加强中国民间环境组织与国际机构和非政府组织间的联系与合作，进而鼓励和推动公众参与中国的生物多样性和环境保护。

讨论有关中国西南部生物多样性保护和经济发展的问题
讨论和分享在生物多样性保护方面的革新技术和方法
讨论民间环境组织发展方法和策略
讨论有关妇女、儿童和在校大学生的自然和环境保护环境教育问题
促进政府机构和民间环境组织的合作与伙伴关系建立
开展民间环境组织管理和能力建设培训
促进对生物多样性保护感兴趣的群体和组织间的交流和协作
讨论对跨境流域共同开发和管理的问题
加强民间环境组织在中国环境与生物多样性保护中的作用地位
向中国民间组织介绍可提供基金的一些国际组织和机构
组织考察中国生物多样性保护实例
论文主题：
论坛欢迎与以上目的和目标相关的论文。届时将有5个主要的,全体出席的大会演讲和40-50个同时进行的分组发言和讨论。
语言：
论坛将用中文和英文两种语言进行，演讲者可任意选用自己认为方便的语言演讲和发言。论坛将提供翻译服务。

论文(摘要)征集：
论坛征集会议主题或与主体相关的论文或论文摘要。欲在大会发言的参会者须提供300字中文或英文的论文摘要，在2005年5月30日以前通过电子邮件或电传的方式提交会议组委会审阅。论文摘要应与会议主题相符，并说明发言的形式（口头或展板）及作者和联系方式。论坛组委会将在2005年7月15日以前通知作者论文摘要的录用情况. 如论文摘要被录用的作者希望提交10页以内论文,应在9月15日前提交. 被录用的论文和论文摘要将发表在论坛文集上。

重要时间表：
第一次通知：2005年2月15日。
第二次通知：2005年5月1日。
提交论文摘要：2005年5月30日。
摘要录取通知：2005年7月15日。
论文截止:          2005年9月15日
会议报名截止： 中国2005年9月30日
                    国际2005年8月30日。

大会将安排一天的考察活动。详细情况请注意大会的第二次声明或查阅国际中国环境基金会网站。会后,大会将安排长达一周的云南省以及一直往西到西藏境内的环境考察活动。如果你对这个一周的考察活动感兴趣，请务必在2005年8月15日以前通知我们。至少要有10个感兴趣的人以上我们才可能安排这个活动。

First Announcement and Call for Abstracts
Developing New Strategies for Biodiversity Conservation
Fourth Non-governmental Organization Forum
On International Environmental Cooperation in China

November 7-11, 2005, Kunming, Yunnan, China

Goal
The Forum’s goal is to strengthen communication and cooperation between Chinese and international NGOs, and thereby to promote public participation in China’s biodiversity conservation and environmental protection.

Objectives

Share and exchange experiences on cooperative projects in environmental protection and conservation
Address issues concerning biodiversity conservation and economic development in southwestern China
Disseminate and discuss innovative methods and technologies in biodiversity conservation
Discuss methods and strategies for developing NGOs in China
Address issues in conservation education for women, children and college students
Introduce international grant-making organizations to Chinese NGOs
Conduct training workshops for NGO management and capacity building
Foster formation of interest groups through networking and communication
Discuss issues and collaborations of development and management of international rivers and watersheds
Facilitate partnerships among NGOs and governments
Enhance NGOs roles in the formation of the civil society in China
Organize a post-conference tour for participants to see practical cases of biodiversity conservation in China
Topics
The Forum welcomes papers/abstracts related to the above goals and objectives.  There will be five-six major plenary addresses and 40-50 panel presentations during which there will be simultaneous sessions taking place.
Language
Both Chinese and English will be spoken at the Forum and speakers will chose the language they feel most comfortable in making presentations.  There will be translation services available.
Call for Abstracts
Abstracts on the conference topics and related topics are invited. Participants intending to serve as a panelist or speak at the conference are required to send in an abstract with about 300 words, in English or Chinese to the respective contact person for review before May 30, 2005 by email or fax. The abstract should clearly identify which Forum objective is being addressed, the presentation method (oral or poster), contact information including author(s) and address. Authors will be notified of their abstract’s acceptance before July 15, 2005. All of the accepted abstracts will be published in the Forum proceedings. If an author wishes to submit a full paper (no more than 9 pagers), he/she should submit it before Sept. 15, 2005.

AccommodationBlocks of rooms at several hotels geared to different budgets will be reserved at a special rate for conference participants until Oct. 1, 2005. Further information will be sent to pre-registered participants and posted at the IFCE website www.ifce.org.  


Post-Conference Environment Tour
One–day post-conference environmental tours will be arranged. Further information will be sent in the Second Announcement. The information will also be posted on the IFCE website.  A longer one week tour of Yunnan Province and perhaps west to Tibet will be arranged if there is demand.  Please send notice of interest as soon as possible, but no later than  August 30, 2005.  A minimum of ten people will be needed for this tour.

For international participants, registration deadline is August 30, 2005. Following is registration fee table. A discount will be given to speakers, students, and early registrants as follows:

All registrations made by July 15 will receive 20% of discount. The registration fee will cover the proceedings, all conference sessions, local transportation, conference banquets, daily lunches and coffee and tea breaks.
