About Luo Rui
Rui Luo has gained the bachelor degree both in environmental scienc and economics in Peking University (PKU). Now he is the master candidate in college of environmental sciences and engineering, PKU. Since 2004 he participated several programs and projects that were mainly related to climate change issues. His got his undergraduate Independent research fellowship in 2003, with the subject of “industrial structure change and associated carbon dioxide emission in China”, he estimated the regional GHG emissions from fossil fuel consumption since 1990 in terms of the spatial distribution. At present he is focusing on regional emission trading scheme and the institutional structure of climate exchange in China.
Rui was the main analyst and the report writer for Sino-Italian program on Greenhouse gases inventory of Lanzhou city. He continued to participate to another Suzhou air pollution inventory program in the same institute after November, 2006. Since July 2007, Rui worked part-time in a carbon-trading company whose major business is to work with several biggest compliance buyers in Europe and to develop carbon reduction projects in China. He was responsible various types of tasks in terms of assessing carbon projects, following the recent climate policy, and assisting to contract negotiation. He also did research report on voluntary carbon market developed voluntary carbon projects for company’s clients.
Rui went to Colombia, South America for a two months internship of researching assistant in University of Magdalena de Santa Marta in summer 2006. He was invited as Chinese youth delegation to T鋖lberg forum 2007 in Sweden, which the first time in the forum history there were Chinese students participating. He joined the global governance of climate change track and co-hosted China-youth session. He was the member of China youth advisor board of Tallberg forum now. Followed Sweden T鋖lberg, Rui went with other seven China NGO delegation to visit research institute, government parliament and NGOs in Berlin and Bonn, including UNFCCC headquarter, exchanging ideas of future climate regime also planning to corporation. Rui was the Chinese NGO delegation to Bali UNFCCC climate conference and kept updates on the progress and discussion on carbon finance and carbon market.
From 11th March to 27th March, being as the only one Chinese student Rui was selected to two-weeks Antarctica journey with the British polar explorer, Robert Swan, OBE’s “Inspire Antarctica Expedition-leadership on the edge”. All the way of expedition, Rui experienced the implementation of the E-base that the first building sustained by renewable energy in Antarctica, and witnessed the first-hand evidences of the accelerating impacts of global climate change. Rui will work with Robert Swan and his “2041” to select a team of students for next year’s Antarctica Expedition and E-base full year operation project.
Rui also has been working actively in the network of environmental students’ groups. He is the co-founder of CDM club, a research-based student association interested in climate change issues. In September of 2007, CDM club joint with other six student organizations and networks to form the first national level youth climate change network-China Youth Climate Action Network, which the education and campus-energy audit are the two main focuses with a sharing leadership mechanism that could inspire Chinese college students to engage their own campus/community environmental protection programs. Rui now is the program advisor of CYCAN. |
