Beijing Municipal Government stipulatedin the latest communique that, all levels of administrative organs, social organizations, institutions and state-owned enterprises must drive the car a day less every week according to the tail tag of the car plate . The communique also advocated other units and individuals, according to principle of dividing tail tag mantissa into five groups, to drive the car a day less in a week, and to choose to travel by public transport more.

September 15 Ningxia province adopts measures to cope with warming (Farmers’ Daily)
Ningxia Autonomous Region People's Government adopted opinions and suggestions widely from meteorological departments in agricultural restructuring, agricultural disaster prevention and mitigation decision-making process. September 16, China names crew for space launch (BBC)
China has announced the names of three astronauts who will carry out it磗 third manned space mission. A 42-year-old fighter pilot, Zhai Zhigang, has been chosen to perform the country's first space-walk.
He will be joined by Liu Boming and Jing Haipeng on the Shenzhou VII mission - set to launch on 25 September at 13:10 GMT (21:10 local time). State-run news agency Xinhua said the "yuhangyuan" (astronauts) were making final preparations for the lift-off. The space-walk is scheduled to be broadcast live with cameras inside and outside the spacecraft.

September 16, China advocates the low-carbon consumption model district to deal with the climatic change (China Meteorological Administration)
China will advocate the low-carbon consumption model district to deal with the challenges of climate change and promote the efficiency of energy utilization. Recently, Pan JIahua, the assistant director of urban development and environmental research center in Chinese Academy of Social Science, issued this news in the cool climate seminar held in Beijing.
To improve the efficiency of energy utilization, the national development and planning commission chose to actively and scientifically implement the low-carbon consumption model district instead of the traditional way. That is, no matter which kind of the enterprise or the industry is, it can be honored as the low carbon consumption enterprise only if its efficiency of energy utilization is advanced in the world. Those areas where the enterprises centralize together could also be called the low-carbon consumption model district.

September 17, Heilongjiang promoted the campus actionitems of energy-efficiency and emission reduction (Heilongjiang News)

September 18, Lights out campaign lights up marketing awards-WWF's Earth Hour has won the top prize at the Asian Marketing Effectiveness Awards 2008 (WWF News)
WWF’s “Earth Hour”, which encouraged consumers around the world to switch off their lights for 60 minutes, again blazed its way into the spotlight as Asia’s most effective marketing campaign for 2008 yesterday.
Earth Hour took home the Platinum award, the leading prize of the Asian Marketing Effectiveness Awards 2008 which took place in Macau, having earlier won four gold awards. The win caps a remarkable year for Earth Hour, which also took home honours from the Spikes and Cannes awards.
Millions of people on six continents in more than 400 major cities, including Chicago, Copenhagen, Manila, Tel Aviv, Bangkok, Dublin and Toronto, used the simple action of turning off their lights for one hour on 29 March to deliver a powerful message about the need for action on global warming.

September 18, Corn Flops as Energy Source (Washington Times)
Ford Heights Ethanol LLC applied in June 2006 to build a distillery in the Illinois town whose name it bears, promising an economic revival to replace abandoned houses and closed stores. Two years later, no work has begun.
The proposed $130 million plant was scheduled to begin production by the first quarter of 2009.

September 18, Environment and Development Forum is on the Way, (Environmental Protection Ministry)
The 4th International China Environment and Development Forum with themes on climate change, the reduction of energy consumption, preventing air pollution and improving international cooperation will be collectively held in Beijing by Environmental Protection Ministry, Chinese Social Science Research Institute (CSSRI), All China Environmental Federation, Circulation Economy and Environmental Appraise Center of CSSRI from Oct. 18th to Oct. 19th. September 19, White roof slow down global warming ( Sina.com)

September 17, Arctic Resources Appraisal: Estimates of Undiscovered Oil and Gas North of the Arctic Circle
The U.S. Geological Survey (USGS) has completed an assessment of undiscovered conventional oil and gas resources in all areas north of the Arctic Circle. Using a geology-based probabilistic methodology, the USGS estimated the occurrence of undiscovered oil and gas in 33 geologic provinces thought to be prospective for petroleum. The sum of the mean estimates for each province indicates that 90 billion barrels of oil, 1,669 trillion cubic feet of natural gas, and 44 billion barrels of natural liquids may remain to be found in the Arctic, of which approximately 84 percent is expected to occur in offshore areas.
