Winrock International is an international nonprofit organization that works with people around the world to increase economic opportunity, sustain natural resources, and protect the environment. Winrock has opened an office in Chengdu, Sichuan Province to manage a three-year Sustainable Tibetan Communities program in Ganzi Tibetan Autonomous Prefecture, funded by USAID. The program aims to strengthen Tibetan communities’ capacity for meeting their socio-economic needs while conserving the environment and preserving their cultural heritage.
The Sustainable Tibetan Communities program operates through 1) Core Components of income generation, environmental conservation and cultural preservation, and 2) A Sub-Grant Component. The Sub-Grant Component provides additional assistance towards the program objectives through grants to US-based and local Tibetan organizations.
We are recruiting one full-time staff positions reporting to the Project Director. Salaries will be commensurate with experience, at a competitive rate within the Chinese nonprofit sector.
Deputy Project Director
We are seeking a dynamic individual committed to the development of Tibetan communities to support the Project Director in program management and to oversee the technical components. This position offers significant opportunities for career advancement. It is open to Chinese citizens who are fluent in Tibetan, Chinese and English. Position effectiveNov. 1, 2007, based in KangDing, Ganzi Prefecture, Sichuan Province.
Responsibilities:
Represent the program to Provincial, Prefectural and County level government, liaise and negotiate with officials as needed.
Oversee technical components of the three project components with an emphasis on income generation.
Assist with monitoring and evaluation, work plans, drafting TOR for consultants and reporting requirements.
Assist with management and coordination of program staff.
Requirements
Master’s degree in International Development, Economics or other relevant field. PhD preferred.
Substantial experience working in development in Tibetan regions of China.
Understanding and experience of International NGO methodology in program planning and implementation, reporting, monitoring and evaluation.
Demonstrated management experience.
Experience working with government organizations, preferably in Sichuan Province.
Strong networking and relationship-building skills.
Good command of Tibetan, Chinese and English required.
Computer skills - MS Word, Excel, Outlook, Internet required.
