乐施会招聘PEPC副经理

Oxfam Hong Kong is a member of Oxfam International and an independent development and relief agency based in Hong Kong working with poor and disadvantaged people in Asia and Africa. We are recruiting the following member to join us in our anti-poverty work:



Deputy Manager for Public Education, Policy, and Communications (PEPC)
China Unit

( 3-year contract based in Beijing)



The Deputy Manager for Public Education, Policy, and Communications (PEPC) will report to the China Unit PEPC Manager, with matrix management from the Policy, Campaign and Communications Unit Director, and also propose relevant strategic plans and new initiatives. As part of the management team of the China Unit and the whole agency, s/he is required to assist the China Unit PEPC Manager in team-, unit- and agency-wide policy making, strategic planning and learning, and to coordinate with colleagues from other teams and units, especially in providing information and analysis on their respective concerns.



Responsibilities:



· Develop the agency’s communications functions in mainland China, which include media, publications, and website etc.

· Develop effective strategies with his/her respective team to achieve high impact; Monitoring and evaluation of communications work.

· Develop a strong and highly motivated team with multiple skills: Team building, consensus building, institutional learning and staff development.

· Undertake systems establishment and ensure compliance with finance, personnel, administrative policies.

· Perform communications, coordination and representation functions with Oxfam Hong Kong, Oxfam affiliates, Oxfam International, local and regional partners and organizations, international NGOs, media, etc.

· Undertake any other work as requested by the China Unit PEPC Manager.



Requirements:
· A recognized degree with three years’ management experience of communications, personnel and financial systems;

· Strategic thinking and analytical skills in communications work in the context of China;

· Good understanding and experiences on mass media operations; Excellent skills in leadership:

- Efficient delegation of responsibilities and decision-makings;
- Able to maintain a balance between participation, efficiency and effectiveness at various levels of decisions-making;
- Good facilitation skills in consensus building;
- Be able to create a culture of collaboration and openness towards problem solving and conflict resolution;
- Innovative in knowledge management and institutional learning.
· Excellent writing, communication and representational skills
· Excellent skills in Management:
- Collaborative in planning and coordination with other teams
- Able to establish appropriate and efficient human resource, financial and administrative policies, systems and procedures for high transparency and accountability standards.
· Proficiency in Mandarin and English.
· Able to travel extensively and work in remote areas.
· A commitment to Oxfam’s approach to development.


China Unit’s personnel policy and Mainland salary packages apply to this position
