ORBIS International Kunming Office is seeking a Monitoring & Evaluation Specialist，before January 4th, 2008

　　ORBIS International is a nonprofit humanitarian organization dedicated to blindness prevention and treatment in developing countries.(website:www.orbis.org) Since it’s first project launched in 1982, with the support from the Ministry of Health, local health bureaus, and Chinese ophthalmic community, ORBIS has expended its partnerships to 25 provinces. Now ORBIS is seeking a M&E Specialist to work in our Kunming Office. Please find the details below.

　　Job Summary

　　The Monitoring & Evaluation Specialist will be responsible for development of an overall China Program M&E strategy, M&E plans and their implementation, and ensure the quality of all ORBIS project implementations in China through an effective monitoring and evaluation mechanism. As a team member of the China Country Program, she/he will also assist project managers in assessing and identifying capacity building needs, development of capacity building plans with project partners and will provide support to implementation, monitoring and follow-up of such plans. She/he will assist the Country Director in the overall documentation of ORBIS progress in China, and both guide and help staff carryout analyses of ORBIS at project and program level.

　　Duties include:

　　Technical Assistance for M&E Development and Application

　　Provides technical assistance to ORBIS field projects in the area of monitoring and evaluation, with an emphasis on the use of participatory M&E approaches

　　Conducts internal project evaluation and write up project evaluation report and participates in external project evaluation

　　Works with ORBIS project managers and stakeholders to develop monitoring and evaluation plans, including identification and use of appropriate methodologies and indicators, Helps them follow through on plans through support to M&E implementation and reporting.

　　Identifies and works with partner organizations for mutual learning and maximizing impact as part of the M&E process.

　　Ensures and helps all stakeholders to design M&E as part of regular program management, and supports the implementation of all ORBIS China Monitoring and Evaluation.

　　Analysis, Documentation and Use of M&E Results

　　Works with project managers and stakeholders to analyze and interpret quantitative and qualitative project data emerging from ORBIS China programs for reporting and use, helps  feed this back into planning and management at project level, Country Program management level.

　　Gathers and compiles information emerging from ORBIS China programs, and prepares technical reports for ORBIS management.

　　Works together with PR Officer to document ORBIS projects in China as required by Country Director.

　　Research

　　Assists in the identification of research needs, and helps to identify internal and external resources to meet those needs.

　　Reviews China-based studies, reports, and other documents produced by ORBIS for technical accuracy.

　　Other

　　Maintains an understanding of the needs in China in the area of blindness prevention.

　　Represents & promotes ORBIS programs to the professional community through presentations, & publications, and at international conferences.

　　Perform related duties as required by Country Director

　　Experience & skills required:

　　Undergraduate degree in training or health related professions. Minimum 3 years experience in program management and/or M&E experience. Demonstrated expertise in monitoring program development and outcome evaluations. Demonstrated   expertise in the design and development of monitoring and evaluation systems in multi-cultured settings are highly  desirable. Demonstrated experience working in and leading a team. Experience interacting with other NGO’s, government health officials, medical establishments, and university officials extremely helpful

　　Excellent interpersonal and communication skills (verbal/written) required in both Mandarin and English. Computer literacy, Internet savvy & Statistical Analysis preferred. Excellent organizational, managerial, and administrative skills required. Self-starter, takes the initiative. Accepts accountability for work promised.

　　由于项目发展需要，ORBIS昆明代表处拟招聘项目监控与评估专员1名。

　　职位描述：

　　项目监控与评估专员负责制定国际奥比斯中国项目监控与评估系统发展战略计划及具体的实施办法，并通过一套行之有效的评估系统来确保项目管理的质量。作为项目管理人员，项目监控与评估专员还将协助项目经理对合作伙伴的能力建设需求进行有效评估，与合作伙伴一起修订能力建设项目计划，并对此计划的实施进行持续跟踪和监控。项目监控与评估专员还将协助中国首席代表处理奥比斯中国项目进度的所有文件，并与其他项目官员共同完成有关的项目分析报告。

　　工作职责：

　　为ORBIS项目监控与评估系统的发展和实施提供技术支持；
　　为奥比斯项目提供监控评估方法的技术支持，并将方法与其他项目管理部门分享；
　　负责内部项目的评估，撰写相关的项目评估报告，并参与外部项目的评估；
　　与项目经理及其它项目管理人一起制定项目监控计划书，制定适当的评估方案和指标，协助他们执行并完成这些计划；
　　与合作伙伴共同协作，通过良好交流，使项目评估的作用在该项目中发挥到最大；
　　协助其他项目管理人员将项目评估作为项目管理活动的组成部分，并确保对奥比斯中国项目的评估监控顺利完成；
　　分析、使用项目评估数据，使之形成报告并归档管理；
　　与项目经理及其它项目管理理人员一起整理奥比斯中国项目的相关数据，分析、翻译并撰写项目报告，并将其反馈到中国项目计划制定管理部门和总部项目管理部门；
　　收集并编辑项目资料，制定中国项目管理技术支持报告；
　　根据中国首席代表的要求，与公共信息官员一起收集整理中国项目介绍材料。

　　调查研究

　　做相关调研，明确项目需求并收集于之有益的资源及信息；
　　审核ORBIS中国办公室基于中国项目的研究，报告及其他相关文件。

　　其它

　　理解中国防盲事业的实际需要，代表ORBIS 通过向专业机构介绍，公共宣传及出席国际会议来推动并促进ORBIS的项目发展。

　　完成ORBIS中国首席代表要求的其他工作。

　　工作经验和技能要求

　　教育培训及医学健康相关专业本科毕业，至少3年项目管理或项目监控工作经验；有监控项目发展及评估项目结果的相关工作经验。具有在多元文化背景机构内设计并实施项目监控系统，有团队领导经验者以及在NGO、政府卫生部门、医疗机构或大学教育工作经验者优先考虑。

　　擅长沟通，流利的中/英文表达能力（口头及写作)，熟悉计算机操作，互联网，擅长数据分析。具有优秀的组织管理能力，积极主动，工作责任感强。
