Visibility & Communication Expert (half-time), EU-China Environmental

Programme Vacancy:    Visibility & Communication Expert (half-time)

Location:    Beijing, with travel

Application deadline:    23 March 2011

PROGRAMME BACKGROUND:

The EU-China Environmental Governance Programme (EGP) is seeking applications for the position referred to above.  This is a half-time job to be completed by 3 December 2015. The overall objective of the EGP includes “. . to improve environmental protection in China . . . through public participation and accountability . .“.  The approach to achieving this objective includes capacity building at central level – and local level “partnership projects” in Provincial and Municipalities to demonstrate the benefits of public participation in environmental governance.  The EGP will establish and maintain a broad and high profile through activities that will be managed by this expert.

MAIN TASKS OF POSITION:

The responsibilities of the EGP “Visibility & Communications Expert” will include – but are not necessarily limited to – the following:

1.    re-confirm the Expert’s familiarity and understanding of EU “visibility” guidelines

2.    become totally familiar with EGP implementation plans, activities and events to be able to forecast and plan associated EGP visibility and public relations activities, events and support – and the production of associated outputs.

3.    under the direct supervision of the EGP Team Leader and also the guidance of the Environmental Governance Expert, design and implement the EGP “Visibility & Communications Strategy” – including but not limited to:

a.    leading the development of an EGP website and procedures to maintain and update it

b.    leading the design, production and distribution of EGP newsletters and other periodic and “one-off” circulars and brochures (printed and web-based)

c.    facilitating web-based  interactive “electronic” dialogue between EGP experts and other participants and website browsers

d.    maintaining close contact with print and broadcast media professionals and technicians – including routine “press kits:, “event updates”, and “press releases” and one-off periodic media conference events.

4.    design EU and Programme “branded” presentation and promotion material – including:

a.    Programme letterhead, envelops, calendar, business cards and other printed media outputs

b.    report covers and formats

c.    PowerPoint (PPT) master slide layouts

d.    event banners

e.    conference participant kits, drinking cups, caps, and other promotion material.

5.    prepare and implement a short concise “Meeting the Press” brochure / course to provide instructions and guidance to PSF experts and support staff in how to conduct and manage their contact with media personnel.  This may include guidance on:

a.    telephone responses to inquiries

b.    response to in-person audio recorded interview

c.    response to in-person video recorded interview

d.    “cold call” contacts with journalists.

6.    create and maintain a data base of all contracted unit costs associated with all aspects of the design, production, and distribution of visibility & communications printed and broadcast media outputs including such items as:

a.    print, CD, or DVD output layout, format or design costs

b.    print, CD, or DVD production costs

c.    newspaper advertising costs

d.    radio advertisement design, production and broadcast costs

e.    televised advertisement design, production and broadcast costs.

7.    Establish and maintain contact with other relevant EU-China projects:

a.    to share experiences related to “visibility” activities

b.    to encourage participation in EGP visibility events where relevant

c.    to plan and implement “joint” visibility events where relevant.

8.    Liaise with appropriate DEU EGP Programme Management and “Visibility” personnel active in implementing the delegation’s own “Visibility” program and provide support where possible.

MINIMUM QUALIFACTIONS:

1.    University degree or equivalent qualification in public relations /  communications /  journalism  or relevant related field

2.    Approximately 5 years of relevant public relations or journalism experience – mostly within a context related to donor project implementation

3.    Extensive previous experience in applying EU “visibility” guidelines to the design and implementation of a Programme “visibility” or “public relations” strategy

4.    Ability to supervise and contribute significantly to the planning, designing and implementation of concepts for print and broadcast media activities and outputs

5.    The candidate should be able to demonstrate that they have an already existing network of BeiJing based journalists and other professionals, technical specialists, and service providers involved in the design, production, and presentation of print and broadcast media outputs

6.    Fluency in Chinese and excellent English language skills are required.

EMPLOYMENT TERMS & CONDITIONS

The salary for this position will be negotiated between the successful applicant and the EGP Consortium that is implementing this Programme.  A request for approval of the annual work plan for this position will be prepared and submitted to the Delegation of the EU for approval.  Payment to the expert will be based on approved timesheets – blank copies of which will be provided by the EGP.
