WWF, the global conservation organization that has been working in China for 27 years, is looking for a highly skilled professional to be a Programme Officer for WWF China Harbin Office to be based in Harbin, Heilongjiang Province.
This position will report to the Head of Harbin Office and cooperate with staff from related departments and programme officers within WWF CPO.


Programme Officer - Harbin Office
Major Functions:

Develop & implement AHEC fresh water programme in terms of long-term, mid-term and annual work plans;
Study fresh water related laws, regulations, policies both in China and abroad (esp. neighboring countries Russia and Mongolia) to provide suggestions for Harbin Office;
Study Integrated River Basin Management (IRBM) knowledge and put it into consideration for demonstration;
Build and maintain the strategic and cooperative relationship with key stakeholders for the benefit of AHEC programme;
Abide by the principle of Harbin Office: to unite office staffs and work coordinately, cooperatively and actively; try best to fulfill assigned tasks within agreed deadline; report to Head and communicate with office staffs about the progress of assigned tasks, experiences, difficulties, problems for sharing and programme control.
Major Duties and Responsibilities:
For the better implementation of annual work plan, a coordination plan dealing with partners and potential stakeholders would be developed, a project (contract) management plan would be developed with the help of office assistant and M&E official;
A communication plan of fresh water programme would be designed with targets and practical campaigns;
Select third party and prepare contracts for fresh water programme and monitor the contract implementation progress;
Communicate with fresh water teams in Beijing and Donor countries, cooperate with fresh water teams in WWF RFE and WWF Mongolia Programme Office on fresh water conservation;
Provide materials and documents for training, newsletters, progress report and so on, and do presentations accordingly as demanded;
Find emerging opportunities for intervention and fund-raising;
Integrate fresh water outputs with other programme achievements
Perform other tasks assigned by Head of Harbin Office
Qualifications Required:
Should have 10 years working experience in fresh water conservation with bachelor degree in ecology or hydrobiology or hydrology;
Or could be Doctor degree graduate in ecology or hydrobiology or hydrology with working experience or having experience in doing international projects under tutor guidance;
Should have a high degree of personal integrity and commitment to conservation;
With good reading and speaking-- English and Mandarin Chinese skills;
Should have good and experienced coordination and communication and presentation skills;
Should be a teamwork player and partnership developer in daily work.
