Description
ISC's China representative will develop and oversee multiple environmental and energy efficiency projects in China —with an initial focus on Guangdong Province. The country representative will represent ISC at senior-level meetings with Chinese and local government officials, donors, partners, and other key stakeholders. The representative will be responsible for establishing and leading ISC offices, raising ISC's profile, and fundraising and oversight of ISC's program activities in China.
Organization Description
Founded in 1991, ISC is as an independent non-profit organization that is in the business of unleashing the power of people to transform their communities. With its headquarters in Montpelier, Vermont, and offices in Ukraine, Macedonia, Serbia and Washington, DC, ISC has an international staff of approximately 75 people. Our approach ensures solutions emerge from within the community, rather than being imposed from the outside. By combining technical expertise and leadership training with strategic investments in local organizations, we are sparking creative solutions and lasting change. We have managed more than 66 projects in 18 countries. Our current projects in Guangdong include a training program on environmental management for government officials and small, medium enterprises; a community-based energy efficiency program; and an education for sustainable development project focused on elementary and middle schools.
Environmental Management Training for Small, Medium Enterprises (SMEs) and Government Officials
With funding from the GE Foundation, ISC will strengthen on-going environmental management training capacity in Guangdong for government and business. The goal of the project is improve environmental management practices among Small and Medium Enterprises (SMEs) and to increase their compliance with Chinese laws and regulations.
Community-based Energy Efficiency Project
ISC will competitively select two municipalities in Guangdong to demonstrate practical approaches to energy efficiency (public facilities, SMEs, and residential), creative financing solutions, and public awareness and engagement techniques. The project design is based on lessons learned from ISC's highly successful Star Community Initiative in Russia.
Education for Sustainable Development
ISC's project will strengthen understanding of sustainable development concepts and practices among school-age children in Guangdong. Based on experience developing similar projects in seven other countries—including the United States and Japan, ISC and its partner Shelburne Farms are designing a project that strengthens teacher training and curriculum development, and enhances existing programs and activities.
Responsibilities
Program Development and Representation
[li]Identify and develop program opportunities consistent with ISC's mission and experience. [/li][li]Design projects and raise funding to support their successful implementation. [/li][li]Regularly attend public events, and use public information networks and media to increase awareness of ISC projects and promote project work. [/li][li]Identify and establish links with key contacts, partners, and initiatives in China. [/li][li]Represent ISC to other organizations, donors, partners, government agencies, individuals and others interested in or involved in ISC's work. [/li][li]Actively seek to enhance ISC's profile and reputation in China.[/li] Management Oversight
[li]Ensure all projects are well managed, cost effective, and exceed expectations. [/li][li]Coordinate project activities so that they mutually re-enforce each other and fit within a coherent program of activity. [/li][li]Ensure excellent communication with important stakeholders including Chinese government officials. [/li][li]Coordinate closely and communicate regularly with project partners ensuring their active understanding and engagement in all phases of the project. [/li][li]Ensure excellent reporting of project results. [/li][li]Supervise project staff.[/li] Financial Management
[li]Develop and revise annual project budgets. [/li][li]Monitor expenditures to maximize effective use of project resources. [/li][li]Follow ISC financial and administrative policies and procedures. [/li][li]Ensure timely preparation of fiscal reports for ISC, partners and donors.[/li] Strategic Planning and Special Projects
[li]Actively participate on ISC's senior leadership team and help shape the strategic direction of the organization. [/li][li]Assist with project development and representation activities in Asia. [/li][li]Work with the President and other senior management on special projects as needed.[/li] Relationships
[li]Coordinate closely with Chinese government officials and other strategic partners. [/li][li]Coordinate new project development with appropriate ISC staff. [/li][li]Report to President and Senior VP. [/li][li]Work closely with VP of Operations, Director of Business Development, and VP of Development and Communications. Qualifications
[li]Advanced degree in an appropriate discipline, plus five years of relevant management experience in China, or a combination of education and experience from which comparable knowledge and skills are acquired. [/li][li]Proven ability to raise funds from private foundations, corporations and bi-lateral/multi-lateral donors.
[/li][li]Demonstrated success in managing multiple projects in a cross-cultural setting. [/li][li]Experience in providing creative leadership and innovative ideas in the use of scarce resources to achieve maximum results. [/li][li]Demonstrated ability to work effectively with a variety of stakeholders/constituents. [/li][li]Familiarity with public policy (national/provincial/local) related to environmental issues in China and/or a working knowledge of energy efficiency and environment management. [/li][li]Demonstrated experience, knowledge and commitment to ISC's mission. [/li][li]Experience supervising more than three staff. [/li][li]Exceptional analytical, interpersonal, and organizational skills. [/li][li]Demonstrated experience and success in institutional representation. [/li][li]Excellent verbal and written communication skills, including public speaking and presentation skills.
