POSITION TITLE (ENGLISH): Government and Public Affairs Officer
POSITION TITLE (CHINESE): 政府与公共事务主任
LOCATION: Beijing
PURPOSE OF POSITION:
The Government and Public Affairs Officer develops, maintains and coordinates close links and relationships with relevant actors in the government and non-governmental organization (NGO) sector and, in particular, special advisors, decision-makers and key senior officials who are crucial to Greenpeace’s organisational development in China. The Government and Public Affairs Officer also provides advice for political strategies and situations of campaigns.
As a key position in the Campaign Director’s Office, the Government and Public Affairs Officer is part of the campaign coordination team and maintains close cooperation with campaign team leaders and other department leaders.
MAJOR RESPONSIBILITIES:
1.Maintain strong relations with key government agencies, officials and other political players in order to promote positive organisational image of Greenpeace and to favourably influence relevant policy making process, especially those in the areas of NGO development and environment.
2.Provide strategic advice to campaign teams and others within Greenpeace on macro trend of political developments and specific campaign opportunities, including providing monthly political update for the senior management team (SMT). Alert relevant staff promptly if the political development poses additional risks or implications to our ongoing work.
3.Design and implement communications targeting specific political audiences, including regular visits and briefings.
4.Represent Greenpeace China as the organisation’s senior representative in China, or accompany senior executives in the organization, to participate in external activities (including governmental agencies, NGOs, and relevant associations) and give public speech as required, in order to build and maintain a strong network with various groups.
5.Organise high level meetings and other events for Greenpeace senior executives with high ranking officials of the government.
6.Liaise with other NGOs and allies in regard to mainly political issues related to environment and NGO development.
7.Provide training to Greenpeace staff and external audiences on political developments and mechanisms, lobbying and political skills
8.Manage external consultants undertaking project work as and when required.
9.Research on specific social or political topics and produce reports or briefings on the findings
10.Undertake own administrative work and maintain records, documents and databases, if necessary, to ensure efficient and effective government and public affairs work.
11.Undertake any other duties as appropriate to the post and as delegated by the Campaign Director
REQUIREMENTS:
1.Bachelor's degree in politics and public administration, economy, environment, or related fields
2.A minimum of 3 years experience in government office or government/policy affairs positions in business or non-profit sector
3.Fluency in written and spoken English and Chinese
4.Computer literacy
5.Interested in environment issues and government policies
6.Demonstrated ability to lobby effectively and develop networks.
7.Excellent research, report-writing and editing skills
8.Good communication, media and negotiation skills
9.Ability to think analytically and strategically
10.Ability to work unsupervised, as part of a team and to work under pressure
11.With mature personality and presentable manners
12.Travel is required
