Mercy Corps is looking for the experienced consultant in disaster risk reduction and livelihood to develop a series of training curriculum which could guide the training in BCDM project.

国际美慈组织邀请在社区减防灾及生计发展领域有丰富经验的专家来开发和设计一系列指导“中国乡村减灾与扶贫能力建设项目”培训的培训教材。

Program Background

项目背景

Mercy Corps believes that disaster risk reduction oriented protected economic development is essential of our mission to help people build secure, productive and just communities. That’s why there are many DRR projects have been implemented worldwide & in china we accumulate rich experiences through Disaster Management Capacity Building in 2009, which also provide us good reputations to introduce programs of DRR integrated with economic development into Yunnan & Sichuan’s poverty & disaster prone area with funded by European Commission in 2011, Mercy Corps’ Building Capacity for Disaster Mitigation and Poverty Relief in Rural China Program will build resilience to natural disasters in Sichuan and Yunnan Provinces by building the capacity of community & government bodies that are engaged in poverty reduction and disaster risk reduction, and identifying local mitigation activities and sustainable income generating opportunities linked to risk reduction.

After completion of the baseline survey and TOT training, the project will develop a local, simple, user-friendly training curriculum for local level communities. The curriculum will build on existing DRR materials, including resources from global DRR programmes as well as Livelihood centered DRR.

国际美慈组织认为通过减灾主导的保护性生计发展可以帮助人们构建一个安全、富足和公正的社区;并已在全球多个国家开展此类项目。2009年美慈中国在四川开展的灾害管理能力建设试点项目，积累了丰富的经验。同时于2011获得欧盟的支持开展的中国乡村减灾扶贫能力建设项目，该项目旨在通过提升社区和政府在扶贫和灾害减少方面的能力，以及增强针对灾害风险减弱的当地灾害缓解活动与可持续性收入相结合的能力，从而提升四川和云南两省对自然灾害的抗击力。

中国乡村减灾与扶贫能力建设项目在四川云南两省项目点已开展完基线和培训者培训活动，现将开发一套本土化的，简单易行的，当地社区友好型培训教材，该教材将基于现有的相关资料，包括国际现有资源，全球减防灾及应急响应实践以及以减防灾相关的生计发展项目为基础。

Criteria for Selecting Bidder

竞标人资质：

1.       Have rich experience in DRR and Livelihood as well as integrate component between DRR and Livelihood;

在社区减防灾和生计发展领域有丰富经验，并且能有效的将减防灾和生计发展相结合

2.       Be able to summarize the method of participatory training based on community

        同时能对参与式社区培训进行总结

1.       Should provide CVs and summary related experience and training curriculum designed and developed in the past.( Prefer English version)

个人简历包括相关领域背景及所编订过的培训教材（英文简历为佳）

2.       Based on Scope of Works described below to develop outline of training curriculum

        根据后附“工作任务书”草拟培训教材的提纲

3.       Based on Scope of Works described below to provide the drafted budget which might be used as reference of competition

根据后附“工作任务书”制定出预算作为投标的参考依据

Scope of Wok

工作任务书

Time period: May. 7  2012 –May. 30 2011

Main Assignment

1)       To review and summarize Community Based Disaster Risk Management(CBDRM) and Livelihood Centered Disaster Risk Reduction(LCDRR), as well as integrate component between DRR and Livelihood.

2)       To Develop curriculum which will build on existing DRR materials, including DRR in global and  in China. Contents of curriculum will likely include: DRR concepts; understanding DRR strategy and technology; Participatory Disaster Assessment; Management of Disaster Projects; Facilitation Skills and LCDRR etc;

3)       To design learning module as well as develop the training handbook.

主要任务

1)       回顾并总结灾害风险管理及以减防灾为中心的生计发展领域的经验，有效的把减灾与生计发展相结合；

2)       将全球减防灾及生计发展经验与当地社区灾害风险及生计发展结合，开发出适合当地社区的培训教材；该教材内容大致包括减少灾害风险工作的概念、理解减少灾害风险策略及技术、参与式的灾害评估、灾害项目的管理、培训相关技巧以及以灾防灾相关的生计发展等。

3)       设计学习模块并将其开发成《培训手册》或者《培训指南》

Expected Outputs

1)       Local, simple, user-friendly training curriculum for local level communities will been developed.

2)       Training handbook will be distributed in local community

预期产出

1)       开发出一套适合当地并易于操作的《培训手册》，

2)       《培训手册》在社区培训中推广运用
