Senior Program Assistant – NRDC Beijing Office

The Natural Resources Defense Council (NRDC) is one of the most effective environmental action organizations in the United States and abroad. Established in 1970, NRDC uses law, science and the support of 1.3 million members and online activists to protect the planet and ensure a safe and healthy environment for all living things. We are a non-profit, non-governmental international organization headquartered in New York, and have offices in Washington, D.C., San Francisco, Los Angeles, Chicago, and Beijing, China. Our staff of over 400 environmental lawyers, scientists, policy analysts and engineers work together protect the world’s environment and curb carbon emissions through advocacy, law, policy change and education, as well as on-the-ground project implementation support.

NRDC’s primary role in China is to support leading domestic efforts on energy efficiency and environmental protection. We believe that successful and sustainable efforts on energy efficiency and environmental protection must be driven from within China and are proud that NRDC has been on the ground in Beijing and around the country to help accelerate these efforts. In particular, we are working with our central and provincial partners to promote “Efficiency Power Plants (EPP)” – virtual power plants consisting of a portfolio of demand-side management or energy efficiency projects that produce reliable energy savings and load reduction to help avoid the building of new conventional power plants and reduce the associated emissions.

Position Summary:

The Natural Resources Defense Council (NRDC) is seeking a full-time senior program assistant for the Demand Side Management (DSM) Project. The position will be based in Beijing, China. The Senior Program Assistant will support the DSM team’s work with local partners to create cost effective and sustainable DSM and Efficiency Power Plant (EPP) models in China, conducting independent analysis and research as needed (60% of time), and provide administrative support to the members of the DSM team (40% of time).

Essential Functions:

·        Assist DSM team in providing and/or coordinating support to NRDC’s local partners to scale up EPP implementation in China. In absence of program staff, serve as primary contact for the DSM team.

·        Assist with and/or perform economic, policy, and technical research and analyses relating to DSM and energy efficiency policy and implementation upon request. Assist DSM team and other members of the China Program at large with data compilation and analyses.

·        Prepare periodic reports and reports on project status, and help organize study tours, training workshops and seminars.

·        Develop and/or assist in developing presentations for conferences, meetings and workshops.

·        Schedule and coordinate a variety of external and internal meetings, including logistical arrangements, collecting and distributing meeting materials, recording and distributing meeting minutes.

·        Maintain project contact database and project document library, including managing and organizing paper and electronic files, and copying and distributing documents.

·        Process invoices and expense reports, help with budget tracking for different grants, and prepare monthly expense forecast and fund request.

·        Help manage incoming phone calls in coordination with office receptionist, and provide backup to other administrative staff in the Beijing office.

·        Foster team work and help enhance team satisfaction with work and work environment. Work to create a culture of team work, high performance and accountability.

Skills and Knowledge Requirements:

·        Knowledge of China energy related policies and regulations, and how these rules can be implemented successfully.  

·        Knowledge of US energy related best practices and how these practices can be localized for China. In particular, familiarity with the design, development and implementation of energy efficiency and DSM programs.

·        Knowledge of the industrial and building sectors, and related energy efficiency technologies and practices.

·        Knowledge of financial and economic analyses related to developing DSM/EPP programs.

·        Accounting and financial knowledge a plus.

·        Ability to work with diverse groups from a wide array of backgrounds and levels of business knowledge.

·        Ability to work independently as well as with cross-functional teams.

·        Strong analytical skills and detail orientation with ability to perform technical and quantitative analyses.

·        Ability to manage multiple tasks and prioritize tasks to meet project deadlines.

·        Attention to details a must.

Minimum qualifications

·        Graduate or professional degree energy policy, public policy, business, finance, economics, law, science, or engineering.

·        Two to five years of relevant work experience in the energy industry.

·        Fluency in English and Chinese, with excellent oral and written skills as well as bilingual translation ability.

·        Must possess a high degree of proficiency with Microsoft Office including Word, Excel, and Outlook.

·        Demonstrated interest and experience in environmental issues a plus.

·        Experience with the public and/or non-profit sector desired.
