Position Summary
The Small Farmers Adapting to Global Markets Project and the Sustainable Agricultural Development Project Phase II (the “Projects”) require a Project Administrative Assistant respectively for the project field office in Sichuan, Inner Mongolia, Gansu and Xinjiang to carry out certain responsibilities related to the needs of both Projects. The project administrative assistant must be currently resident in these provinces and will work under the supervision of the Project Administrative Officer based in the Beijing Project Office and together with the Canadian Long-Term Technical Advisor (LTTA) in the provincial field offices (Chengdu, Sichuan; Huhhut, IMAR; Lanzhou, Gansu; Urumqi, Xinjiang).
Duties and Responsibilities
The Project Administrative Assistant under contract to Agriculture & Agri-Food Canada (AAFC), will and will be responsible to:
1. Administration and operations
liaise closely with Canadian LTTA, project field coordinator, local government and project sites for program activities;
liaise closely with Beijing Project Office on financial dealings;
assist with mobilization/demobilization of LTTA and field staff;
monitor renewal of Canadian LTTA’s certificates, including expert card, visa, residence permit;
effectively manage operation and maintenance of BPO facilities;
arrange for annual registration/insurance/maintenance of project vehicle;
update office procurement database;
arrange for meetings as directed;
translate English and Chinese documents, correspondences as necessary;
performs typing and transcription duties as required;
receive and transfer telephone calls, take messages as requested;
manage filing;
manage subscriptions;
2. Advance Requests and expense claims
prepare monthly budget of field office;
prepare monthly expense claims and pivot table;
check that receipts accompany all expenses;
check that training activities have activity numbers;
verify per diems against allowances;
make photocopies of all expense claims and receipts;
3. Training
provide logistics assistance as needed;
prepare/edit training activity planners;
assist in preparation of Powerpoint presentations and other training materials as required;
assist the training activities as needed;
4. Travel Arrangements for Canadian
set up working file for each person, including Checklist and Information Sheet;
inform AAFC/CIDA of people’s travel schedule;
book airline tickets and hotels as requested;
arrange for pick-up service;
5. Reports/Workplans
prepare the monthly update on basis of weekly updates including main activities;
assist in preparation and distribution of workplans and reports as required;
assist the LTTA and field coordinator to format, edit reports/workplans;
Qualifications and Minimum Requirements
1. Chinese nationality.
2. College degree required. Advanced degree preferred.
3. More than three years experiences on administration.
4. Proven proficiency in English. Demonstrated written and oral communications skills.
5. Ability to work effectively on multiple issues/tasks under extremely tight deadlines.
6. Computer software and other communication tools proficiency.
Salary Range: Commensurate with qualifications.

Position Summary
The Small Farmers Adapting to Global Markets Project and the Sustainable Agricultural Development Project Phase II (the “Projects”) require a Project Field Coordinator respectively for the project field office in Sichuan, Inner Mongolia, Gansu and Xinjiang to carry out certain responsibilities related to the needs of both Projects. The project field coordinator must be currently resident in these provinces and will work under the supervision of the Project Director based in the Beijing Project Office and together with the Canadian Long-Term Technical Advisor (LTTA) in the provincial field offices (Chengdu, Sichuan; Huhhut, IMAR; Lanzhou, Gansu; Urumqi, Xinjiang).
Duties and Responsibilities
The Project Field Coordinator under contract to Agriculture & Agri-Food Canada (AAFC), will and will be responsible to:
1. Liaise closely with the Chinese counterpart bureaus and organizations on all matters related to effective project implementation of the pilot projects under Small Farmers Project;
2. Assist in establishing the provincial field office (PFO) in the provincial capital, and the county field office (CFO) in the counties;
3. Assist with the administration of the PFO/CFO, including logistics, financial management and personnel;
4. Provide translation and interpretation to Canadian LTTAs in their interactions with Chinese counterparts to ensure effective and accurate communication;
5. Coordinate training programs related to agriculture extension and Train the Trainers (TOTs) in the province to ensure their effective design, planning and implementation;
6. Coordinate the implementation of the project gender strategy and its effective implementation in the province to ensure appropriate levels of women’s participation in all activities;
7. Coordinate the implementation of the pilot projects in project sites;
8. Provide administrative and logistical assistance as required for delivery of workshops, seminars and training programs in the province;
9. Assist the LTTAs in the preparation of work plans, progress reports and other documentation or reports as required;
10. Assist the LTTAs in the preparation of Requests for Proposals (RFP’s) and other documents to support tendering for sub-projects and local consultants;
11. Assist in managing the effective implementation of sub-contract and local consultants in accordance with project outcomes and outputs;
12. Provide information and intelligence, written or verbally in English, gathered from a network of key contacts, scrutiny of press articles, the Internet or by other means that is relevant to the effective implementation of the project.
13. Provide inputs to the agricultural program website (www.ccag.com.cn) and coordinate the submission of technical materials and field activities information to BPO website coordinator and/or website technical maintenance personnel in Beijing.
Qualifications and Minimum Requirements
1. Chinese nationality with comprehension competency of local dialect.
2. Bachelor’s degree required. Advanced degree in agricultural field preferred.
3. Proven proficiency in English. Demonstrated written and oral communications skills.
4. Three to five years experiences on management and agricultural field.
5. Ability to work effectively on multiple issues/tasks under extremely tight deadlines.
6. Ability to work in the county.
7. Computer software and other communication tools proficiency.
Salary Range: Commensurate with qualifications.
