Dear Li Rong,
I am pleased to officially inform you that Pacific Environment is awarding a grant in the sum of $3,000 U.S. dollars to Hainan Green Sunshine for work on coral conservation as described in your proposal and in keeping with the following budget.

Pacific Environment is a non-profit, non-commercial organization registered in the United States with a 501c3 (tax-exempt) status. This grant is a charitable donation that can be used only for the purpose of protecting the environment or increasing the capacity of your organization. The grant cannot be used for lobbying or political purposes.
By signing this agreement, you are confirming the following:
Your organization is the equivalent of a non-profit organization according to the laws and regulations of the United States. [/li]As is so with Pacific Environment, your organization will use the funds for public, charitable activities, and will not receive nor plans to receive personal gain from the use of these funds. These funds will only be used for their indicated purpose, and will not be used to make a profit in any form. [/li]The results of the completed project are for the benefit of the public. Pacific Environment has no claim on these results. [/li]As is so with Pacific Environment, your organization will not use these funds for lobbying or support of political activities. [/li]Your organization will seek Pacific Environment’s approval in advance before making changes to project plans or project completion dates, and will inform us about any situations that could prevent your successful completion of the project. [/li]Your organization must provide Pacific Environment written reports in Chinese or English: midterm reports (financial and narrative) by November 15, 2007, and final reports (financial and narrative) by February 15, 2008. These reports should include information about the progress toward accomplishing the project’s goals as well as the problems that could prevent your success. Your reports must be submitted via email to Daniela Salaverry at dsalaverry@pacificenvironment.org. The grant will be given in two installments $1500 and $1500. The second installment will be sent after we receive and approve the midterm reports. Your organization takes responsibility for bank fees, including fees for the wire transfer. Please note: These funds will be wired to Wen Bo for distribution to your group. [/li]Your organization must comply with relevant Chinese laws throughout the course of the project, and takes full responsibility for any violation of Chinese law. The grant funds cannot be used to pay fines or other penalties assigned to your organization. [/li]Your organization bears responsibility for the authenticity of the information contained in your project’s financial documentation. Pacific Environment retains the right to request additional documentation for the purposes of a financial audit.[/li] 9. Within the previously approved budget, you can redistribute the project’s budget line item amounts as long as these changes do not exceed 10% of the overall sum of the grant. Otherwise, Pacific Environment must give prior written agreement for redistribution of the budget. To do this, send Pacific Environment a letter requesting approval for the changes to the budget. The changes will go into effect after you receive a letter from Pacific Environment confirming approval. The letter will be considered an addendum to this agreement.
10. If reports are not received or are of insufficient quality, or funds have been used improperly, or this agreement is otherwise violated, Pacific Environment retains the right to cancel this agreement and demand the return of unused funds.
11. At the end of the project Pacific Environment will send your organization a closing letter. This letter signifies that we approve your project’s results and confirm that the funds were used correctly. This letter does not qualify as a claim on the results of the project.
12. Your organization will retain all financial documentation related to the expenditures of the grant funds, and if necessary, will provide Pacific Environment staff access to it.
13. All publications of the grant recipient are the property of the grant recipient. We ask your organization to send Pacific Environment a few copies of any related publications, as an addendum to the project report.
14. When you make reference to your organization’s sources of funding, you can cite Pacific Environment.
15. We ask if you produce written publications with this support, that you indicate that the publication was supported by Pacific Environment. This is required in order to verify that the grant funds are being used appropriately, and does not constitute an advertisement for Pacific Environment.
16. Since we are often asked to talk about our work in China and other parts of the Pacific Rim, we ask you to regularly send us news about your work. We also ask you to send us articles and information about your work that come out in the media, including videos, publications and especially photographs.
17. If any part of this agreement is unclear to you, please request a translation.
To confirm your organization’s acceptance of the terms of this grant, please sign and return a copy of this letter via email to dsalaverry@pacificenvironment.org. This document serves as an agreement for a monetary grant to be used for the purposes of completing a project in the public interest. The first installment of funds will only be transferred after receipt of this letter with your signature.
