Administration Manager (Beijing)

Major function:
Reporting to the Chief Operating Officer, the Administration Manager is responsible to guide and manage the overall provision of Administration services, policies, and programs for WWF in China.
The main function is to improve processes and policies, manage administrative staff and play a role in long-term organizational planning.
Major Duties and Responsibilities:
• Ensures WWF China conforms with applicable Administration and other related regulations and statutes as well as organizational procedures and policies.
• Ensure WWF China maintains proper licenses and registration for WWF China offices with all related government ministries.
• Ensure WWF has sufficient office space to manage our operations. This includes maintaining forecasts of seating requirements and proactively resolving office space issues, The manager will also be responsible for negotiating the rental fee of our office.
• Manage procurement for WWF China including, insurance, travel, printing, IT and office equipment, mobile phones etc, with the objective of optimizing our spend. This includes benchmarking and managing vendor relationships & negotiating contracts.
• Maintain WWF China fixed assets including the register.
• Manage the fleed of vehicles owned by WWF China and make sure the cost is controlled and all cars are used efficiently.
• Manage the visa and housing requirements of international employees working at WWF China.
• Ensure WWF China adheres to a Green Office Policy.
• Maintain our carbon tracking data to understand how we are progressing against carbon reduction targets.
• Supervises system of documentation flow in WWF CPO (Maintenance of filing system, safe-keeping of legal documents, original reports, seals, etc.)
• Identifies and provides standards for gathering administrative information for use in trend analysis and reports information to Management.
• Maintain the China Programme Office filing system. Maintain incoming mail log, contact files etc.
• Manage health and safety issues.
• Manage staff resources who are responsible for event coordination for a select number of events within CPO. (Note that this component of the role is the future state and will mean a growing team if successful.)
• Oversees network administration, manage the phone system and help evaluate information systems.
• Initiates and implements improvements in all areas related to IT and technical insfrastructure.
• Manage the migration to common WWF International global platforms such as Google Mail, Insight etc.
• Other activities as directed by your line manager.
• Specific IT related areas that need to be supported include the following: LAN management, IT development plan, lifecycle planning, backup and storage, resiliency and IT security plan, IP Telephony and staff IT training.
• Manage the Admin and IT staff for day to day monitoring and coaching.
Skills and Specifications
• Ability to develop reports and to effectively communicate key data, including presentations to senior management.
• Ability to think strategically, with solid problem-solving and business acumen skills
• Strong project management, time management, and leadership skills.
• Able to multitask in a fast-paced environment while maintaining vigilant attention to details.
• Excellent inter-personal skills, and team building skills including ability to coach, mentor and supervise staff.

• Very good English as working language.
Qualifications Required
• Minimum of 8 years in a managerial position with at least 5 years in Admin management role.
• Ability to speak, write and read Chinese and English.
• Proven Ability to develop best practices and policies based on new business requirements.

Finance and Administration Associate– TRAFFIC Programme (Beijing)

Background:
TRAFFIC is a joint conservation programme of WWF- the conservation organization, and IUCN-International Union for the Conservation of Nature, working globally to ensure that trade in wild animals and plants is not a threat to the conservation of nature. Following its foundation in 1976, TRAFFIC has grown into an international network, with more than 20 offices world-wide, organized in eight regional programmes. TRAFFIC actively monitors and investigates wildlife trade and provides its information to diverse audiences world-wide as a basis for effective conservation policies, legislation and programmes.
Functions:
1. Assisting with the financial management of the programme, including timely completion of project financial reports
2. Assisting with the China Programme’s administration and programmatic works
3. Carrying out other duties as requested by the Head of TRAFFIC East Asia – China Programme
Responsibilities:
1. Assisting with the financial management of the programme, including timely completion of project financial reports
• Preparing quarterly and annual financial reports of TRAFFIC China Programme to East Asia Regional Office and coordinating with the Regional Office for information required for financial matters;
• Maintaining a correct and detailed set of book-keeping, reconciling bank accounts of TRAFFIC China Programme (Beijing Office);
• Preparing bank payment documents, arrange bank payment against approved payment requests;
• Tracking and advising on financial flows to ensure that income due is received and due expenditures are made in a timely manner;
• Claiming the fund from the Regional office based on the project’s implementation progress at quarterly interval;
• Liaising with WWF China Programme on financial and accounting matters, including requests for advance and reimbursements for other TRAFFIC China programme staff;
• Managing TRAFFIC contracts and related documents with partners and vendors;
• Providing the support for the project auditing.
2. Assisting with the China Programme’s administration and programmatic works
• Supporting timely completion and filing of project documentation, including project documents, reports on project activities, monitoring and evaluation information; bi-annual and annual technical and financial reports, and others as needed;
• Organizing meetings, seminars and other events related to the programme including travel and accommodation for participants;
• Managing travel arrangements (including visa and accommodation requirements) for TRAFFIC’s China programme staff and other guests; `
• Timely collecting, checking and maintaining a record of all TRAFFIC China Programme staff’s monthly timesheets;
• Managing the leave record for all TRAFFIC China programme staff;
• Developing and maintaining a computerized mailing list, including principal contacts and partners;
• Distributing TRAFFIC materials and publications to partners and other organizations;
• Managing fixed assets and small assets of TRAFFIC China Programme;
3. Carrying out other duties as requested by the Head of TRAFFIC East Asia – China Programme
• General support to the China Programme’s activities nationally and internationally.
Working Relationships:
• Internal: supervised by the Head of TRAFFIC’s China Program, close coordination with the Regional Admin and Finance Manager, and TRAFFIC staff in other offices. Regular contacts with WWF China Programme Office staff in finance and administration;
• External: interaction with partners, e.g., governmental agencies, research institutions, business sectors, the mass media, donors, sub-contractors/contractors and NGOs when needed
Qualifications:
• University degree in finance/accounting/public administration or related subjects;
• At least 1 year working experience in finance and administration with solid knowledge in accounting
• Excellent interpersonal skills and ability to work independently and in a team, demonstrated ability to work as part of a multicultural, multidisciplinary team is highly desirable;
• Proficient in English and Chinese, both writing and verbal communication skills;
• Experience of project and conference management is an advantage;
• Excellent computer skills and familiarity with the use of accounting software (e.g. Oracle, ACCPAC, etc.) highly preferable;
• Ability to learn in a rapidly changing environment, and willingness to update professional knowledge and skills.
• Proactive, innovative and output-oriented personality with the ability to meet hard deadlines and willing to work under pressure.

This position will report toSenior Footprint Policy Officer.
Footprint Policy Coordinator (Beijing)

Main Responsibilities:
• Assist Senior Footprint Policy Officer in the planning and implementation of the footprint work, providing technical and operational support during the project design and implementation process;
• Provide technical assistance in research on ecological footprint, green economy as well as relevant policy advocacy processes
• Undertake standard project management tasks, including drafting project concepts, preparation of budgets and work plans, managing contracts with consultants and partners, and completing timely reports to donors and WWF senior management;
• Assist the Senior Footprint Policy Officer to organize and coordinate project events, such as seminars, workshops and launch events;
• Provide administrative assistance to the Senior Footprint Policy Officer, including translation, meeting coordination, travel organization as well routine project administrative work
• Other tasks assigned by the supervisor.
WORKING RELATIONSHIPS
a) Internal:
• Work closely with the Senior Footprint Policy Officer as well as the rest of the Shift team in the WWF China Office.
• Regular interaction with other core team members of the China for a Global Shift Initiative across the network, as well as other staff in CPO program, financial and administration departments.
b) External:
• Liaison work with external partners
QUALIFICATIONS AND EXPERIENCE
• An advanced university degree in a relevant discipline, preferably in environmental science, development, etc.
• 1~3 years working experience in related field.
• Experience and knowledge of ecological footprint, green economy and relevant policy topics are highly preferable.
• Good research skills
• Excellent interpersonal skills and ability to work independently and in a team
• Ability to learn in a rapidly changing environment, and willingness to update professional knowledge and skills.
• Experience of event and conference organizing preferred
• Proficient in English and Chinese, both writing and communication skills.
• Ability to work well under pressure.
• Excellent computer skills and familiarity with the use of electronic media
