地区理事会关于自然之友严重侵犯、损害大陆环境青年权益的声明及至社会各NGO公开信

自然之友的各位朋友：

很抱歉再次打扰大家，尽管我也很遗憾。

一个成熟的组织应该是一个有诚信的组织，所以我要讲信誉，讲承诺。

贵机构聘用的总干事薛野曾经自己表达了一些关于自然之友在东北亚会议方面的意见，并表示将于2005年9月12日给出自然之友的正式答复，但是我们目前没有看到，不知道具体哪里出了问题？

相关信息我也在前期发给自然之友，不知道自然之友如何思考的；2005年9月11日，我也通过短信询问过薛野，但是也没有得到任何答复，我对此的确很疑惑。

如果薛野先生不能代表自然之友，至少该同志目前没有信守自己的承诺，我很想知道到底谁能够代表自然之友，到底自然之友什么时候愿意就这个问题给出组织的答复呢？或者自然之友明确表态，认为自己没有任何错误或者失误，不需要道歉，这也是一个结论。

顺便说一下，如果说三联书店的总经理被换了，是薛野先生的策略与作品，那我想中国初级卫生保健基金会的秘书长也被换了，也可以算是一个小小的作品，其间的问题要比三联书店复杂得多；没有人搞敌对，也没有人故意如何，我很愿意讨论事实，并交流意见，薛野先生在这个问题上或许远没有我想的那么有民主精神，至少他并没有就自己做出的承诺承担责任，即使是一个自己承诺期限内信息公开的责任，实在遗憾。薛野先生您应该懂得这个基本的道理吧？我错看了您。





2005年8月26日，自然之友总干事薛野与德明理事会成员就“东北亚会议“一事进行协商，通报并备案如下：

两人在本着互相理解、坦诚沟通、交换意见，经过长达四个多小时的交流有如下结论：

自然之友总干事薛野先生坦诚倾听、理性分析、沉着应对，最后希望代表个人表达并转告大家如下观点（大概意思概括）：

1自然之友积极组织筹备东北亚会议，用心良苦，工作繁多，绝无任何私心，因为不足产生一些问题，他个人先表示歉意；
2自然之友对于绿石同学（戎丽娟）没能与会东北亚会议，表示遗憾，希望双方本着友好合作基础，继续深入扩大合作；
3自然之友绝无”自大”心理，面对任何人、任何组织提的建议与批评，都愿意虚心倾听，积极反思，不断成长；
4他认为东北亚会议可以有更好的结果，需要总结与反思才能最后定论，具体时间在2005年9月12日前，自然之友给出正式答复；
5他认为任何参与签名的组织与个人都是积极参与环境保护的同仁，他相信未来大家可以更好的交流与合作，也欢迎大家给自然之友提供宝贵意见与建议；
6他认为自然之友关于10月份的印度世界青年会议的名额问题，因历史原因、现实原因等等，不能肯定最后的结果；
7他认为自然之友的确存在交流滞后的问题，期待有效的交流与改进；


德明理事会成员的观点如下：
1公开道歉是极其重要的，公开程度与方式不限，道歉的措辞可以较为自由；
2世界青年大会的名额尽力争取，但是理解现实可能存在的种种困难；
3在基于以上两点基础上，德明理事会有义务采取相应措施为自然之友挽回名誉损失并广泛开展合作；

4德明理事会成员黄真平因言辞较激烈，用词不恰当，导致双方交流产生障碍，也向自然之友和理事会同仁表达真诚的歉意；
5德明理事会的行为确有缺乏理性一面，主要是由于部分人员冒进导致，在此也向自然之友表达歉意；

双方还就德明理事会建立背景、合法基础、以及未来发展交流了想法，薛先生还积极表态愿意以观察员身份参与第三届地区发展研讨会的交流。



仅此备案,薛先生如没有异议，不知公开妥否。

我最后一次建议自然之友重视这个事情，我也不再预先和自然之有打招呼，如果必要我将有计划的采取措施来做相关事情；

我前天看到一本自然之友的会员名单，如果自然之友还是应付，或者类似薛先生这样有空头承诺，我愿意出资将这个事情有德明理事会整理，发送给自然之友的所有会员，尤其是年龄在31岁以下的朋友，更包括那些仍然在学校的朋友，只要是事实，都可以公开，而不仅仅是这么一个事情；


我不需要去做一个领导者，我就是一个组织者、参与者，一个愿意为自己追去的价值不管大还是小而坚持不懈，哪怕同归于尽；

你好！由于有关工作人员近日工作极为繁忙，延迟回复一日，见谅。

8月26日自然之友总干事薛野与你见面沟通，以及张赫赫等同事赴内蒙出差回到北京之后，自然之友对东北亚青年网络项目的工作进行总结回顾，并反思自己在其中所起的作用。对于你在26日提出的疑问，自然之友的正式回应如下：

正如此前已经表达过的，自然之友重申：对未能按计划参加首届东北亚青年网络会议的绿石代表，我们非常遗憾。这位代表未能成行的原因在之前的公开信中已经说明，这里不再重复。

下面，让我们回到一些具体的问题上：

首先，有必要再次说明一个最基本的概念：“东北亚青年环境网络”。因为其实这个概念是人关注的核心，不论是争执某个具体的代表是否成行，还是评价成员和程序的合法性，这个网络本身是关注的核心。而对这个概念的任何误解，可能导致不必要的紧张。网络，不是一种管理体制，也不是一个机构，它不具备任何官方权威的性质。网络创立者的本意，是鼓励中国、日本、蒙古和韩国四个国家更多青年人和青年人组织和亚太地区其他区域性青年网络团结起来，遵循可持续发展的原则，采取行动保护环境。（原文见“NEAYEN

Manual”）。网络是以开放的方式渐进形成的，今后也将以开放的方式发展，任何符合条件的个人或组织都可以自愿加入。网络的成长进程，很大程度上取决于参与者的主动和创意。

一个地区网络的首位召集人，必然地要承担起促成本地区网络运行的责任。在本次东北亚会议的组织工作中，自然之友一直按照公开、平等的原则履行其召集人的责任。此中不存在有些人臆断的徇私舞弊、内定代表等情况。在遇到操作中的各种困难时（例如绿石代表的参会问题），自然之友没有放弃过任何可能的尝试。

做为召集人，有权、也有责任根据实际的资源、条件决定恰当的组织方式。
由于自然之友能力和资源所限，在紧张的时间压力下，在没有专项资金、没有专职人员的情况下，我们组织参会的方式――网站和电子邮件发布信息、自愿报名加上主动联系，而非全国性大选拔――是基于现实的理性选择。我们相信本次成行的八家机构所派出的都是合适而优秀的代表，但我们知道八个名额不可能包括全国所有合适而优秀的人选，这也是我们非常遗憾的。

同时，我们很清楚，我们的工作有很多可以改进的方面，对于这些不足之处，我们愿努力改进。希望所有关心我们工作、关心我们成长的人们给予理解和支持。

此外，你个人以及其他一些人士关注的即将赴印度参加国际青年大会的代表已经在本次韩国的会议上，依据会议规则和程序，从参会代表中产生。东北亚青年网络没有授权给自然之友或其他任何组织在中国另行选拔或选举赴印度参会代表的权限。

目前，自然之友与本网络相关的工作重点放在把会议信息和更多青年人分享，成立本国别地区青年环境网络的筹备委员会，以期在较广泛沟通的基础上共同制定本区域青年网络未来的运作规范和行动计划。你和其他所有关心此事的人士所提出的任何建设性意见，我们都将欢迎。

最后，借此机会，我们邀请所有对东北亚青年网络工作感兴趣的人士利用各种机会，与赴韩国参会的各位代表、自然之友工作人员进行沟通和交流。直接交流，是了解事情的最好方式。

自然之友个别朋友回信的语气与措辞，尤其是面对一个踏实努力工作的朋友，实在让我无法激动而反击，尽管我个人不完全接受自然之友的这个结论，或许大家都很努力，但是总是有一些遗憾吧。

特别感谢长期以来大家的关注，特别感谢自然之友个别人员的耐心回复，特别感谢青年朋友的努力与参与，特别感谢个别好友的鼓励与鼎力支持。

Howdy!

Because the relevant staff member works extremely busily recently, we have taken delay of one day to reply , forgive us PLS.

On August 26 ,Mr. Xue Ye,the Director of the FON ,had meeted and communicated with you.And, after the collegues such as Zhang Hehe went on errands and returned to Peking , the FON are carring on the summary and review to the work of the northeast asia youth network items, and introspect its function of the work.

For your question put forward on 26, the formal response of the FON is as follows:

As already expressed before, the FON reiterate:

We take it as a pity that the representative of GREEN-STONE could not attend the NEAYEN conference.

The reason that this representative could not take part in the conference has already explained in previous open letter, we no longer repeats it here.

Underneath, let us return to some concrete problems:

First, there is some necessity to explain the most basic concept again:

\" The NEAYEN\".

Because in fact this concept is the core the people taking attention to, no matter that we argue whether a certain and concrete representative can attend the conference or not, or evaluate the legitimacy of the member and procedure, this network is the core concerned.

And any misunderstanding of this concept, may cause the otiose strain.

Network, is not a kind of management system, neither is an organization, it does not have any property of official authority.

The original meaning of the network founder is to encourage more youths ,youth organizations of the four nations:China, Japan, Mongolia and Korea and other regional youth network in the Pacific Asia to solidify together, and take actions of the environmental protection according to the principle of sustainable development.

The network was formed gradually in liberal way, and from now on will develop in the same way, any one or organizations who accord with the qualification can join it voluntarily.

The growth progress of the network, is mostly depended on the initiativity and creativity of the participants.

The first convener of a network of region, should undertake the responsibility to promote the  native area network's movement consequentially.

In the organization of this NEAYEN conference, the FON implements the responsibility of its convener all the time according to the public, equal principle.

There didn’t exist the circumstance of  fraudulent and favouritism practice,assigning the representatives internnally etc. which some one assumed.

While meet various difficulty in operation (such as the GREEN-STONE representative’s problem of attending the conference  ), the FON did not give up any possible trial.

As the convener, we have the power and also have the responsibility to choose the fitting organization method according to the actual resources and conditions.

Because of the FON’s ability and resourceses, and under the nervous time pressure, under the condition of having no particular fund, having no full-time personnel, we organize the conference in three ways: website, E-mails to release the information , and the active contacting, rather than the national election .It is the reasonableness choice according to the fact.

We believe that the representatives from the eight organizations are all proper and excellent representative, but we know that it is impossible for eight quotas could contain all the proper and excellent candidates of whole country.This is also a pity.

At the same time, we are very clear, our work contains a lot of spects that could be improved.And  we wish to work hard to improve these shortages.

We hope that all the people who care about our work and growth can comprehend and support us.

In addition, this Korea Conference had given birth to the representatives to attend the international youth conferenc according to the conferenc regular and procedure from the representatives who attended the conference, which you and some other persons paying attention to.

The NEAYEN conference did not authorize the FON or other organizations to elect or vote the representatives to attend the India Conference in China.

Currently, the FON is paying more attention to share the meeting informations with more yourths,and establish the preparation committee of the country regional youth environmental network,  expecting to jointly make the local youth network operation norm and actibity plan in future on the basic of the extensive communication.

We will welcome any constructive opinions put forward by you and all of the personages concerning this matter,.

Finally, with this opportunity, we invite all of the people who are interested in the NEAYEN conference work to communitcate and exchange with the representatives attended the Korea Conferenc and the missionary of FON through kinds of chances.

Direct exchange is best way to understands the affair.

与薛野先生交流内容译稿如下：

On August 26 in 2005, the DEMING Council members and Mr. Xue, the Director of FON carried on the consultation for problem of NEAYEN conference, now notifying and keeping on record also as follows:

The two of us exchanged for more than four hour then reached to a conclusion as follows on the basic of mutual understanding, candid and kind communication.

Mr. Xue, the Director of FON listened open-heartedly, analysised reasonably , and coped with it calmly and steadily ,then finally hoped to represent himself to express and turn to tell everyone the points of view as follows ( with the main meaning generalized)

1  the FON organized and prepared and planned the NEAYEN conference actively hardly, taking numerous jobs. There was in no way any selfishness, he apologied firstly for the problems caused by the shortage;

2  the FON regreted for that Rong Lijuan could not attend the NEAYEN conference,who came from GREEN-STONE, and hope that the both sides continue to coorperate thoroughly and extensionally on the foundation of the friendly cooperating;

3  the FON didn’t take any \" arrogance\" mentality, and would like to the open mind listen to any suggestion and criticis of anyone ,any organiazation, introspect actively, then grow up continuously;

4 he thouht that the NEAYEN conference could have the better result, but need to summerize and introspect to get hard conclusion.The concrete time is before September 12 in 2005, when the FON will give a formal reply;

5 he thought that anyone and any organization that participated the signature activity is the  active colleague of the environmental protection. He believes that everyone can exchange and cooperate better in the future, and welcome anyone’s precious opinion and suggestions to the FON;

6 he thought that the quota of the world youth conference held in October in India, can't be affirmed finally because of the history reason, realistic reason etc.;

7 he thought that the FON really took the lag in exchanging , and expected the valid exchanges and improvements;



The standpoints of the DEMING Council members are as follows:

1 the public pology is very important, of which the public degree and ways are unlimited, the apologetic words can be free;

2 we make an effort to gain the quota of the youth conferences of world, but we also understand that various difficulties may actually exist;

3 according to the two points above, the DEMING Council contain duty to adopt the correspond measure for the FON to save the reputation loss and carry on cooperation extensively;

4 Huang Zhenping, the DEMING Council member, who is too fury to express his ideas using some unfelicitous phrase and caused the obstacle of communication between both parties,  apologise sinceritily towards the FON colleague and the DEMING Council members;

5  behaviors of the DEMING Council indeed lacked of rationality, it mainly is because of some rash personnels.Thus the Council apologise towards the FON as well;

The both sides exchanged the viewpoints of establishment background of DEMING Council, legal foundation, and future development, Mr.Xue still declares actively that he would like to take part in the exchanges of the third regional development seminar as an inspector.

Record is kept on only this and no more, if Mr.Xue did not have objection, I wonder whether it could be publicised.If not,please inform us.And we will annouce it towards everyone on Wednesday,the 30th of this month.
