Project Officer – SEN Project, China
Effective with the release of this position announcement, Winrock International (Winrock) is recruiting applicants for Project Officer for the US government funded Strengthening Environmental NGO’s in Sichuan, Yunnan, and Guizhou province project in China. The responsibilities, duties and qualifications for this position are described in the attached position description. This is a current opening to be filled as soon as possible.

POSITION DESCRIPTION
Position Title: Project Officer
Project: Strengthening Environmental NGO’s (SEN) in Sichuan, Yunnan and Guizhou Provinces
Reports to: Project Director, SEN Project
ORGANIZATIONAL RELATIONSIPS
This position reports to the Project Director of the SEN Project based in Chengdu, Sichuan Province, China and will work with other project staff of SEN and coordinate with SEN partners in other areas as well as other Winrock field and program personnel as appropriate and necessary.
PROGRAM SUMMARY:
In line with the US government’s commitment to promote democracy, human rights and the rule of law in China, Winrock International’s proposed program, Strengthening Environmental NGOs in Sichuan, Yunnan and Guizhou Provinces (SEN), will build the capacity of environmental NGOs to support the government in areas of critical need. By focusing on areas where the government has requested support, the program avoids negative repercussions that may result from a head-on, adversarial approach to democratization.
Winrock began working in Sichuan, Yunnan, and Guizhou Provinces in 2000; with local partners, we have implemented NGO strengthening, degree scholarship, and leadership training initiatives. This program will be managed by talented local professionals who have staffed previous Winrock projects. The Project Officer will be based in our existing office in Sichuan Province, with coordinating staff in Yunnan and Guizhou Provinces. The National Poverty Alleviation Bureau’s Cadre Training Center in Beijing, which controls significant funding that could be directed toward NGOs, has committed its support to this program. This is an immediate opening.
POSITION SUMMARY:
The Project Officer will be responsible for managing and coordinating the institutional strengthening component of the Strengthening Environmental NGO’s (SEN’s) in Sichuan, Yunan and Guizhou Provinces in China. He/she will be responsible for the overall planning, executing, and managing the training and other capacity development activities of the project; maintain relationships and coordinating with local implementing partners and training service providers to achieve project objectives. The Project Officer will also be responsible for supporting small grants activities in Sichuan Province as well as outreach and communication activities as required of the project.
MAJOR RESPONSIBILITIES:
• Develop and plan on the institutional strengthening component of the project that is in line with overall project approaches and objectives;
• Help implement and manage training and other capacity development activities for environmental NGOs in three provinces;
• Coordinate with project partners and training organizations on the technical and logistical aspects;
• Conduct capacity assessments for identification of prioritized training needs and design of appropriate training modules for the target groups;
• Identify local and national technical and management training providers;
• Provide support for grants component of the SEN project in Sichuan;
• Liaise and network with partners, including government, private sector, and individuals, as well as environmental NGOs in project provinces for project implementation and outreach objectives;
• Ensure production of high quality and timely training activity, finance, and other reports as required;
• Complete any other tasks as assigned by the SEN Project Director and Winrock.
QUALIFICATIONS AND REQURIEMENTS:
Education: University graduate, preferably in environment, development, social science, human resources management or related field.
Work Experience:
• Minimum five years experience required, including technical and administrative experience implementing international funded development projects in environmentally related organizations or settings.
• Experience must demonstrate working and understanding the NGO sector and its development in China, preferably related to environmental field.
• Technical experience in designing, managing, and conducting capacity development activities is highly desired.
• Project management including monitoring, evaluation, data collection, and documentation of implemented activities.
• Working with multiple stakeholders and groups and facilitating exchanges and communications amongst them.
• Knowledge and application of participatory approaches.
Skills: Good management, communication, and organization skills are essential. Basic computer skills (word processing, spreadsheets, and databases) are required. Good English and Chinese languages.
Other: The ability to coordinate programs with partners from a broad range of backgrounds and experiences, to take initiative, work independently and as part of a team。 |
