制订本宣言核心是为了有效促进地区性青年环境组织发展：环境行动、组织治理。
必须要考虑到青年的特点、青年人的成长、青年人的权益，我觉得草稿还不够。

中国（大陆）地区性•青年环境组织发展论坛——德明宣言
（正式草稿）
序言
2005年《中华人民共和国国务院落实科学发展观加强环境保护的决定》第一项第二款所载：“我国环境形势依然十分严峻。我国环境保护虽然取得了积极进展，但环境形势严峻的状况仍然没有改变。主要污染物排放量超过环境承载能力，流经城市的河段普遍受到污染，许多城市空气污染严重，酸雨污染加重，持久性有机污染物的危害开始显现，土壤污染面积扩大，近岸海域污染加剧，核与辐射环境安全存在隐患。生态破坏严重，水土流失量大面广，石漠化、草原退化加剧，生物多样性减少，生态系统功能退化。”
回顾三十年历程从《人类环境宣言》、《里约环境与发展宣言》、《约翰内斯堡可持续发展宣言》到《联合国防治沙漠化公约》、《生物多样性公约》、《联合国气候变化框架公约》；回顾《到2000 年及其后世界青年行动纲领》(联合国大会第50/81 号决议),特别是其中第64-72 段强调发动和支持年青人参与环境工作的重要性,第104-107 段强调促使年青人参与社会生活和决策。
强调《联合国环境规划署理事会关于促进青年参与环境保护的战略（草案、决定、中期报告）》、《中华人民共和国国务院落实科学发展观加强环境保护的决定》的指导意义，借鉴并赞同《法国环境宪章》、《地球宪章》、《历届世界环境日与地球日主题》、《致生物多样性公约的青年宣言，荷兰，海牙》、《我们的气候，我们的挑战，我们的未来——2005 年蒙特利尔国际青年宣言》所载精神。
注重中国传统文化例如老子《道德经》及毛泽东同志《为人民服务》思想对地区性•青年环境组织领袖的客观影响，结合中国（大陆）地区性•青年环境组织发展历程、阶段特征和未来规划，德明理事会特制定中国地区性•青年环境组织自律标准与环境行动宣言——德明宣言。
第一章：基本原则
1.本宣言所称地区性•青年环境组织是指以自然地域（流域）携作为基础，青年为主体，自发、自愿、自治，旨在通过协调、共享各种资源致力于环境保护事业的组织。
2.本宣言所称自然地域（流域）携作是指已经存在的自然地域（流域）、城市或因某一环境专题等而成立的行动网络。
3.本宣言所称青年特指13-31周岁的青年，除年龄外不以种族、肤色、性别、语言、宗教、籍贯及社会出身、财产或其他身份等再做任何区别。
4.本宣言强调地区性•青年环境组织的主体、产权、领导代表、决策原则上都必须以青年为核心，如实行理事会或其他治理方式的需在规章制度中明确、详细规定青年实行民主自治、参与决策、免除相关责任等条款。
5.本宣言所称环境保护事业特指以环境保护及可持续发展与和平为核心目标或重要工作领域，并已开展可查询、获得广大青年认可的实际行动；
6.本宣言所称地区性•青年环境组织必须遵守中国宪法和相关法规并长期开展各项环境保护活动；
7.本宣言所称地区性•青年环境组织奉行非盈利原则，并且保持非政治、非政府的民间准则，认同、同意执行本宣言所载精神和条款，接受监督持续提高改进。
第二章：环境准则
8.我们确认环境问题是一个全球性复杂的系统性问题，环境保护涉及经济发展、社会治理、公平贸易、教育水平、贫穷等多方面因素，导致、认识、解决环境问题都将需要一个过程,在中国更是一个人口、资源与环境相协调适应的过程。
9.我们确认环境教育是青年接触、参与环境保护的基础性工作，从绿色学校、绿色大学、绿色社区到绿色课堂、绿色生产、绿色消费都需要我们的积极支持、参与并以身作则。
10.我们强调农村环境补偿机制及以社区为单位的环境保护是我们必须特别关注的重点领域，地域广阔的中国因各地区发展不平衡、城乡发展不平衡等容易导致潜在的环境不公平和破坏，而以社区为单位的环境保护直接关系社区居民的切身利益，是行之有效的切入点。
11.我们强调企业的行为必须履行环境保护和可持续发展的责任，包括因环境引发的公众安全、健康责任，企业还有责任采用各种渠道、方式按照ISO14000国际标准体系动员本企业员工及相关供货商、服务商的所有员工和管理者积极、亲身参与环境保护事业。
12.我们关注生物多样性的价值，意识到生物多样性对进化和保持生物圈的生命维持系统的重要性, 意识到生物多样性构成部分生态、遗传、社会、经济、科学、教育、文化、娱乐和美学价值,突出野生生物与森林的保护，突出旅游及开发必须强调物种保护。
13.我们关注水资源、水安全与公众利益的紧密结合，保护并节约使用淡水资源，特别突出要通过防止超采和减少污染保护地下水生态，保护母亲河及其他河流，合理开发水电，保护海洋生态并通过科技手段多利用海洋资源、海水资源。
14.我们关注保护土地资源，强调节约用地，减少、降低可持续污染物及各种化学品对土壤的危害，强调必须高度重视因生态环境恶化导致草原退化荒漠化、石漠化。
15.我们关注气候变化与人类延续的关系，必须逐渐降低排放含有碳、氮气体,积极支持清洁发展机制, 增加使用新能源和可再生的能源、二氧化碳固碳技术和有益于环境的先进的创新技术。
16.我们重视绿色记者监督下的公众参与环境保护事业，有良知和正义感的绿色记者、编辑通过翔实、生动语言告诉我们真实的环境现状、树立正确的环境舆论与道德，揭露、谴责破坏环境的罪恶行为，激发我们保护环境的决心，号召、动员公众为自身的环境而共同行动。
17.我们重视科学技术参与环境保护的重要意义和深远影响，合理的技术转移对于促进人类共同发展、国际间交流与合作和环境保护事业是必要的，我们鼓励积极的学习、研发、使用有利于环境保护和人类可持续发展先进技术。
18.我们呼吁现任、未来的任何领导都要尊重自然规律，切实履行环境责任，并采用严格的法律制度、经济措施、行政管理处罚破坏环境者，甚至追加巨额惩罚性罚款或赔偿金。
19.我们呼吁节约型生产、消费方式，倡导政府、企业各机构积极参与建立循环经济体系，全面拓展、支持“减量化、再利用、资源化”的人才、管理机制、方法、技术等。
20.我们呼吁世界各国坚持和平原则、稳妥开发核能、再次强调贫困与不公平贸易是导致环境恶化的重要原因。
21.我们呼吁世界各国领导者采取联合行动，为共同的决心团结起来，以拯救我们的地球、促进人类发展、实现普遍繁荣与和平，特别指出体育运动如奥运会能够促进国际交流和公众环境保护，强调国际交流应尽可能使用联合国各种工作语言，例如是中文。
第三章：机构治理
22.坚持学习、持续改进，必须结合本地区特色有效并广泛开展、推动本宣言序言所载各项宣言、决定等内容的学习与实践，依据序言内容的变更或增减及时调整。
23.青年自治、民主领导,必须制度明确保障实行管理的民主自治，任何公共议题尽可能采取自由推荐、多元参与方式，重要人员必须按照适当时间民主换届，变更应按照已确定制度执行并有记录可查，机构领导核心无论集体或个人应倾听基层声音，对机构的发展负有重大的不可推卸的领导责任，既允许有失误但也应明确引咎辞职制度和罢免程序，鼓励、支持因毕业或工作地点变动而继续积极参与环境保护事业，相应机构也须积极支持。
24.能力建设、社会支持，必须有效的开展有计划、有针对性、有资金保障的以促进青年环保参与者及青年环保领袖参与能力及个人成长的形式多样的活动，呼吁、鼓励并感谢各级政府、各种企业、社会机构采取实际行动积极支持青年参与环境保护的能力建设。
25.基金规划、财务公开，必须有意识逐步规划建立本地区财务平衡的青年环保基金，最好采取按照项目或工作需要制订并执行基金的预算、决算管理体系，应该有一定比例资金用于积极支持各高校学生社团、协会及个人开展形式多样的环保活动，基金使用高效、节俭，基金收支必须定期如实、详细公开，例如撰写、公开基金财务年度报告，接受捐资方及社会各界查询和监督。
26.权益维护，公平保障，必须特别强调尊重、维护广大青年环保者的热情和权益，侵犯、损害青年环保者权益的思想或行为需要及时主动道歉、改正，对于造成重大损害的需要公开谴责甚至联合抵制，我们应对环境保护同仁因意外伤害给予关注和共同救济，维护权益同时要切实平衡性别参与并保障尤其是女性的参与机制。
27.长期规划、年度报告，必须通过民主协商的方式制订长期发展规划, 规划体现为落实本宣言所载各项精神及内容制订详细、具体的方案，尤其要突出民主机制、人才培养、基金发展、监督与评估机制，长期发展规划可以通过年度报告、年度评估的方式得以确认、修改和逐步实现。
28.履行宣言，共同成长，宣言签署机构必须严格履行宣言所载各项精神与条款，尽最大诚意和努力在本地区内为青年环境社团、协会、个人提供无偿咨询与服务，在感受、实践社会责任的过程中促进环境保护与青年环保者自身学习及个人成长的有机统一。
本宣言呼吁联合国、联合国环境规划理事会及中国政府在中国大陆举办世界青年大会或关爱国际青年大会（Tunza），并协调各种资源促进联合国、联合国环境规划署及其他联合国相关机构制定、出台与青年相关的政策、文件时，应切实重视中国青年的参与程度与权益，我们特别强调中文是联合国六种日常工作语言，中文信息能够有效促进中国青年便于获得更多的相关信息和参与相关进程。
本宣言呼吁各国各级政府、各种企业及国际、国内各机构在举办任何环境会议时，应充分考虑到青年的实质性参与，为支持我们的参与提供适当的免费的服务，尤其是应有一定比例的免除参会费并提供适当的交通补助的名额；我们青年应该充分重视各种渠道、形式表达我们对世界环境的关注、参与及责任，我们应团结互助、公开平等的获取参与机会。
中国的环境保护既是全球性问题，又因自身发展阶段的复杂性、广泛性也为全球环境保护提供可借鉴经验。中国作为一个负责的大国，我们赞赏我们的政府在环境保护工作中的各种努力；中国青年是中国的未来，我们也必须履行全球性责任和义务，我们的爱我们的行动与您同在，中国——地球母亲。
本宣言授权成立德明理事会得以日常具体解释、推动贯彻执行、协调监督评估本宣言所载精神和条款。相关信息请登陆 www.dqqh.org （中文）、www.ryeo.org(外文) 网站。
本宣言于 2006•杭州——第三届中国（大陆）地区性•青年环境组织发展论坛得以确认，所载精神与条款可于每年召开的中国（大陆）地区性•青年环境组织发展论坛得以修改、监督和评估。
China(mailand)regional development forum for the youth enviroment protection orgnazation - deming declaration
Preclude
In the second clause of the first item of the document "The decisions of implementing scientific development concept and strenghing eviroment protection made by the state council of THE PRC" says as followings : We're still facing grave challenges in the field of enviroment protection .Despite progressed have been made,the task of enviroment protection is still urgent and pressing .The enviroment is overburdened by the emission of main pollution ,the rivers goning through the urban areas seriously polluted,the quality of air getting worse ,acid rain becoming frequent ,sustainable organnic pollutes emerging ,the are of polluted soil expanding ,pollution fo coastal areas getting more serious ,secutity conerns over nuclear radiation still existing.Meanwhile ,the detoriation of ecological system is more stringent and the loss of soil is increasing,stony deserts and pasture loss accerating ,the species decreasing and the function of eco-system is damaged .
Reviewing the achivements made in the course of enviroment protection over the past 30ys can be summed up as followings :From the signing of declaration of "human's enviroment" "the declaration fo enviroment and development ""the declaration of sustaninable develop "to "UN cinvention of desert provention and treatment ""the convention of biological diversity"" UN convention of climate changing framwork".Reviewing "the action guideline of world you th to the year 2000 and aftermath"(the 50/81 resolution of UN meeting "),it stesss the significance of mobilizing and sopporting the youth for their participation of the enviroment protection work .Of which from the paragraph 64 to 72,it also emphsizes that the youth are encouraged to be involved in the social life and it decion-making .
We carry forward the spirits reflecting in the following documents :"on promoting the youth for the participation in the strategy of enviroment protection made by the council of UNEPB","the decision of implementing scientific development concept and strenthening the work of enviroment protectiong (EP) made by the SC(state council )of the PRC","French charter of eviroment " "charter of the earth ""all the themes for world enviroment day and earth day " "the youth declaration to the convention of biological diversity " "our climate ,our chanlenges and our future-Monterial international youth declaration of 2005"
We attach great importance to the influnce of traditional culture on the youth leaders of enviroment org(oranazation),such as "daode jing "written by LAOZI ,"serving for the people"by maozedong.We also take into consideration of the history of enviroment development ,features of different periods and the planing the future to formulate self-dicinplin standers and enviroment action declaration for the mainland regional youth enviroment org- DEming declaration .
CH1 Basic Principles
1 The definition of "regional "refers to the cooperation based on the narural areas with the youth as the pinciple p;ayers voluntarilyo.They can self-govern the org aiming at committing to the enviroment protection cause through coordinating and sharing all resources .
2 "The natural area "refers to the existing natural area city or established action network for some specified enviroment issue .
3"The youth "refers tho the people aging from 13 to 31,except it ,there shall be no distinctions among their races ,color of skins,gender,religion belives ,id,social position and so on .
4 This declaration stresses that the youth are the core of the main players ,property rights,represents of leaders ,decision-making .The clauses such as,the democratic self-governing,participating in the decision-making ,exemp of relevant duties.
5 "The enviroment protection "refers to take enviroment protection and sustainable development as the marjor aim of significant working area.The substantive activities for the inquiry and acknowlegments by the youth have been carried out.
6 The regional org must be subject to the Constitution and some related laws of China and under this precondition they can conduct various activities .
7 The org adopt non-profit principles and keep the codes of non-political and non-goverment.We confirm and implement the clauses and spirits of this declaration under the supervision and improvements .
8 We admit that the enviroment issue is a globally complex and systematic issue which bears on many factors such as economic development,social governing ,fair trade,education,poverty and so on .It takes long time to recognize and resolve the issue, in China its more of an issue of coordination bettween population ,resources and enviroment .
9 We admit that enviroment education is the basis for the youth.It needs our active supports,participation and setting as an example in the work from Green school ,green community to green classroom.
10 We stress that our particular concers go to the rural area compensation system and enviroment protection with the community as a unit.Because in our vast territory,the imbalanced development in regions especially bettween rural and urban areas have led to the unparity and deteriotation of the enviroment,and the enviroment protection of the community is in the direct interst of the residents and should be taken as a feasible starting point.
11 We stress that enterprises must implement their responsibilities to protect enviroment and sustainable development including :public security ,health resposibility led by pollution ,they also should adopt all chanals and means to mobilize their suppliers and employees to participate the enviroment protection actively in accordance with ISO14000 international standars .
12 We pay attention to the significance of biological diversity,realizing the importance of maintaining its diversit on evolution and sustaining life sustaining system of the biology circle.The biological diversity is means a great deal to the economy ,education and culture.
13 We attach it importance to integrate water resources ,water security with public interest .We advocate the protection and conservance of drinking water, protecting our mother river-yellow river,and others.Resonably explore water and maritime ecology and sea resources through technical means.
14 We attatch it importance to the protection of land resources .We advocate conserving land and reducing the damage of chemical products on the soil .We are of great concern to loss of pastures ,increasing karst areas and stony deserts caused by ecological deteriotation.
15 We attatch it importance to the relation between climate changes and human sustainable development ,we must manage to reduce the emission of carbon .We support the clean development mechanisms and application of new energies and renewable resources .carbon sequestration tech and other innovation tech favorible to the enviroment .
16 We attatch it importance to the public participation of enviroment protection under the supervision of green journalists.The green journalists who have the concience and sence of just tell us the real status-quo of enviroment and set up correct pulic opinions ,disclose and condemn the evil actions of deterioating enviroment to stimulate our enviroment protection decision to call for and mobilize the publi to make jonit efforts for it .
17 We attach it great importance to the significance and far-reaching influnce of the tech in the enviroment protection.That reasonable tech transfer is essential to promote common human development ,international exchange and cooperation.We encourage the active study ,R&D,and application which would be in the favor of enviroment protection .
18 We appeal the present and future leaders to respect the rule of nature,adopt strict laws ,economic measures ,administive management to punish enviroment damagers or even impose heavy fines on them .
19 We support resource-saving manners of production and consumption ,the active participation of goverments and enterprises and establishments of circular ecological system .We also support the mechanism for the talents and management of "quatity reduction ,reutilization and resource-oriented"
20 We hope all the countries to stick to the peaceful principles and develop the nuclear energy in a steady and appropriate means .Here we stress that again poverty and unfair trade are the main root of enviroment deterioation.
21 We ask the world leaders to take joint efforts to save our earth and promote human development and realize the universal prosperity and peace ,esp the sports events such as the olympics could promote international exchanges in the enviroment protection.
CH 3
22 Keep on studying and self-improving .We must extensively conduct and promote the practice of the declaration in accordance with regional conditions and make ajustment for the declaration.
23 Self-governed by the youth ,lead in democratic means ,managed democratic self-governing must be ensured in the mechanism.
24 Capacity building and social support.Various activities aiming at stimulating the youth to participate in the enviroment protection and leading ability cultivating must be carried out in plans and with certain focuses.We appreciate the sustantive actions made by various levels of goverments in supporting the capacity building of the youth .
25 Fund planning and finance being public.We must plan to build enviroment fund with balanced finance in the region .The buget and clearing management system must be set up in accordance with the needs of the projects ,and certain portions of the capitals shall be used to support the groups and associations in higher schools to carry out variou enviroment protection activities.We must ensure the high efficiency use of the fund ,make it open to the public and exposed to the supervision and inqury .
26 Rights protection and gender guarantee.The ensusiam and rights of the youth must be respected and safeguarded ,any violation of the youth protectioners must be corrected timly,seriou damages caused by this must be subject to public condeming .
27 Long-term planing and annual report.We must formulate the long-term development planing through consulatation and reflect the spirit of this declaration .
28 Implementing declaration and develop together .The institutions of the signing parts must stictly implement the declaration .We will try our utmost efforts to provide free services for the youth org .
This declaration appeal to the UN ,the UNEPC and Chinese goverment and Tunza to coordinate and formulate related policies for the youth .We should pay great attention to the participation and rights of Chinese youth in enviroment protection .
This declaration points out all the orgs should take full consideration of the participation of the youth when holding enviroment-related meetings.And we,the youth,should also express our concerns and responsibilitis in that.
The enviroment protection of China is having ties with the global one ,for its extensiveness and complexty ,it can also provide experience for other parts of the world.As a responsible big country ,we will honor our duties to protect our China and our earth .

This declaration is confirmed by the third session of the forum of youth enviroment development shangzhou 2006,and the clauses and the related can be revised and evaluated in the future annual meetings .

1、二-13可以考虑加入关注地下水生态破坏，包括超采和污染两方面
2、二-20仅限于核能有些不妥，可以考虑改为新能源，另外核能的全面应用还有待评估
3、三-26单独提出性别保障有些不妥，可以考虑改为公平保障，不局限于性别
南京大学的朋友也提出要求专门列出核的问题，并建议18条语气调整，严厉换为严格，巨额改为适当 |
