building.
-    Assist managers and directors in staff planning, job benchmark and design
-    Review & refine performance management system as necessary to enhance staff productivity and to meet agency’s development needs
-    Establish HR information system and personnel filing system
-    Ensure all HR operations and matters are complied with related law and regulations in China and keep Head Office and all management level staff informed of promptly.
-    Explore & maintain network & exchange with HR in other INGOs/NGOs inside or outside China.
-    Manage, guide and motivate China HR teammates and Beijing office admin staff to carry out HR and admin functions effectively and efficiently.
-    Take up duties assigned by the Head Office Human Resources and Corporate Administration Unit whenever necessary.

The successful candidate MUST meet the following requirements:
-    A recognized degree in human resources management or business administration.
-    8 years or above relevant experience with a minimum 2 years in a managerial capacity.  
-    Familiar with China Labor Contract law and other HR related regulations in China particularly for cities such as Beijing, Kunming, Lanzhou, Guiyang and Chengdu.
-    Proven work experience in developing HR policies and guidelines, recruiting and selecting staff, reviewing and designing pay structure, managing staff performance and compensation and benefits administration
-    Strong management skills, ability to build consensus and handle cultural difference
-    Strong analytical ability, effective communication and negotiation skills
-    Proficient in written and spoken both English and Chinese. Fluent Putonghua is a must
-    Ability and willingness to travel regularly
-    Identification with Oxfam’s mission and vision is highly desirable
