世界500强企业在京单位，目前超过半数没有工会组织。年底前，北京市总工会要求80%建会非公企业签订集体合同。即日起，市总工会将开展规范集体合同的行动。 部分集体合同“没有意义” 昨天，市总工会生活保障部副部长黄伟介绍，继去年底市总工会发布首个集体合同示范文本后，目前北京市的建会企业中，超过90%的国有、集体及其控股企业，及75%左右的非公企业签订了集体合同。 “很多集体合同的问题，是内容不够明确和细化。”黄伟指出，国外企业签订集体合同往往长达数十页，但北京很多企业所签的集体合同只有四五页纸。比如集体合同中关于工资的约定，有的单位只规定不低于北京市最低工资标准，而没有工资增长方案、调整措施等内容。“这没有意义。”他表示。 按照部署，到今年底，北京市建会企业中，95%的国有、集体及其控股企业应签订规范的集体合同；80%非公企业应签订集体合同。其中，职工数超过200人、销售额超过500万的大型非公企业应有独立的集体合同。　　500强单位年内八成建工会 另据市总工会相关负责人介绍，世界500强企业在京共有624家法人单位，目前只有45%的单位有工会组织。市总工会已经成立了专门的工作组，年底前，将实现这些企业中的80%建立工会。明年，市总工会将督促世界500强企业在京单位普遍签订集体合同。(来源：新京报)

Half of the world top 500 companies in Beijing have no labor union. Beijing Federation of Trade Union requests that 80% of the non-public companies with trade union have to sign collective contracts.
Some collective contracts are meaningless
Yesterday, according to Huang Wei, vice-president of life security department of Beijing Federation of Trade Union, after Beijing Federation of Trade Union released the first demonstration version of collective contract at the end of last year, there are more than 90% of state-owned, collective and its holding companies and about 75% of non-public companies have signed collective contracts.
“The problem of many contracts is that their contents lack clarity and detail” Huang Wei said. Huang point out that, most of the contracts of foreign companies are more than ten pages long, but those of Beijing companies are only four to five pages. Take wage agreement for example, some companies only stipulate no less than the minimum wage in Beijing without salary growth scheme and adjustments. “It is meaningless” Huang said.
According to the plan, 95% of state-owned, collective and its holding companies that have trade union should sign normative collective contracts; 80% of the non-public companies should sign collective contracts. Non-public companies that have more than 200 employees and sales are more than 5 million should have independent collective contracts.
Eighty percent of top 500 companies should have trade union this year
According to the head of Beijing Federation of Trade Union, the top 500 companies have 624 corporate units in Beijing, of which only 45% have trade union. Beijing Federation of Trade Union has established special working group that will push 80% of these units to establish trade union by the end of this year. Next year, Beijing Federation of Trade Union will push all the top companies in Beijing to establish trade union.
