乐施会招聘中国部项目经理-城市生计

Oxfam Hong Kong is a member of Oxfam International and an independent development and relief agency based in Hong Kong working with poor and disadvantaged people in Asia and Africa. We are recruiting the following member to join us in our anti-poverty work:



Programme Manager – Urban Livelihood-China Unit
(3-year contract based in Beijing)


The Programme Manager—urban livelihood have overall responsibility for developing, managing and evaluating the urban livelihood programme. S/he reports to the China Unit Director on the progress of the programme, and also propose various kinds relevant policies and new initiatives. As part of the management team of the China Unit and the whole agency, s/he is required to assist the China Unit Director in unit- and agency-wide policy making, strategic planning and programme learning, and to coordinate with colleagues from other teams and units, especially in providing information and analysis on the respective concerns.


RESPONSIBILITIES
1. Development of programme policies, guidelines, strategic and annual plans in consultation with the management team of the China Unit.

2. Develop effective strategies with the program teams to achieve high impacts;

3. Design a vigorous monitoring and evaluation system to assess effectiveness and impact for all programme work.

4. Develop a strong and highly motivated team with multiple skills: team building, consensus building, institutional learning in both China and HK, staff development

5. Consult staff on major personnel policies and reflect results to higher management structures;

6. Exercise good emotional engagement in sensitive personnel issues and in resolving conflicts;

7. Monitor adherence to current year plan, in specific, strategic change objectives, programme and budget targets;

8. Ensure compliance of finance, personnel, administrative policy in maintaining high standard of accountability and transparency.

9. Perform communication and representation functions: with Oxfam affiliates and Oxfam International; Government partners, local and regional partners and organizations, international NGOs, media, etc.

10.Undertake any other work as requested by the China Unit Director.


Requirements:
1. A degree in social work or related to social science subjects is an advantage;
2. Strategic thinking and analytical skills in programme and policy work in the context of China;

3. Strong knowledge, understanding and analyses on the recent development of urban poverty in China in general; in particular on situations of the migrant workers in cities of Southeastern China;

4. At least three years’ management experience of programme, personnel and financial systems
5. Excellent skills in leadership:
- Efficient delegation of responsibilities and decision-makings;
- Able to maintain a balance between participation, efficiency and effectiveness at various levels of decisions-making.
- Good facilitation skills in consensus building;
- Be able to create a culture of collaboration and openness towards problem solving and conflict resolution.
- Innovative in knowledge management and institutional learning
6. Excellent writing, communication and representational skills
7. Excellent skills in Management:
- Collaborative in planning and coordination with other teams
- Able to establish appropriate and efficient human resource, financial and administrative policies, systems and procedures for high transparency and accountability standards
8. Proficient in Mandarin and English is preferred.
9. Ability to travel frequently as required
