Oxfam Hong Kong is a member of Oxfam International and an independent development and relief agency based in Hong Kong working with poor and disadvantaged people in Asia and Africa. We are recruiting the following member to join us in our anti-poverty work:
China Unit Deputy Director (program management)
(3-year contract, based in HK and mainland China)
The China Unit Deputy Director reports to the China Unit Director. S/he will attend Directors and management meetings as well as Council meetings and some Executive Committee meetings when requested. S/he will support the China Unit Director in reporting to Director meeting, Council and Exco on the China Program. S/he will be in charge of the CU program learning and accountability coordination role and work with IPU on the agency level Program learning and accountability system building.
RESPONSIBILITIES
Develop OHK’s program strategic objectives and activities in mainland China;
1.1 Coordinate the development of a program of poverty alleviation, disaster management, policy research and advocacy, public communications and fundraising activities.
1.2 Develop programs which are replicable and scalable, and which represent valuable contributions to China’s development needs, the development community in China, to OI and to international development.
Recruit and manage a professional China Unit program teams;
2.2 Introduce training, capacity building, exposure and internship programs to equip staff with appropriate skills and experiences.
2.3 Manage discretionary rulings on recruitment activity, disciplinary and grievance procedures for program staff in the China Unit.
Coordinate the creation of Program Strategic and Annual Plans;
Financial management of OHK Program operations in China;
Represent Oxfam Hong Kong in China regard program related activities;
Develop program learning and accountability, program M&E in China;
Requirements:
A master degree in a relevant discipline.
Strategic thinking and analytical skills in program and policy work in the context of China.
At least 8 years’ management experience of program, personnel and financial systems.
Excellent skills in leadership:
Efficient delegation of responsibilities and decision-makings;
Able to maintain a balance between participation, efficiency and effectiveness at various levels of decisions-making.
Good facilitation skills in consensus building;
Be able to create a culture of collaboration and openness towards problem solving and conflict resolution.
Innovative in knowledge management and institutional learning
Excellent writing, communication and representational skills.
Excellent skills in Management:
Collaborative in planning and coordination with other teams
Able to establish appropriate and efficient human resource, financial and administrative policies, systems and procedures for high transparency and accountability standards.
Proficient in Mandarin and English is preferred.
Expatriate package will be provided for the position
