NEAYEN Rules and Operational Manual
1. Name
The name of the network is TUNZA North East Asian Youth Environmental Network (TUNZA-NEAYEN)

2. Standard Definition of TUNZA –NEAYEN  
Tunza North East Asian Youth Environmental Network (TUNZA-NEAYEN) is a youth network set up in January 2005 with consultation and support from the UNEP Regional Office for Asia and Pacific as a part of the UNEP’s global youth strategy. It aims and functions at sub-regional level to mobilize youth and youth organizations in the countries as such China, Japan, Korea and Mongolia for environmental protection activities under the principle of sustainable development, in collaboration with the other sub regional youth networks in Asia Pacific Region.

3. Organizational Structure

4. Steering Committee

The Steering Committee comprises of advisory group, secretariat and national focal points. It has the authority to make decisions over all operational matters, including financial and administrative policies and action plans, representing the members of TUNZA-NEAYEN. The decision-making shall be based on consensus among the committee members. For the purpose, the steering committee shall have its meeting at least at once a year, which shall be organized by the Secretariat.

4-1.   Advisory Group

a) Advisory group comprises of 4 members who are annually elected in each national TUNZA-NEAYEN network respectively.

b) Advisory group has the status of co-president for TUNZ-NEAYEN.

c) The roles are to:
i) provide guidelines and assessments for the activities and programmes (to be) implemented in the sub-region;
ii) help create linkages with other institutions based on their contacts, experience, etc.
iii) and, facilitate fund-raising at sub-regional and each national level.

c) For the first year of NEAYEN, to be initiated, advisory group comprises of each national focal point’s directors.  

4-2.   Secretariat

a) The Secretariat-hosting organization shall bi-annually be elected by the Steering Committee. UNEP National Committee for the Republic of Korea hosts for the fist two year of TUNZA-NEAYEN.

b) The Secretariat has the status of overall coordination body for the implementation of TUNZA-NEAYEN activities at the sub-regional level.

c) The roles are to:
i) provide the overall management and coordination in the implementation of the activities defined by the Steering Committee;
ii) do communication with the Advisory Group and NFPs and the other supporting and partner organizations including the other youth networks to implement decisions taken at the Steering Committee;
iii) provide consultation for NFPs to write their quarterly National Reports, and compile the report;
iii) publicize activities by publishing regular newsletter, establishing website, etc;
iv) organize the Steering Committee meeting at least once a year and Sub-Regional Conference once a year;
v) set up and maintain a management information system including the database of NFPs, Members, National Reports, Sub-Regional Conference, etc.

4-3.   National Focal Points

a) Each National Focal Point shall annually be elected in each national TUNZA-NEAYEN network respectively. For the first year of TUNZA-NEAYEN, Friends of Nature (China), Youth Eco League(Japan), UNEP National Committee for the Republic of Korea (Korea), and International Institution for Future (Mongolia) respectively host NFPs for each country.


b) The NFPs have the status of overall coordination body for the implementation of TUNZA-NEAYEN activities at each national level.

c) The roles are to:
i) provide the overall management and coordination in the implementation of the activities in each country defined by the Steering Committee;
ii) do communication with the Secretariat and their country Members to implement decisions taken at the Steering Committee;
iii) organize an umbrella network at national level under the instructions of the membership criteria in way of collecting membership applications, scrutinizing them and sending them to the Secretariat;
iv) organize a national workshop or conference at least once a year to compile opinions of their Members.
v) provide quarterly National Report to the Secretariat on their progress of activities and members information;
vi) publicize TUNZA-NEAYEN activities in each country;
vii) select youth representatives for the annual Sub-Regional Conference;
viii) and, raise fund for national activities in collaboration with the Secretariat;


5. Membership

a) Membership application
Organizations, Institutions and Individuals who are interested in working for environment protection or are involved in the environment related activities could be invited to join as TUNZA-NEAYEN members. For membership, those candidates need to fill up the membership application form suggested, and send it to National Focal Point concerned.  

b) Those falling under one of the following 4 types could be awarded NEAYEN membership.
i) Type 1: Organizations working in the field of environment and youth, or organizations working in the field of environment and plan to undertake projects/activities involving youth in future
ii) Type 2: Youth groups working in the field of environment, or youth groups in future planning to undertake projects/activities on environment
iii) Type 3: Institutions who do not promote anything which hamper the TUNZA-NEAYEN agenda are eligible to be a member.  
iv) Type 4. Individuals who are interested in working for environment and youth or are involved in those field could be invited to join as the member.

c) Eligibility for NEAYEN Members
i) the 4 types of member should be dedicated to sustainable development and have sufficient experience in working with youth and/or sustainable development related issues
ii) the 4 types of member should have a proven experience in working with youth and/or environmental issues
iii) the 4 types of member should agree to vision, mission, and objectives and should be willing to undertake activities finalized by the NFP

d) Membership Withdrawal
Members could withdraw from the membership with a 3 months notice letter submitted to NFP. In this case, NFP should also communicate this to the Secretariat.

e) Membership Termination
Members, if not following obligations (suggested below), could be terminated from the TUNZA-NEAYEN membership.  Decision of terminating membership should be initiated by the NFP of the respective country, who should also communicate about their decision before termination to the Secretariat with reasons for termination. Once, approved by all, the membership could be terminated.

f) Obligations
i) activities conducted under the banner of TUNZ-NEAYEN and their outcomes should be related to environmental issues
ii) financial support for conducting activities under the banner of NEAYEN could be received only from those organizations, who promote sustainable development.
iii) all communication media and materials and correspondence done for activities conducted
as part of TUNZA-NEAYEN network, should have its logo and standard information about TUNZA-NEAYEN
iv) activities conducted under the banner of TUNZA-NEAYEN should be non-profit provided the profit if any is for the purpose of organizing some other TUNZA-NEAYEN activity.
v) transparency has to be maintained while accessing fund for any activities of TUNZA-NEAYEN and organization and individuals are accountable for the fund utilized during the activities

g) Rights
i) the Members have right to annually select their National Advisor and the National Focal Points.
ii) the Members have right to participate in all decision making processes at both national and sub-regional level.
iii) the Members have right to participate in the annual Sub-Regional Conference in consultation with their NFPs.
iii) the Members will receive all general communication media and materials including TUNZA-NEAYEN e-newsletter through NFPs.
iv) the Members will receive information about all major events organized in their respective country by the NFPs and they could participate in the events.

6. Partners

Government agencies, Inter-government organizations and Industry/Corporate are eligible to be a partner. The decision for awarding partnership could be taken by the Steering Committee or Secretariat. Upon identification of such organizations, a memorandum of understanding could be signed between the respective NFP or the Secretariat and the partner organization.  

a) Type 1: Government Agencies or Inter-governmental organizations who are interested in joining NEAYEN projects/activities
b) Type 2: Industry/Corporate dedicated to environment and youth and agreeing with the NEAYEN vision, mission, and objectives could become NEAYEN partner

7. Funds

a) The Funds shall be derived from donations and such other sources as the Steering Committee determines at both national and sub-regional level.

b) The funds derived at national level could be independently operated for national purposes, but it shall annually be reported to the Secretariat.

8. Logo and Letter Head

a) The Secretariat will develop the Logo and the guidelines for using it.
The Logo must be placed in all communication materials in any medium like print, website, etc.
b) The Secretariat will design a letterhead
The Secretariat and NFPs are authorized to use the letterhead.
